CARE South Sudan is seeking an experienced Project Manager to manage a health project funded by the World Bank in Twic East and Uror Counties of Jonglei State. The Project Manager is responsible for the successful and effective implementation of the health project, ensuring the smooth running of 29 health facilities in the two counties. S/he will provide leadership, guidance and support to the project and health facilities team in programmatic, financial, human resource and administrative management of the program to improve access and use of high impact Primary Health Care (PHC) Services aimed at reducing the morbidity and mortality rate among IDPs, returnees and host communities in the targeted locations. S/he will be responsible for the coordination of activities with government Ministry of Health authorities at the County and State level, and ensure the program is implemented in line with government health policies and activities implemented in compliance with donor guidelines and procedures as well as CARE's policies as relevant. The Project Manager is supervised by the Area Programme Coordinator at the field level and works closely with Programme Support Units for the support required for a smooth and successful project implementation.
Responsibilities
- Provide leadership, guidance and support to the project team and ensure successful implementation of project activities in a timely manner and to high standards in all aspects
- Ensure project implementation is compliant with donor policies and guidelines especially in relation to contractual responsibilities, budget management, procurement procedures and administrative issues
- Supervise, guide, support and manage project team to enable them to fulfill their roles and responsibilities in an effective and efficient manner
- Ensure strong representation, liaison and coordination of the project activities
Required
- Bachelor’s Degree in public health or nursing; practicing license a plus
- Minimum 5 years of project management experience managing a chain of public health facilities in a complex humanitarian/post conflict context in health sector within INGO or a UN agency
- Experience conducting joint and organizational assessments using participatory approaches in tough post conflict environments
- Knowledge of international guiding principles and best practices in a conflict setting
- Proven experience in project design, proposal development, performance based programming, governance, grant compliance, capacity building and managing strategic partnerships for greater impact and sustainability of results
- Experience mainstreaming cross cutting themes, particularly gender, HIV&AIDS, rights and peace building effectively
- Experience working in South Sudan, at the field level with understanding of the social, political and economic context and knowledge of the culture an advantage
- Equipped with scientific base and skills in Primary Health Care knowledge on other related sectors such a WASH, Nutrition and Food Security
- Ability to work both independently and as part of a team in a high-pressure, relatively insecure environment
- Ability to organize and prioritize work load, demonstrating flexibility, adaptability and cultural sensitivity
- Demonstrated ability in staff development, including designing, organizing and facilitating formal training sessions as well as experience providing on-the-job coaching
- Demonstrated ability to represent and market the organization positively and influence external coordination group discussions in favor of the organization, where possible co-chairing external coordination/working groups
- Ability to develop complex budgets as well as manage the mobilization of financial resources in compliance with donor and CARE guidelines
- Understanding of CARE’s PAMODZI financial system an advantage
- Good command of the English language in both written and oral presentations
- Advanced computer skills (Word, Excel, PowerPoint)
Desired
- Equipped with scientific knowledge base and experience in the management of Primary Health Care facilities
- Past experience in effectively applying sphere, the humanitarian principles and protection approaches within an emergency program setting
- Knowledge of CARE program principles, policies and systems
