FOCUS Humanitarian Assistance Global Programme Coordinator


FOCUS Humanitarian Assistance (“FOCUS”) is looking for an accomplished professional to ensure that its programmatic activity is aligned to a strategic direction and stated priorities. The incumbent will coordinate and provide guidance on technical matters, monitoring and evaluations, resource development and donor management thus enabling each country unit of FOCUS to carry out programmes effectively and to the highest standards. This individual will also have the responsibility to develop and mentor staff in Afghanistan, Canada, Europe, India, Pakistan, Tajikistan and United States of America.
About FOCUS Focus Humanitarian Assistance (“FOCUS”) is an unincorporated group of private, international, non-denominational agencies that voluntarily work together to manifest their common ethical values of humanity, compassion, caring, tolerance, pluralism and dignity of mankind through actions that prevent and alleviate human suffering and deprivation at times of man-made and natural disasters primarily in selected geographical areas of Asia and Africa. The cooperating agencies have individual mandates that range from the fields of emergency humanitarian assistance, relief and resettlement of displaced and deprived populations, to the promotion of disaster risk reduction measures in communities that are prone to natural disasters, particularly in high altitude locations.
As an affiliate of the Aga Khan Development (AKDN), FOCUS works alongside the global agencies of the AKDN in regions where longer-term development is viable and sustainable after a social crisis. FOCUS and AKDN agencies also collaborate to provide health and livelihood recovery and rehabilitation initiatives for vulnerable groups during protracted crises.
General Responsibilities
In this role, the Programmes Coordinator (PC) reports to the Global Coordinator- FOCUS International and will contribute to the building of effective and efficient disaster management (DM) capacity globally through the development and maintenance of DM program plans and procedures. The PC will be responsible for articulating and delivering the strategic direction of the organisation’s global programmes, provide guidance and direction in the management of existing programmes, the design of new programmes, ensure the timely preparation of high quality proposals and sharing of learning and best practices across the units.
Specific Duties:
a. Disaster Risk Reduction:
i. To coordinate a more uniform approach to assessing and monitoring risk that will inform management and planning. ii. Promotion of risk reduction measures in communities that are prone to natural disasters, particularly in high altitude locations including implementation of early warning systems iii. To promote a culture of risk avoidance among stakeholders by capacitating all role players through integrated education, training and public awareness supported by scientific research through:
b. Disaster Response: i. Strengthen FOCUS’ capacity in disaster response mechanisms to a standard that allows for rapid deployment of resources. ii. Establish a response coordination framework.
c. Refugee and IDP Assistance: i. Develop solutions to support target refugee Internally Displaced People. ii. Manage relationships with government and other agencies responsible for providing assistance to IDPs.
d. Organizational Strengthening: i. Conduct research and analysis to produce environmental scans and briefing materials associated with new and existing partnerships (e.g., with other non-government organizations. ii. Work with FOCUS units to develop external funding which provide for the expansion and continuation of programmatic activities. iii. Developing relationships with donor agencies as well as other partners in the international humanitarian community. iv. Ensure that appropriate M&E and reporting systems are in place. v. Continuous training and development of staff and volunteers.
Qualifications
Essential: • A graduate degree in emergency management, public health, engineering, natural hazards management or related disciplines. • At least 10-15 years of Emergency Management experience, with demonstrable expertise in mitigation and response methods. • Superior written communication skills to create a variety of documents, including briefing notes, plans, procedures, executive-level correspondence, reports and proposals. • Willingness to travel internationally as required
Assets: • Experience with M&E, logical framework and other strategic planning approaches. • Proven managerial skills and an ability to collaborate effectively with regional and international subject-matter experts.
• Strong cultural sensitivity to Central and South Asia. • Ability to work in collaboration with other agencies of the AKDN.
