The Government of Timor-Leste Senior Regulatory Adviser

The Government of Timor-Leste seeks a Senior Regulatory Adviser to support and mentor the new telecommunications regulator, the Autoridade Nacional de Communicações (ANC)

With a new Decree-law on telecommunications and two new operators, the Government of Timor-Leste, supported by AusAID and the World Bank, seeks a lead adviser to develop and support the new regulator, the ANC, in its statutory functions. This ‘hands on’ role will help establish the organisation and credibility of the regulator; address wide ranging regulatory issues related to the newly liberalised environment; mentor the new ANC Board and develop skills of ANC staff.

The Senior Regulatory Adviser will support the ANC in all its statutory functions, including the making of regulatory measures, and with other advisers develop its human resource capacity. Other envisaged advisers (who may be recruited in consultation with the Senior Regulatory Adviser) are a Cell Site Sharing Adviser, a Technology Adviser and a Corporate Services Adviser.

REQUIRED EXPERIENCE

The Senior Regulatory Adviser will be expected to have:

  • 15 years of substantial regulatory experience, including in emerging markets, and in interconnection and infrastructure access, licensing, dispute resolution, competition, universal service, spectrum management, tariffs, consumer protection & technical and service standards;
  • prior senior management experience in a regulator with demonstrated management experience in preparation of budgets, work plans and human capacity development;
  • mentoring skills to develop ANC regulatory skills to regulate the market; and
  • excellent writing and speaking skills in English and, ideally, Portuguese.

He or she should also:

  • be familiar with telecommunications issues of developing countries;
  • possess wide knowledge of modern telecommunications regulation in the context of developing countries; and
  • ideally have knowledge and experience of telecommunications sector issues in the South Pacific region and/or other small island economies.

REQUIRED CHARACTER ATTRIBUTES

The Senior Regulatory Adviser will also be expected to have:

  • proven ability to lead, coach and develop a team;
  • demonstrated management & leadership competencies, ethical judgment, advanced communications skills, strong self-motivation & initiative; and
  • ability to contribute culturally & professionally to an emerging sector and developing nation.
