Associate Program Manager, Asia&Eastern Europe


PSI’s Asia/EE Department seeks entrepreneurial, dynamic and creative candidates with an interest in private sector approaches to development for the position of Associate Program Manager, Asia/Eastern Europe based in Washington, DC with anticipated 20-30% travel. The Associate Program Manager will report to the Program Manager and is a key member of the Asia/Eastern Europe Regional Support Team whose mission is to deliver high-quality services to PSI’s field programs, helping to ensure operational integrity and programmatic success.
RESPONSIBILITES: The Associate Program Manager (APM) is responsible for supporting PSI’s social marketing programs in Asia & Eastern Europe. Duties include:
• Supporting the field on technical, capacity building, new business development, and strategic needs;
• Serving as primary point of contact for overseas staff;
• Proactive monitoring of contract compliance across a diverse set of donor agreements;
• Coordinating with Accounting department to prepare donor financial reports;
• Providing significant financial management support, including preparation and analysis of donor and annual operating budgets;
• Monitoring implementation of internal and external assessment findings (e.g audits);
• Forecasting and analyzing country grant funding portfolios;
• Conducting assessments and providing other short term technical assistance, specifically for award compliance and financial management;
• Provide guidance to field-based staff on implementation of financial policies and donor rules and regulations;
• Supporting proposal writing, project design, and the development and monitoring of workplans;
• Supporting the procurement of health commodities for field offices; and
• Fulfilling other programmatic and administrative functions as required.
QUALIFICATIONS:
• Master’s degree in a relevant subject (MBA, MIA, MPA, MPH, etc.) or equivalent experience;
• At least two years work experience in a developing country;
• Ability to work in a fast-paced team environment;
• Strong analytical/problem solving capabilities;
• Excellent quantitative skills, with particular emphasis on working with budgets and spreadsheets, and conducting financial analysis
• Two years prior office experience strongly preferred;
• Proficiency in word processing, the use of Excel, and data analysis;
• Excellent writing skills;
• Knowledge of USAID and the international donor community preferred;
• Fluency in an Asian language or Russian preferred
The successful candidate will have excellent writing, analytical, interpersonal, organizational, and cross-cultural skills; demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; and an interest in future overseas posting with PSI.
