Design, Monitoring & Evaluation Manager, Legal Assistance Center project

Background: The Legal Assistance Center (LAC) project is an innovative and comprehensive access to justice and rule of law program in refugee camps on the Thai/ Burma border. Project activities are designed to improve access to justice and effective protection for refugees in camps by: helping refugees access legal information and appropriate remedies for crime and rights violations in the Thai or camp justice systems; supporting the refugee leadership to administer justice more equitably within the camps; engaging Thai authorities and civil society on refugee justice and rights; and pursuing research, monitoring, and advocacy on refugee rights issues. The LAC project is a partnership between IRC and UNHCR.
Scope: The LAC DM&E manager works under the supervision of LAC Coordinator on issues related to project design, evaluation and monitoring, building the capacity of LAC staff in reporting, DM&E and in developing and maintaining systems for measuring and reporting progress. The manager will oversee the redesign of the LAC case management and monitoring database and be the focal point for all LAC related research and evaluation initiatives and evaluation design. The DM&E manager will play a supporting role in ensuring a high standard of reporting across the project. The DM&E Manager will oversee special project-elements or initiatives and manage the work of external contractors or consultants (as required), for example in piloting key innovations like the introduction of SMS technology to enhance communication and improve project responsiveness and performance.
The manager will also interface with academic partners and consultants on the development of curriculum for mediation, conflict resolution and law. The manager will also support the LAC coordinator in strengthening integration of the LAC project with other protection related programs (WPE, IMPACT, PSAE, PLE protection mainstreaming and contingency/ repatriation planning). The DM&E manager will support the LAC coordinator in generating or tracking data for the purposes of information sharing or advocacy The manager will also supervise the Senior M&E reporting officer building capacity and providing technical support where required. The manager will create and implement a staff development plan that results in the handover of M&E management activities to national staff one year after appointment.
Responsibilities:
Program Quality • Improve monitoring and evaluation systems working closely with the Deputy Director of Programs, LAC coordinator, Program Coordinator and the IMPACT and PLE M&E coordinators; • Develop staff capacity to maintain and design monitoring and evaluation components of LAC in collaboration with the LAC Coordinator and LAC senior staff; Design and provide training to all staff to ensure they all can use the systems effectively; • Develop capacity of M&E national staff who will directly manage M&E after one year. • Ensure that all systems developed are understood and implemented by LAC staff and can be managed by the senior M&E reporting officer and other relevant M&E staff. • Work with LAC staff and an external consultant to review and redesign the LAC case management database. • Support the LAC coordinator to develop mechanisms for ensuring greater integration between LAC and other protection related initiatives within the country program; • Support the LAC coordinator to ensure coherence in program strategy and planning, M&E approaches and implementation across sites. • Support the development of key technical program tools and mechanisms, particularly those relating to project M&E or program development. • Liaise with IRC’s Research Evaluation and Learning (REL) unit and the Governance and Rights (G&R) Unit (Protection and Rule of Law team) as required.
Reporting • Contribute to the production of internal and external reports, in collaboration with the LAC coordinator and Managers; • Where required, develop guidelines for staff in tracking and reporting on project indicators and activities; • Ensure availability of and access to resource information for staff and visitors; • Supervise the work of and provide support to the senior M&E and reporting officer; • Through technical support, develop depth and quality in reporting within LAC’s staff at the field level.
External representation • Act as focal point for all research and evaluation initiatives. Liaise with project donors and project partners on M&E related initiatives where required. • Support the dissemination of relevant LAC evaluation and research findings among key project stakeholders; • Coordinate in-country planning and implementation of evaluation activities, including qualitative and quantitative data collection, measurement design, and liaising with any external evaluation partners; • Where required, support the LAC Coordinator in external representation and advocacy (donor or otherwise) during key visits and at CCSDPT or other events; • Provide M&E training and support to LAC CBO or NGO partners where necessary. Other • As directed by the LAC Coordinator, coordinate and project manage the work of external consultants or contractors and oversee special projects or initiatives, including its budgets. • Perform other duties as requested by supervisor and other senior management.
Requirements: • Graduate or Advanced degree, relevant to the job description. • 2-3 years of international experience, preferably in developing countries or refugee situations. • Background in design, monitoring and evaluation or research, including some of the following: project design, performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, and database management. • Interest or experience in protection or access to justice programs. • Experience in project management. • IT proficiency, particularly in relation to research and evaluation. • Experience in proposal development, grant management and reporting. • Experience in training and capacity building. • Proven ability and significant experience in working with a diverse and highly skilled program team in a cross-cultural setting. • Excellent communications, negotiation, decision making and administrative skills. • Understanding or experience working with protection or access to justice programs an advantage. • Experience in managing a significant budget an advantage. • Previous experience on the Thai Burma border an advantage.
