Role Summary:
The Head, Transition team is an experienced manager expected to work together with a highly collaborative group of six Department Heads in Grant Management and staff in other Divisions, able to work in a highly complex and rapidly changing institutional environment to support impeccable grant management across the Global Fund’s programs.
The Head, Transition team, will be responsible for coordinating and rolling-out the transition to the Global Fund’s New Funding Model.

Responsibilities:
- Working with relevant Department Heads and Teams, and under the direct supervision of the Division Head of Grant Management and the strategic direction provided by the Steering Committee for the Transition, she/he will coordinate and oversee all aspects of the management, planning and execution of the transition phase of the New Funding Model, including the following:
- Finalizing the allocation formula and qualitative factors to be used in the Transition;
- Proposing the countries to participate in the first wave of the Transition, including those invited to test all aspects of the New Funding Model, and leading the process of apportioning financing to them;
- Preparing communications materials to explain the Transition and the New Funding Model to implementers, partners and other external stakeholders;
- Leading the implementation plan process, including the preparation for and strategic direction of Country Dialogues and negotiations with Country Coordinating Mechanisms (CCMs) and implementers in the countries participating in the transition;
- Reviewing and evaluating the Global Fund’s related policies, procedures, practices that might need adjustment for the purposes of the Transition, and proposing changes in such for consideration by senior management, the Strategy, Investment and Impact Committee (SIIC), the Finance and Operational Performance Committee (FOPC), and the Global Fund Board before the full implementation of the New Funding Model;
- Assessing Secretariat staff capabilities and skillsets to implement the Transition and addressing gaps through training and other interventions;
- Maintaining coherence between the Transition and on-going changes in the Global Fund’s overall grant management, control systems and risk-driven oversight mechanisms/structures;
- Designing and implementing key performance indicators to track progress on the transition, in coordination with the Technical Evaluation Reference Group (TERG);
- Collecting and disseminating lessons learned from the transition that should influence the final roll-out of the New Funding Model; and
- Designing and overseeing the final roll-out of the New Funding Model to all countries, including the preparation of internal and external communication materials, coordination with partners, preparation and training of Global Fund Country Teams and implementers, and the development and implementation of Key Performance Indicators to track progress.
- Supervise a cross-functional project team drawn from the Divisions of Grant Management; Strategy, Investment and Impact; Finance; and Communications, as well as any external professional services firms and/or individual consultants with complementary expertise contracted for the project.
- Facilitate rapid, effective and collaborative decision-making concerning the Transition by the Steering Committee.
- Prepare advice and options for the Secretariat to offer to the SIIC for its review and approval of critical aspects of the Transition.
- Oversee the preparation of proposals for financing under the Transition for the Global Fund Grant Renewals Panel, and, subsequently, the SIIC, the FOPC, the AEC and the Global Fund’s Board.
- Supervise the production of robust strategic information on the Transition for all stakeholders.
- Ensure effective engagement of technical partners during the Transition, including other donors and multi-lateral agencies.
- Prepare presentations for and consultations with, as appropriate, the Global Fund’s Disease Committees on HIV, TB and malaria specifically relating to the Transition.
- Coordinate the Secretariat’s relationship with the independent Technical Review Panel (TRP) for the transition, including by supervising the development of proposals for new guidelines and working modalities for the TRP.
- Ensure the efficient and effective management of the staff assigned to work on the Transition, by providing a positive role model in line with the organization’s values and core principles, fostering effective performance-management practices, staff-development, and collaboration with other internal teams and external partners.
- Perform any additional work, as determined by the Head of Grant Management, that might be required to carry out the Transition successfully, on-time and on-budget.

Qualifications:
Essential:
- Advanced university degree in, notably, economics, development finance, business administration, public health, development or relevant field; or an equivalent combination of academic/professional qualifications and experience.

- Deep understanding of the strategic, operational and cultural context of the Global Fund and the implications of the Transition for the New Funding Model;
- Demonstrated experience in managing complex, multi-pronged projects to a successful conclusion;
- Successful track record of working with multilateral organizations, Governments, and non-profits at the highest levels;
- Consultative approach centered on teamwork, close collaboration and joint problem-solving across Divisions;
- Global benchmarking ability;
- Proven leadership skills to forge alignment between stakeholders and advise senior management on the difficult trade-offs to make a final decision;

Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
