Background:

Purpose of position:
The PMER delegate will be responsible for promoting opportunities to strengthen and improve the planning, monitoring, evaluation, and reporting (PMER) systems in the IFRC and the ARCS in order to enhance the impact of current and new programmes/services. This includes developing and coordinating PMER systems and events within the IFRC, building the capacity of the PMER unit in ARCS via its newly formed PMER unit, and actively encouraging and enabling this unit to support ARCS programme departments to meet the needs of communities in accordance with internationally accepted standards. The PMER delegate will also support improvements in feedback mechanisms from communities to allow programmes to be reviewed and modified as needed to reflect changes in the environment, current and future needs, and the ARCS's capacity to meet those needs. He/she will act as team leader for local staff of the delegation for effective and efficient implementation of the Federation funded activities. He/she will support the Programme Co-ordinator in donor reporting and the programme departments in reporting of their programmes, and will take a leading role in ensuring that planning and monitoring strengthening is reflected in improved reporting.
Description of Key Duties and Responsibilities:
- Support the development of PMER systems with standard procedures and processes. This will include working closely with ARCS programme departments at Headquarters regarding PMER and with programme staff at the 7 Regional offices and 34 Branch Offices.
- Support ARCS PMER activities using a range of quantitative and qualitative methods and various participatory methodologies to monitor performance.
- Adapt or develop specific planning, assessment, monitoring and evaluation and reporting tools for consistent and quality data collection.
- Provide technical guidance to programme staff in incorporating appropriate PMER systems into projects/programmes based on needs, IFRC and donor requirements, resources and capacities.
- Prepare and train staff, primary stakeholders and implementing partners, as necessary, on project/programme design, monitoring and evaluation concepts, skills and tools. Facilitate training and experience sharing, where possible and appropriate, for the staff of the ARCS, local staff members and others linked to programmes. Support processes to promote learning and knowledge sharing between ARCS and delegation.
- Routinely perform quality control checks of PMER-related work, overseeing the recording and reporting of progress and performance of the operation compared to targets.
- Ensure that lessons learned from programme PMER improve future programme selection, design and implementation.
- Support the IFRC delegation in national and international contacts and meetings regarding PMER-related issues.
- In collaboration with the programme coordinator, ensure quality and timely reporting via the regular reporting regime, and through disaster responses via operations updates.
- Line-manage seconded PMER manager in the PMER unit at ARCS Headquarters and support them in their PMER duties.

Education:
Basic Delegates Training Course or equivalent knowledge
Relevant university degree or equivalent qualification

Experience:
Proven strong skills in managing and supporting staff
Experience in project management, representation and strategic planning
Minimum 3 years experience of working for a humanitarian aid organisation in a developing country
Experience in Red Cross/Red Crescent capacity building
Experience in coordinating implementation of community-based programmes at community level
Commitment to participatory approaches and ability to integrate participatory mechanisms into all stages of the project cycle: planning, monitoring, implementation and evaluation.
Experience in project management, representation and strategic planning
