Manager, Regulatory Finance


London SW1 - Band C£31,500 -£38,600 p.a. (dependent on skills and expertise)
Specific Minimum Qualifications and Expertise
  • Experience of financial reporting and analysis, in a regulatory or commercial environment.
  • A background in accountancy, or able to demonstrate the ability to understand and interpret the information contained in financial statements and accompanying reports.
  • Good Microsoft Office skills, including the ability to develop Excel workbooks for information management.
  • The ability to draft clear instructions and reports for use by internal and external stakeholders.
  • The ability to understand applicable legislation and licence requirements and to contribute to the drafting of licence modifications, when necessary.
  • Familiarity with the energy or other utility sectors, or an appreciation of the basis for economic regulation.
Purpose
To provide analytical support within the Regulatory Finance team on a range of financial issues affecting energy network companies, including business performance, tax, pensions and the regulatory asset value. To deal with routine compliance management and associated issues arising. In addition, to contribute to other areas covered by the Regulatory Finance team, including financial stability assurance, price control development and financial analysis.
Key Outputs and Deliverables
The work will be varied and is likely to include:
  • Preparing drafts of documents including letters, minutes, and discussion papers.
  • Development of analytical tools and familiarity with financial models.
  • Proactive involvement in policy development and contributing to the development of price controls and other aspects of the regulatory regimes.
  • Monitoring licensee submissions, to ensure they are compliant with licence conditions.
  • Assisting in the checking, formatting and analysis of business plan data.
  • Reviewing and analysing accounting data and regulatory accounts provided by the licensees.
Key Stakeholder Relationships
  • Staff within the Regulatory Finance team and throughout the directorate, working within the ’matrix management’ approach to projects.
  • Regulatory affairs and finance teams at network companies, contacts in government departments and other stakeholder organisations including investment firms, pension groups and consumer organisations.
Key Accountabilities
  • Efficient management of price control compliance and proactive handling of associated issues and enquiries.
  • Making a valued contribution to the achievement of team objectives generally.
