Remuneration:
Basic annual salary starting from 103,600 Swiss Frs. (CHF)/ G04

Role Summary:
The Associate Specialist, Procurement and Supply Management, contribute to ensuring the effective use of Global Fund funding through the provision of professional expertise and support to the Country Team on the procurement and supply-chain management of health products during the grant life-cycle. Embedded in the Grant Management Division, the Associate Specialist work in coordination with the Grant Management Support Department to ensure consistent application of the Global Fund Procurement and Supply Management (PSM) policies and procedures across the portfolio of grants.
The Associate Specialist, Procurement and Supply Management play a key role in ensuring value for money in the procurement and management of health products, and in identifying risks that may compromise the availability and quality of health products purchased with grant resources.
As part of the Country Team (CT), the Associate Specialist, Procurement and Supply Management provide  adequate technical expertise and support to analyse risks and propose solutions for the effective and efficient implementation of PSM activities by grant recipients.
Responsibilities:
The Associate Specialist, Procurement and Supply Management are responsible for ensuring the timely and proper review of relevant grant documentation including, but not limited to, Grant Proposals, PSM Plans,  Pharmaceutical and Health Products Management Country Profiles, Procurement Plans, and LFA Assessment Reports, On-Site Data Verification and Rapid Services Quality Assessment reports, Progress Update and Disbursement Requests, Operational Risk Management Framework, Requests for Continued Funding and provides solution-oriented recommendations to the Country Team and Grant Recipients to support seamless and impeccable grant management.
The Associate Specialist, Procurement and Supply Management ensure the provision of adequate technical expertise and support to analyse risks and propose solutions for the effective and efficient implementation of activities related to the management of pharmaceutical and other health products by grant recipients during the finalization of the grant approval process and during negotiations for grant renewals and implementation.
The Associate Specialist, Procurement and Supply Management, are responsible for ensuring adherence to the Global Fund policies and procedures and reviewing instances of non-compliance and proposing remedial actions.  S/he pro-actively identifies ways to stream line processes to improve country access to health products and facilitate rapid start-up of grants through efficient mechanisms and supports grant implementation through training and other capacity building initiatives.
The Associate Specialist, Procurement and Supply Management,  review the effectiveness of PSM activities conducted by countries during grant implementation and the expected impact on overall market dynamics of health products financed by the Global Fund; and provide input and support to the new PSM initiatives as coordinated by the Grant Management Support Department.

Qualifications:
Essential:
Advanced university degree in pharmacy, medicine, public health or nursing.
Experience:
Essential:
  • Minimum of five years of relevant professional experience working in procurement and supply-chain management of health products at international level, including in developing countries.
Desirable:
  • Experience in both demand and supply side activities related to pharmaceutical management and in particular related to HIV, tuberculosis and malaria.
  • Knowledge of pharmaceutical systems

An excellent knowledge of English and preferably a good working knowledge of French, Arabic, Russian, or Spanish.

  • Procurement and Supply-Chain Management : Demonstrates sound knowledge and understanding of PSM practices for health products to support effective implementation of PSM activities in all phases of grant management and directs actions to develop and correct deviations from Good Procurement Supply Management Practices.

Since its creation in 2002, the Global Fund has become the main financier of programs to fight AIDS, TB and malaria, with approved funding of US$ 22.9 billion for more than 1,000 programs in 151 countries. To date, programs supported by the Global Fund are providing AIDS treatment for 3.6 million people, anti-tuberculosis treatment for 9.3 million people and 270 million insecticide-treated nets for the prevention of malaria.
