Major duties and responsibilities:
•Undertake status update of systems and structures related to mainstreaming nutrition within health services in Bangladesh along with analysis of critical system bottlenecks.
•Facilitate discussions within government and among stake-holders on critical systems issues requiring focused attention and change, particularly in relation to IPHN relationship with two operational directorates in health ministry.
•Identify immediate, medium and longer term capacity gaps within health system – with a particular focus on Institute of Public Health Nutrition (IPHN), national and subnational.
•Develop and support implementation of a plan through which capacity gaps can be addressed.
•Provide direct support to IPHN to develop guidance, communication tools and technical support to sub-national levels of health services – to support delivery, supervision and monitoring of nutrition related services.
•Ensure and facilitate incorporation of appropriate information into planning and decision making processes. (In collaboration with UNICEF funded planning and information hub) .
•Support role of IPHN in relation to development and strengthening of coordination mechanisms with key relevant sectors (especially Ministry of Food and Disaster Management, Ministry of Agriculture, Ministry of Women and Children Affairs, Ministry of Information, Ministry of Education, Ministry of Livestock and Fisheries, Ministry of Local Government and Rural Development and Cooperative, etc.) to ensure a multi-sectoral response to malnutrition.
Qualifications or specialized knowledge/experience/competencies required for the assignment:
Education: Advanced university degree in either nutrition or public health Qualification in management would be a significant added advantage
Work experience: Minimum 8-10 years of experience in working in nutrition in developing countries Demonstrated experience in support to development of systems and capacities at national and sub-national level, particularly with government Solid experience in management
Language requirements: Fluency in English and another UN language.
