Technical Programme Coordinator, Education - Lebanon


NRC opened its office in Lebanon in 2006, initially responding to the need for humanitarian assistance including provision of shelter support to the displaced Lebanese population in Southern Lebanon. Since then NRC has gradually increased project activities to include shelter support to Palestinian refugee communities, legal assistance, non-formal education provision to refugees from Iraq and teacher training for school personnel in UNRWA supported schools. NRC has since June 2011 also emerged as one of the main humanitarian actors responding to the needs of the Syrian refugees in Lebanon. Current project areas include: Northern Lebanon, Beirut, the Bekaa valley and Southern Lebanon.
NRC is now seeking a Programme Coordinator (PC), to technically support NRC’s education activities in the country. The PC Education is responsible for the technical components of the education projects implemented, such as curricular issues, follow up on syllabi, quality monitoring of learning support activities, teacher training, quality of implementation of youth activities provided, staff development as needed, follow up on monitoring & evaluation, project reporting as needed, and other tasks as required. The Education PC reports to the Education Programme Manager.
Job description ■Follow up on implementation, development, coordination and technical oversight of NRC education project(s) ■Communicate, exchange information and cooperate with relevant education actors ■Work closely with the Education Sector partners and stakeholders in Ministries, UN agencies, Institutions and Non Governmental Organisations, and participate in coordination mechanisms and forums ■Ensure that education activities are in accordance with norms and standards (including the INEE Minimum Standards and other international guidance such as the CPWG Minimum Standards and the IASC Guidelines on Mental Health) ■Provide support and capacity development to newly recruited staff ■Contribute to the development of NRC’s Country strategy, action plan, activities plan and priorities in the education sector ■Prepare and/or collaborate in preparation of reports as required internally by NRC and by all relevant donors ■Monitor, evaluate and suggest changes and improvements in the project and materials ■Prepare/develop narratives for proposals ■Organize and follow-up on expertise requirements (e.g. oversee consultancies) ■Assess needs and organize additional capacity development opportunities for staff and project stakeholders ■Actively promote the Right to Education (including in emergencies) with an understanding of Protection and Child Protection principles along with an advocacy outlook ■Other tasks as requested and agreed upon with the Education PM, and/or Country Director

Qualifications ■Graduate degree in Education (or related degree) and relevant experience related to youth programming, non-formal education, formal education and teacher education ■At least 6 years technical and operational experience with education programme development (with a focus on Education in Emergencies) of which two years are at the international level ■Solid experience and proven track record in contributing to the development of education programmatic interventions ■Training experience ■Understanding of- and experience in working within contexts of complexity and humanitarian crisis ■Experience in strategic thinking and planning skills ■Experience in capacity development and curricular issues ■Proven leadership skills ■Facilitation skills ■Fluency in English ■Proficiency in Arabic language considered an asset ■A thorough understanding of protection/child protection issues and experience with implementation of protection/child protection oriented projects considered an asset ■Experience implementing projects with an emphasis on gender equity and gender responsive programming ■Proven skills and experience in report writing ■Committed to implementing programs that involve children and youths at all levels of implementation ■Awareness and understanding of the Interagency Network for Education in Emergencies (INEE) and the Minimum Standards for Education: Preparedness, Response and Recovery along with additional tools and resources developed by the network
