Senior Laboratory Specialist in Shanghai, China

FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. We are currently seeking qualified candidates for the position of Senior Laboratory Specialist in Shanghai, China.
Position Description:
 Plans, conducts and reports assessments, audits, and accreditation-ready inspections of clinical laboratories performing services to FHI 360 research and programs. Develop and implement initiatives to build laboratory capacity. Prepare and deliver laboratory trainings and training-related services to FHI 360 research program and to external agencies. Plan, design and implement External Quality Assessment Program for research sites in China. Procurement of supplies, instruments and consumables for studies as needed. Work in Chinese laboratory systems.
Working closely with the Associate Director, Laboratory Sciences, APRO study specific research staff and APRO service delivery staff and others, conduct laboratory assessment and capacity building initiatives to ensure and enhance the quality of laboratory services.  Specially, the key responsibilities are:
  • Responsible for all laboratory activities for China Research Network including budgeting, procurement of laboratory supplies and equipment, and conduct training on malaria microscopy.
  • Work collaboratively with leaders of identified Chinese laboratories.
  • Plan, conduct, and support laboratory assessments, audits, and accreditation-ready inspections for clinical laboratories of the Chinese Research Network (CRN) and prepare reports and recommendations.
  • In close collaboration with laboratory management lead the follow-up of needed corrective and preventive actions following laboratory assessments
  • Provide technical assistance to laboratories and others as needed and requested as part of overall capacity building and continuous improvement schemes.
  • Preparation of training materials and deliver training to research program, CRN laboratory staffs and external agencies.
  • Participate and coordinate the implementation of EQAS program for clinical laboratories for CRN.
  • Develop TB lab testing systems in collaboration with CRN sites.
  • Perform other duties as assigned
Contribution:
  • Conduct assessment and prepare reports and recommendations for clinical laboratories of CRN.  
  • Develop plan for site laboratory capacity development in collaboration with Lab Director at sites and at FHI 360 and working with Laboratory specialists assigned to each site.
  • Implement capacity development plan with sites of Chinese Research Network.
  • Coordinate the implementation of clinical laboratory EQAS program for CRN laboratories including coordination, managing the flow of testing material and reports to ensure the testing and reports are delivered in time and summarize the site performance.
  • Provide technical support on developing the quality system, SOPs and provide training to clinical laboratory staff.  
  • Perform other duties as assigned

  • Proven capacity and direct experience in clinical laboratory functions and  services
  • Proven and excellent clinical laboratory auditing skills
  • Experience in TB laboratory research desired

Type and Nature of Contacts
Frequent interaction with others with in APRO, FHI 360 generally (LSD corporate, APRO regional and China country office staff) and external laboratory staff at all levels. These interactions are to be performed with tact, diplomacy and based on knowledge, facts and experience.
Supervisory and Nature of Contacts
Supervisory responsibilities: Supervise laboratory staff at FHI 360 China country office and provide technical assistance as needed. 
Budget responsibilities: Assist Associate Director in managing and reporting on budgets associated with laboratory services provided as part of the project-specific agreement
Usual office working condition when in the China office base location. Ability to travel with in the Asia Pacific region for up to 10% of the time.
Minimum Requirements:
Master degree in biological or laboratory sciences within a clinical or diagnostic discipline or specialty. At least five years related work experience in laboratory quality assurance, quality control and audits or at least seven years in a senior laboratory
Bilingual Mandarin Chinese/English preferred

Lead Data Management Associate in Shanghai, China

Position Description:
Responsible for the capacity development of clinical research sites in a Chinese Research Network (CRN). Development of a capacity development plan and implementation and development of training. Oversight of day to day operations of case report form (CRF) processing, data entry and filing, and data querying activities for a clinical trial.  Oversees and provides support to Data Entry clerks for a clinical trial. Responsible for providing support to data collection sites. Manages all standard operating procedures (SOPs) and work instructions (WIs) for data management activities.
Key Responsibilities
  • Responsible for the capacity development of clinical research sites in a Chinese Research Network
    • Development of a capacity development plan for sites within Chinese network
    • Implementation of plan
    • Development of training for sites as needed within CRN.

  • Responsible for data management tasks related to a clinical trial.
    • CRF processing of forms upon arrival at the data management center.
    • Monitors Data entry and filing of CRFs at the sites where entry is performed.
    • Assists with data entry and cleaning for sites that cannot perform entry.
    • Data cleaning of CRF data in study database.

  • Manage the assignment of duties and schedules within the data management group.
    • Coordinates project scheduling.
    • Supervises the administrative activity (hiring, reviews, etc.) of the data management group.

  • Support of sites completing CRFs.
    • Provide feedback to sites of CRF completion problems.
    • Monitors data cleaning and trouble shoots problems

  • Finalize and maintain all SOPs and WIs for the data management group.
    • Draft SOPs and WIs are written by the Query Manager, Programmer, and Data Entry Clerks.  The Data Manager finalizes these documents, manages their version control, and supervises their training and implementation.
Expertise and Complexity

Excellent administrative skills and organizational ability.
  • Through knowledge of basic assumptions of clinical trial practices for data acquisition and quality assurance.
  • Through knowledge of clinical data management tools such as Excel, Word, and Access.
  • Verbal and written communication skills.
  • Bilingual Mandarin Chinese/English preferred.
May supervise one or more staff members.
Up to 25% travel may be necessary.

