Project/Proposal Summary:
MSI will conduct a baseline reading assessment as part of a performance measurement evaluation of the new Pakistan Reading Project (PRP). In order to capture baseline data prior to launch of this project, literacy testing and surveys will be completed in May and October 2013. In addition to working in direct intervention schools, the baseline assessment will also include light intervention school to measure long-term impact of the PRP. The baseline assessment will use the Early Grade Reading Assessment (EGRA) tool to measure reading levels. The EGRA baseline will test a representative sample of schools targeted by the PRP, in all provinces/territories and areas of Pakistan. It is anticipated that the reading assessment will target students in grades 3 and grade 5. The data from this baseline will be used to measure project progress over the five-year period. The results of the baseline school survey will be shared with USAID, provincial education officials and donors working in education.
Position Summary:
The Senior EGRA Field Advisor will be responsible for overseeing coordination with local education officials and field activities related to data collection for the EGRA baseline assessment. They will be responsible for ensuring smooth entry of field enumerators into each province, territory and area in which the school-based data collecting will be conducted and trouble-shooting any problems that arise during field work. They will work closely with local Pakistan organizations that are sub-contracted to manage enumerators and field supervisors. The Senior EGRA Field Adviser will also support quality control measures for data collection and conduct regular visits to the field to oversee data collection work. The Senior EGRA Field Adviser will work closely with the EGRA Coordinator to ensure smooth management of all steps within the baseline process.
The Advisor will be contracted from April 2013 through mid-January 2014. It is expected that the Advisor will be contracted.

Responsibilities:
- Oversee field data collection activities.
- Ensure good working relations with local education officials in the eight provinces, territories and areas covered in the baseline exercise.
- Support quality control of activities such as enumerator training, field supervisor management, and data collection.
- Coordinate with all sub-contractors managing technical and logistical aspects of the baseline assessment.
- Interface with the EGRA Coordinator on all field management and logistical matters.
- Participate in coordination meetings with all sub-contractors.
- Trouble-shoot any field work delays in terms of access to schools and district education officials.
Qualifications:
- M.A. in social science research or international development required.
- Minimum 15 years international development experience.
- Minimum of ten years social science research in Pakistan.
- Previous experience with large-scale field-based surveys.
- Previous management of research field work in conflict zones.
- Previous experience on education projects, preferably USAID-funded, required.
- Fluent in English and Urdu.
- Fluency in Sindhi preferred but not required.
- Excellent English-writing skills.
