Overall Objectives of the IMT/HRDC:
To support the Parties in the Peace Process by monitoring and promoting the implementation of their humanitarian, rehabilitation and development related commitments and obligations with a view to ultimately contribute to lasting peace, security and development for the peoples of Mindanao.
Terms of Reference as established and signed by both the Parties relating to HRD:
- Identify and map humanitarian, rehabilitation and development needs in the affected areas;
2 Take stock of the efforts made by the Parties to address these humanitarian, rehabilitation and development needs both on their own and by coordinating assistance from national and international partners;
- Identify the gaps and loopholes in the response provided to these humanitarian, rehabilitation and development needs, including with regard to linkages between these three aspects;
- Assess the progress achieved by the Parties and its partners in meeting the humanitarian, rehabilitation and development needs of the affected civilian populations over time;
- Provide, when appropriate, an objective assessment of the Parties' respective capacity and willingness to implement these aspects of their agreements on their own, jointly, and as coordinator of external support.
Overall purpose:
To contribute to the monitoring and reporting activities within a larger team of the HRD component in the IMT.
Summary of tasks:
The National HRD Coordinator is responsible for implementation and oversight of the continued monitoring of humanitarian, rehabilitation and development needs in connection with the ongoing peace process between the Government of the Philippines and the Moro Islamic Liberation Front (MILF). The successful candidate will be responsible for assuring compliance with existing terms of reference outlined by both parties for the Humanitarian, Rehabilitation and Development Component of the IMT. Working with the HRDC Coordinator the candidate will be responsible for hiring and managing personnel; providing technical assistance and support to national staff in a culturally sensitive manner; contributing to reports on a regular basis; helping to develop a database of humanitarian, rehabilitation and development needs and identifying/analyzing trends and patterns; This position requires posting in Cotabato City, Mindanao.
Essential Duties and Responsibilities:
• Gather background information, including identifying IDP transit and evacuation sites, return and reflection areas, areas moved to temporarily and areas where IDPS are living in order to assess the needs of said individuals/communities.
• Identify and verify needs according to the mandate of the HRDC and in line with international and national law.
• Identify and analyze developing trends, systematic failures and report these to the HRDC Coordinator;
• Conduct legal research, link violations and abuses to International Humanitarian Law, International Human Rights Law, Customary International Humanitarian Law and Customary International Law.
• Support the qualification of any alleged violation or abuse according to the international and national obligations of the Republic of the Philippines.
• Coordinate with the monitors, Field Coordinators and the HRDC Coordinator in organising field trips and fact-finding missions.
• In coordination with other HRDC Staff and Monitors consolidate findings and ensure follow-up of cases.
• In coordination with HRDC Staff provide briefings to the HRDC Coordinator to facilitate their work in coordinating HRDC advocacy with key and duty bearer stakeholders.
• Liaise with State and Governmental line agencies and humanitarian organizations in the Conflict Affected Areas of Mindanao.
• In coordination with the HRDC Coordinator work directly with key and duty bearer stakeholders to ensure both protection and promotion of HR and IHL.
Management:
• Provide management and administrative supervision to HRD field coordinators, data collectors/monitors and staff, ensuring compliance with HRDC ToRs and IMT policies and procedures.
• Supervise staff to ensure continued implementation of HRDC mandate throughout the conflicted affected areas of Mindanao.
• Ensure implementation of other advocacy, policy and media objectives of the IMT-HRDC.
• Responsible for monitoring activities through regular interaction with staff and local partners, regular reports and other mechanisms either currently in place or to be developed.
• Responsible for ongoing evaluation and analysis in order to measure expected outcomes, achievements, challenges and impact.
• Responsible for regular reporting on all activities for HRD on a quarterly and monthly basis, or as otherwise required.
• Active participation in external humanitarian working groups and task forces as well as participation in internal management committees.
• Assures programme activities are tracked to budgets and in consultation with the local finance officer and the Fiscal Agent develop budget forecasts and revisions.
• Any other duties as assigned by the HRDC Coordinator.
Education and Experience:
Master's degree (M. A.) or equivalent and five years of NGO management experience, or four to ten years related experience and/or training; or equivalent combination of education and experience; successful history of programme development, implementation and reporting. Proven experience working on humanitarian or human rights programmes and working with sensitive and confidential information. Good knowledge of basic risk assessment and political analysis tools.
Knowledge:
• Understanding of the historical roots of the conflict in Mindanao and the ongoing Peace Process between the GPH and the MILF.
• Understanding of International Humanitarian Law, Human Rights Norms, IHL and Peace-building.
• Very good computer literacy.

Security:
• HRDC Coordinator reserves the right to withdraw any staff from field assignments with coordination with NP‘s security designated person for reasons of security or staff safety at any time. The candidate for this position must agree to follow security guidelines, including curfews, travel restrictions, evacuation orders and any other policies and procedures promulgated by the Coordinator or the Programme Manager EUDEL-Manila.
Terms and Conditions:
• The successful candidate is entitled to an excellent compensation and benefits package which includes 13th month salary, statutory benefits like Social Security System, Philippine Health Insurance Corporation, and Home Development Mutual Fund (Pag-ibig Fund) plus medical insurance;
• The contract will be for twelve (12) months including a probation period; contract renewal will be subject to performance.
