Programme Coordinator Rehabilitation and Development Cooperation, Pakistan


The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
For the coordination and overall management of its projects in the northern areas of Pakistan, GRC is currently seeking a Programme Coordinator, deployed in Islamabad, starting as soon as possible. The projects in northern Pakistan are currently implemented in the Khyber Pakthunkwa (KP), Gilgit Baltistan and Punjab (Lahore) Provinces in close cooperation with our Partner, the Pakistan Red Crescent Society (PRCS). Currently, GRC and PRCS are implementing and planning diverse rehabilitation and development projects mainly in the fields of Primary Health Care, Disaster Risk Reduction and Capacity Building.
Duration: 12 months
Location: Based in Islamabad with frequent travels to Northern Regions
Responsibilities and Tasks: • Portfolio Management incl. planning, implementation and supervision of GRC/ PRCS projects in close cooperation with the responsible Project Managers • Supervision of international and local staff in the offices and on the project sites in KP, Gilgit Baltistan and Punjab, including recruitment and training • Liaise with PRCS Branches in KP, Gilgit Baltistan and Punjab as well as with relevant stakeholders, i.e. Red Cross/ Red Crescent Movement, International Organisations and NGOs, local authorities and communities • Acting as nexus between Field Offices / Project Managers and Country Office Islamabad, i.e. Head of Office and National Programme Managers • Supervision of and support to the projects’ M&E (including financial monitoring) • Support Project Managers in Project Management and proposal writing and ensure timely narrative and financial reporting as per donor requirements • Training and guidance on project administration to project staff on site • Regular visits to project sites
Required Skills: • At least 5 years working experience related to Health Projects is essential; experience in DRR, Capacity Building among communities and partners, Livelihood or Climate Change Adaptation (CCA) is an asset • Proven experience and skills in proposal writing, management and reporting of donor-funded projects (e.g. ECHO, DIPECHO, BMZ, AA) • Experiences in personnel management, decision-making and negotiation • Profound knowledge and proven experience in M&E • University degree in a relevant field • Ability to train and guide local staff and community volunteers (e.g. project planning, M&E)
• Readiness to work in remote areas • Ability to work, live and travel in an insecure environment, following our strict security guidelines at all times • Ability to work independently and as a team member • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles • Readiness to go on assignment without partner / no family posting • Oral and written fluency in English, German would be an asset • Proven ability to work effectively in multi cultural environments • Excellent physical and mental health with the ability to complete a thorough medical screening process

Compensation is according to the current version of the collective employment agreement of the GRC.
