Reporting to: HRD (National) Coordinator
Overall Objectives of the IMT/HRDC:
To support the Parties in the Peace Process by monitoring and promoting the implementation of their humanitarian, rehabilitation and development related commitments and obligations with a view to ultimately contribute to lasting peace, security and development for the peoples of Mindanao.
Terms of Reference as established and signed by both the Parties relating to HRD:
- Identify and map humanitarian, rehabilitation and development needs in the affected areas;
- Take stock of the efforts made by the Parties to address these humanitarian, rehabilitation and development needs both on their own and by coordinating assistance from national and international partners;
- Identify the gaps and loopholes in the response provided to these humanitarian, rehabilitation and development needs, including with regard to linkages between these three aspects;
- Assess the progress achieved by the Parties and its partners in meeting the humanitarian, rehabilitation and development needs of the affected civilian populations over time;
- Provide, when appropriate, an objective assessment of the Parties' respective capacity and willingness to implement these aspects of their agreements on their own, jointly, and as coordinator of external support.
Overall purpose:
To contribute to the monitoring and reporting activities within a larger team of the HRD component in the IMT.
Summary of tasks:
The HRD Field Coordinator is responsible for implementation and oversight of the continued monitoring of humanitarian, rehabilitation and development needs in the affected areas in connection with the ongoing peace process between the Government of the Philippines and the Moro Islamic Liberation Front (MILF). The successful candidate will be responsible for compliance with existing terms of reference outlined by both parties for the Humanitarian, Rehabilitation and Development component of the IMT. Working with the National HRD Coordinator the successful candidate will be responsible for supervising several national data collectors/monitors; providing technical assistance and support to HRDC staff; contributing to reports on a regular basis; helping to develop a database of humanitarian, rehabilitation and development needs and identifying trends and patterns; This position requires posting within the IMT/ NP Team sites in Mindanao.
Essential Duties and Responsibilities:
• Gather background information, including identifying IDP transit and evacuation sites, return and relocation areas, areas moved to temporarily and areas where IDPs are living in order to assess the needs of said individuals/communities.
• Synthesize and filter data uploaded to the data-share system by the national data collectors/monitors
• Conduct research and link violations and abuses according to the mandate of the HRDC and in line with international and national law.
• Support the qualification to any alleged violation or abuse.
• Contribute to the development of the HRDC data-share initiative through regular updates including incidents relating to international humanitarian law and human rights.
• Consolidate findings and facilitate follow-ups.
• Coordinate with the local government officials and community members in organising field trips and fact-finding missions.
• Assist in the preparation of presentations to community-based forums, events.
• In coordination with the National HRD Coordinator liaise with lines agencies and humanitarian organizations in the Conflict Affected Areas of Mindanao.
• In coordination with the National HRD Coordinator provide briefings to the HRDC Coordinator to facilitate their work in coordinating HRDC advocacy with key and duty bearer stakeholders.
• Support the HRDC Coordinator through the HRD National Coordinator to facilitate networks/linkages with Government lines agencies, NGO and civil society groups in relation to HRDC activities.
Management:
• Provide administrative supervision to HRD monitors, in line with HRDC ToR and IMT policies and fiscal agent policy and procedures.
• Supervise monitors to facilitate continued implementation of HRDC mandate throughout the conflicted affected areas of Mindanao.
• Contribute to on-going evaluations in order to measure expected outcomes, achievements, challenges and impact.
• Contribute to regular monthly reporting on all activities for HRDC on a quarterly and monthly basis, or as otherwise required.
• Active participation in internal management committees.
• Tracking of budgets and expenditures in consultation with HRD, the local finance officer and the Fiscal Agent to develop budget forecasts and revisions.
• Any other duties as assigned by the National HRD Coordinator.
Education and Experience:
Bachelors degree in Social or Political Science or related field or equivalent years of experience working in the humanitarian or human rights field; successful history of programme development, implementation and reporting. Proven experience working on humanitarian programmes and providing direct social services an advantage. Understanding of a rights-based approach to development and experience of using conflict sensitive approaches in understanding their work. Understanding of basic risk assessment and political analysis tools an advantage.
Knowledge:
• Understanding of the historical roots of the conflict in Mindanao and the ongoing Peace Process between the GPH and the MILF.
• Understanding of International Humanitarian Law, Human Rights Norms, and Peace-building.
• Good computer literacy.

Security:
• HRDC Coordinator reserves the right to withdraw any staff from field assignments with coordination with NP security designated person for reasons of security or staff safety at any time. The candidate for this position must agree to follow security guidelines, including curfews, travel restrictions, evacuation orders and any other policies and procedures promulgated by the Coordinator or the Programme Manager EUDEL-Manila.
Terms and Conditions:
• The successful candidate is entitled to an excellent compensation and benefits package which includes 13th month salary, statutory benefits like Social Security System, Philippine Health Insurance Corporation, and Home Development Mutual Fund (Pag-ibig Fund) plus medical insurance.
• The contract will be for twelve (12) months including a probation period; contract renewal will be subject to performance.