Minimum Requirements:

Education/Experience: 
High School graduate and 7 - 9 years relevant experience; Or, Diploma and 5 - 7 years relevant experience;  Or, BSc/BA with related course work and 3 - 5 years related work experience; Or  MS/MA with related course work and 1-3 years related work experience.
Experience as Data Manager in Clinical Trials in China.
Bilingual Mandarin Chinese/English preferred.

Applications are invited for positions in the Department of Biological Sciences at Xi'an Jiaotong-Liverpool University. The Department specialises in the molecular biosciences and currently has 14 academic staff and over 150 students.

Candidates for the position of Associate Professor should also have a strong track record in teaching and academic supervision, as well as an international research profile in their fields and a successful record of research funding. Candidates with teaching and research interests in bioinformatics and structural biology are particularly encouraged to apply. Experience in developing and managing Masters programmes would also be well regarded. 
The Department of Biological Sciences focuses on molecular bioscience and has recruited faculty from globally distinguished institutions working in this discipline. Although relatively new, the Department is already establishing a solid reputation, as indicated by the growing number of grant awards to its staff (e.g. from the '863' National High Tech Development Programme, the National Natural Science Foundation of China and the Wenli Wang Charity Foundation) and national and international research collaborations (e.g. with Novartis and Unilever plc). It has state-of-the-art instrumentation housed in custom-built labs, and with excellent technical support. Staff also benefit from the fact that Suzhou is a biomedical 'hot-spot' - Cold Spring Harbor Asia (http://www.csh-asia.org/index.html) is located within walking distance and there is a major concentration of biotechnology companies in BioBay (http://en.biobay.com.cn/main/index.asp). S/He is responsible for ensuring effective humanitarian response, disaster risk management, and related capacity-building work, alongside long-term development programmes of OHK. The work will include development of necessary policies, plans and budget, proposals & reports, manage grants, develop and manage partnerships with other Oxfams & local organizations, undertake regular project monitoring and evaluation, contribute to humanitarian advocacy, provide information to OHK internal units on humanitarian and disaster risk management work, and represent OHK in relevant OI and NGO meetings and gatherings.
The successful candidate MUST meet the following requirements:
  • A recognized degree with 5+ years of solid work experience in humanitarian and disaster risk management
  • Practical experience in appraisal, monitoring and evaluation of humanitarian and disaster risk management programmes and projects, advocacy and working with partners
  • Practical experience in strategic planning and budgeting
  • Able to travel extensively and work in remote areas
  • Ability to work in a multi-cultural environment, independently and with a team
  • Excellent written English required in writing reports and project documents and
  • Proficiency in written and oral Cantonese and Mandarin.
Candidates with less work experience will still be considered but may be assigned as Assistant Programme Officer
This position will be based in Hong Kong without any expatriate or relocation package provided.

ABA Rule of Law Initiative Deputy Chief of Party, China


ABA ROLI is a non-profit pro­gram that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups.
Job Summary:
The ABA Rule of Law Initiative is seeking a Deputy Chief of Party (DCOP) for a new rule of law program in China, “Justice Under Rule of Law in Society” (JURIS), which will be implemented in partnership with The Asia Foundation. JURIS is a four-year project starting in October 2012 that aims to enhance access to justice in order to strengthen the rule of law in selected locations in China. JURIS will advance citizens' rights and access to justice through two strategic entry points: administrative law and criminal law, while identifying and tackling other priority legal issues as the project progresses in order to respond to China's dynamic reform environment. The DCOP candidate should be a development professional with rule of law expertise, including but not limited to: building the capacity of institutions in the justice sector; improving access to justice; experience with legal education; policy research and development in the justice sector; governance; public participation; and administrative law. Candidates must possess practical experience in managing and implementing rule of law programs.
Responsibilities:
-Overall field responsibility for implementation, monitoring and evaluation of ABA ROLI JURIS program activities;
-Manages international and local staff;
-Identifies program methodologies and develops long-term and short-term strategies and work plans to improve the rule of law;
-Responsible for financial oversight of program and for donor relations in-country.
Qualifications:
Applicants should have a minimum of 5 years relevant experience managing multi-year, multi-million dollar projects in fields required for the successful implementation of this program, such as rule of law, governance, public participation and capacity building, and institutional strengthening, as well as an understanding of policy and policy development in these sectors. An advanced degree in a relevant field (law, international development, governance) is required. Technical working experience in China is strongly desired.
Essential skills include:
-Experience and/or knowledge of the legal, political, economic, administrative and socio-cultural context of legal and institutional reform in China;
-Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar size and complex USG-funded programs with skills in strategic planning, management, supervision, budgeting;
-Experience with liaising and negotiating with host country governments, USG donors, and contractors as well as budget management, staff oversight, and the provision of legal services and technical advice;
-Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Program and to effectively coordinate with a wide range of regional stakeholders; proven ability to develop and communicate a common vision among diverse public partners and the ability to lead multi-disciplinary teams; excellent written and spoken English;
-Proficiency in Mandarin is strongly desired.
