Monitoring & Evaluation Senior Associate


OVERALL RESPONSIBILITIES
  1. The Monitoring and Evaluation Senior Associate is responsible for leading the development and implementation of a plan to monitor progress, assess impact, evaluate effectiveness, and disseminate results of all SIAPS activities.
  2. In collaboration with Senior technical staff, the M&E Senior Associate has primary responsibility for identifying M&E needs, designing and maintaining data collection systems and for ensuring that all necessary information, from both routine reporting as well as from ad hoc data collection efforts and special studies, is collected and analyzed. Assistance should be provided by M&E Specialist in using data for internal project planning.
  3. The M&E Senior Associate is responsible for informing USAID, and other appropriate stakeholders about project activities and accomplishments, through the normal reporting process and ad hoc requests for information.
  4. The M&E Senior Associate conducts all appropriate analyses (including the use of complimentary data sets and secondary analysis, where appropriate) and will assist the teams to fully document activities and accomplishments in the form of reports, publications, and presentations.
  5. In collaborations with technical staff, the M&E Senior Associate will design and implement systems for monitoring progress towards targets and performance goals set in the Results Framework and country specific work plans.
  6. The M&E Senior Associate will also serve as coach and mentor to counterpart in the MoH programs and ensure that all systems developed under SIAPS are compatible with, and help build the capacity of ministry’s M&E system.
  7. In addition, s/he will be responsible for building the capacity at central and peripheral levels as well as train and support counterpart staff in implementing their M&E responsibilities so that M&E systems are standardized and sustainable over time.
SPECIFIC RESPONSIBLITIES
Routine M&E
  • Support the development and implementation of appropriate plans to monitor progress, evaluate outcomes, and disseminate achievements.
  • Maintain data collection systems, ensuring that all necessary information from routine reporting are collected and analyzed to be used in guiding internal project planning and informing external partners about project activities and accomplishments.
  • Submit monthly and quarterly reports to SIAPS Headquarters and USAID.
  • With cooperation from MSH technical advisors, design and conduct appropriate analyses, including the review of available secondary research.
  • In close collaboration with implementing managers, document and disseminate activities and accomplishments of different interventions in the form of reports, publications, and oral presentations.
  • Ensure data quality through established routine data quality assessment protocol (DQAs)
  • Oversee the implementation of a system and tools for the verification of data in support of performance-based contracting.
  • Work closely with SIAPS technical staff to use data and reports generated
Capacity building
  • Provide ongoing mentoring of the M&E staff at different level
  • Support M&E capacity building for staff of health departments and MOH.Support the development of internal staff capacity and data collection systems.
Reporting
  • Submit monthly and quarterly reports to SIAPS Headquarters and USAID.
  • Provide written narrative descriptions to accompany reports and assess the program status
QUALIFICATIONS
  1. Degree in public health, demography, statistics, social sciences or related field of study.
  2. Minimum 3 years of experience in research related to monitoring, evaluation and operations, preferably in health programs.
  3. Demonstrated knowledge and familiarity with a range of approaches applied in research and monitoring and evaluation.
  4. Experience in designing, facilitating and teaching trainings and workshops to build capacity among people from diverse backgrounds and in different settings.
  5. Experience in designing strategic plans for information and communication
  6. Strong analytical and quantitative expertise and ability to communicate technical information clearly and effectively to technical and non-technical colleagues.
  7. Preference for experience with USAID funded projects
  8. Solid competence in MS Excel Word, PowerPoint and Access, and at least one data management program (SAS, SPSS).
  9. Excellent communication skills both written and oral. Fluency in Portuguese is a condition required and English is highly desirable. Fluency in Spanish will also be taken into consideration.
  10. Excellent interpersonal skills and demonstrated ability to interact professionally.
  11. Preference is given to Angolan citizens and individuals legally authorized to work in Angola.
  12. Ability to undertake travel throughout the country within the program’s geographical coverage area.
