MAJOR DUTIES:  Under the general supervision from the Assistant Regional Director (or his designee) of the United States Drug Enforcement Administration, the incumbent:  1) provides criminal investigative expertise and performs law enforcement activities as required by the third party countries and/or host country counterparts;  2) establishes and maintains effective diplomatic and operational relations with host country officials, representatives of U.S. Agencies and DEA personnel;  3) arranges for and participates in meetings with regional law enforcement officials to discuss sensitive drug related investigations and enforcement programs;  4) coordinates joint investigations with various host country agencies on issues such as intelligence information, technical equipment or services, personnel visits, and/or training opportunities;  5) establishes and executes plans; conducts, monitors and analyzes operations; and evaluates new technology and methodology;  6) keeps DEA personnel informed of the progress and status of work and makes recommendations regarding issues/problems;  7) obtains drug trafficking intelligence information from counterparts agencies, translates it, and prepares detailed reports and analysis;  8) prepares and reviews correspondence and reports; reviews and manages technical and administrative files, ensures the timely and correct completion and submission of forms and reports required by DEA;  9) provides assistance and guidance to host country law enforcement counterparts, reviews work on joint cases for quality, identifies performance problems and takes remedial actions when necessary;  10) provides expertise and access to all types of host country criminal, civil and business records for investigative background and case development;  11) assists host country authorities in locating and apprehending fugitives wanted by U.S. authorities and coordinates their deportation or extradition proceedings with police, government and judicial agencies;  12) works on a daily basis with host country police officials to improve their sophistication in international narcotics investigations; 
13) establishes and maintains communications with the host country business community and host country civilian aviation sector;  14) monitors Kazakhstan and regional reports and broadcasts for information relevant to the DEA mission; 15) provides aid in DEA administrative matters that must be conducted with host country government agencies and businesses;  16) supervises and coordinates work activities of Investigative Assistant; 17) performs as necessary other administrative duties such as answering telephone calls, receives visitors, and provides information, etc.
MINIMUM QUALIFICATIONS/SELECTION CRITERIA:         
- Education, skills and experience (50%):  University degree in Law or related field. Specialized training in law enforcement, prosecution, or security management preferred.  Minimum five years of experience in law enforcement, criminal prosecution, security, or investigative activities. Familiarity with U.S. Government operations.  Understanding of the political system of host country and knowledge of police methods, techniques and systems, and hierarchy.  Knowledge of law enforcement techniques and ability to provide investigative expertise.    Must have the ability to guide, instruct, and train narcotics investigators from basic to advanced levels.  Must be able to develop sources of information both inside and out of law enforcement community.  Computer proficiency (MS Office: Word, Excel, etc.) Must have a valid driver’s license category “B” and ability to operate all types of motor vehicles (manual transmission, sport utility) under dangerous conditions.  
Teamwork/Interpersonal and Communication Skills (35%):  Excellent interpersonal and communication skills. Must be able to deal effectively with persons within and outside the U.S. Mission and must demonstrate confidence and professionalism.  Diplomacy and tact in dealing with local/regional officials, as well as with U.S. officials.
Language skills (15%):  Fluent (Level IV) English and Russian.  Must be able to translate and draft technical correspondence and interpret during the meetings in both English and Russian.  Good working knowledge (Level III) Kazakh.

MAJOR DUTIES:  Under the immediate supervision of the Building Maintenance Management Supervisor the incumbent:  1) performs a variety of tasks in the annual/monthly/daily maintenance, repair and installation of generators, heating boilers and security barrier hydraulics and electrical works as needed for office facilities and leased properties;  2) direct the work of a trades helper or laborer and provides liaison function with contractors from time to time;  3) drives official car and carries standard tools, equipment, spare parts and materials used in the performance of duties to job site; 
4) indicates on work order, time and materials that have been used for the completion of the assignment and makes suggestions how to maintain equipment;  5) performs emergency repairs after hours when needed;  6) other duties as assigned.
MINIMUM QUALIFICATIONS/SELECTION CRITERIA:
- Education, skills and experience (65%):  Completion of vocational training or apprenticeship recognized as producing journeyman mechanical skills or equivalent experience. College or university studies providing professional trades training in relevant technical field is desirable. Minimum two years experience as a journeyman responsible for installation, maintenance and repair of diesel generators and boilers, and heavy hydraulic equipment, and working with electrical equipment.  Some experience with the U.S. Government or an international organization is highly desired.  Must have full journeyman knowledge of established practices and procedures in installation, maintenance and repair of diesel boilers, diesel generators, heavy hydraulic and electrical equipment; comprehensive knowledge of safety standards for operations and maintenance of such equipment.  Must be able to perform precise operations, to use all tools of the trade and to handle heavy loads in a safe manner.  Ability to drive vehicles and possession of valid Drivers license category B, minimum 3 years of accident-free driving experience. 
- Teamwork/Interpersonal and Communication Skills (25%):  Ability to work under general supervision and to maintain appropriate records, and plan his own work independently.  Ability to exercise tact and diplomacy in carrying out responsibilities; and be customer service oriented.
- Language skills (10%): Rudimentary English (Level I) and good working Knowledge of Russian (Level III) are required so that instructions can be understood.

The U.S. Mission in Almaty is seeking an Eligible Family Member (EFM) for employment in country for the position of CLO Coordinator.
BASIC FUNCTION OF POSITION
The CLO Coordinator’s areas of responsibility include, but are not limited to, the following activities: information and resource management, welcoming and orientation, employment liaison, crisis management assistance, education liaison, community liaison, events planning, and guidance and referral. The incumbent develops and administers a program plan across these areas, which is client-driven and responsive to post-specific needs.  The CLO Coordinator is a community caregiver who often deals with issues that are subjective in nature and relate directly to overall mental and physical well-being of the client(s) or community as a whole.

QUALIFICATIONS REQUIRED

1.  U.S. High school diploma. 
2.  Two years of prior administrative experience demonstrating ability to work in highly demanding environment and to establish and maintain successful communication.
3.  Level 4 (Fluency) Speaking/Reading English.
4.  Strong analytical, managerial, communication, and interpersonal skills.
5.  Sound judgment and thoughtful response in dealing with complex and emotionally-charged issues, and ability to recognize, evaluate, and manage potential conflicts inherent to serving the needs of a diverse community.
6.  Sound practical knowledge of computer software (Windows 2000, MS Office).
SELECTION PROCESS

DEFINITIONS

  1. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM below.
2.AEFM:  A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
      --US citizen;
      --Spouse or dependent who is at least age 18;
      --Listed on the travel orders of a Foreign or Civil Service or uniformed service
      member permanently assigned to or stationed at a US Foreign Service post or
      establishment abroad with a USG agency that is under COM authority;
      --Is resident at the sponsoring employee’s or uniform service member’s post of
      assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
      --Does not receive a USG annuity or pension based on a career in the US Civil,
      Foreign, or uniform services.
  1. Member of Household:  A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
  2. Ordinarily Resident (OR):  A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
  3. Not-Ordinarily Resident (NOR):  Typically NORs are US Citizen EFMs and EFMs of FS, GS, and uniformed service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
