Director of Emergency Relief


Job Summary
This position contributes to the mission of the organization by: being responsible for providing direction and leadership in the conceptualization, design, proposal development, partnership development, implementation, monitoring, and evaluation of Medical Teams International’s disaster response program activities. The Director of Emergency Relief effectively guides and facilitates the work of the Disaster Response Group, manages Disaster Relief budgets, supervises Disaster Relief team coordinators, Disaster Relief field managers, other staff as assigned and is responsible for meeting the Disaster Relief objectives in the organizational Strategic Plan.
Responsible for representing Medical Teams International in disaster response alliances such as Interaction and the Global Relief Alliance in order to expand and improve the quality of partnership development.
Essential Duties and Responsibilities
Provides leadership and oversight to Medical Teams International’s response to disasters in consultation with the Vice President of International Programs, the President, and the Director of Regional Programs. Carries out disaster early warning monitoring. Provides input to and initiates a disaster response immediately upon occurrence. Establishes and uses response criteria and leads the Medical Teams International decision-making process for disasters. Leads the organization’s Disaster Relief team, which includes representatives from Resource Development, Programs, Communications, Finance, the Executive Office and others as needed. Convenes and leads meetings. Travels to disaster sites on short notice, leads the program design effort in the field, and remains in the field until replaced by other qualified personnel. Ensures set-up of field operations and systems in Disaster Response locations, including logistics, local hiring, budgets, reporting, etc. Coordinates closely with the Director of Technical Services to ensure recruitment of needed technical expertise and to ensure quality program design, implementation, monitoring and evaluation in resident and transitional health interventions. Coordinates closely with the Director of the Commodity Support Group to plan and mobilize GIK medical support in emergency responses. Develops and manages all disaster response strategies and programs to achieve goals and objectives. Creates and manages the Worldwide Disaster cost center and budgets for each individual disaster. Manages the communication system within the agency during a disaster response. Serves as liaison to Communications Group – approves/reviews all outgoing Disaster Relief media communications. Provides oral and written reports on disaster response program activities to the appropriate person(s): the President, Vice President of International Programs, Director of Regional Programs, Vice President of Communications, InterAction, AERDO and major donors and partners. Develops and supports the achievement of Standards in Relief, Rehabilitation, and Preparedness Programs. Stays current on best practices and standards in Disaster Relief response. Ensures appropriate Security Standards for Medical Teams International’s disaster field operations are in place and followed. Reviews staff training of disaster response recruitment, screening, and application processing in all Medical Teams International offices. Assesses, develops, and maintains partnership relations in existing and/or potential program locations. Negotiates and creates Memorandum of Understanding agreements and budgets with Disaster Relief partners. Leads the development of institutional funding proposals. Guides program design and implementation. Oversees financial and program reporting to donor. Writes donor reports. Develops and maintains relationships with donors, volunteers, churches, and other organizations in support of the work and mission of Medical Teams International. Builds, manages, and maintains solicitor relationships in fundraising efforts to support Disaster Relief and Development projects and programs. Leads psychosocial working group in building the psychosocial core competency for Medical Teams International. Maintains project monitoring and evaluation, budgeting and control, and reporting. Participates in the development and implementation of emergency preparedness and response program standards. Assists in the development and training of regional staff and partners on Disaster Relief best practices and principles in humanitarian response, security procedures, needs assessments, and M&E. Prepares and conducts team orientations and debriefings in collaboration with the team coordinators. Supervises Disaster Relief personnel; writes job descriptions and scopes of work as needed: Conducts regular employee performance reviews Provides direction and goal-setting with Disaster Relief staff Interfaces with Disaster Relief country leaders on the field as necessary. Meet regularly with direct reports. Oversees Disaster Relief staff time sheets. Participates in regular IP Directors meetings When appropriate, incorporate the use of volunteers in daily job functions. Other duties as assigned. QUALIFICATIONS Required: M.A. in relevant field with commensurate experience. Minimum seven years experience in the field of relief and development. At least three years experience leading NGO disaster response programs;. Must have US residency and be eligible to work in the USA and travel overseas. Commitment to Medical Teams International mission statement. Preferred: MD or MPH with significant experience in disaster health programming. Valid passport Previous disaster response medical experience. Demonstrated understanding of International Programs vision and functions. Demonstrated ability in providing leadership, strategic planning, meeting goals, decision-making. Demonstrated ability to create systems and procedures, with accompanying forms, for disaster response functions. Available and willing to travel on short notice to disaster response sites for extended periods. Familiarity with Windows, Word, Excel, and Raiser’s Edge. Detail oriented, highly organized, able to work independently in a multi-task environment. Ability to handle multiple projects simultaneously; flexible. Ability to operate well in a fast-paced work environment. Ability to work flexible schedule and weekends as needed. Experience conceptualizing, writing, and editing grant proposals to US Government and other major donors as part of a team. Excellent communication skills, including public speaking, writing and editing, facilitating discussion and communicating cross-culturally with partners and diverse constituencies. Fluency/capacity in foreign language highly desirable.
