Chief of Party(Project Director III), SEED/EDL

Position Description:
Unemployment and underemployment has been identified by the Government of Iraq as among the most pressing problems facing the nation. The problem has serious implications for establishing lasting peace and security as well as building the foundation for future economic prosperity. In support of this national development priority, USAID/Iraq is considering a program designed to improve livelihoods and create jobs for Iraqis with special emphasis on youth, women and vulnerable populations.
The Chief of Party will be the project’s senior supervisor and will oversee all aspects of program performance, both technical and managerial. The COP will serve as the project’s principal contact person for USAID and will also be the main contact for local stakeholders, including civil society, government, private sector, and donor counterparts. The COP will supervise the recruitment, hiring, and supervision of local staff and consultants. They will also ensure compliance with donor and FHI 360 policies and procedure, including for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. The COP will provide overall supervision of implementing partners and beneficiary communities, ensuring timely progress against schedules, achievement of deliverables, and quality of results.
Job Responsibilities:
Plan, direct, and coordinate activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters. Review project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects. Establish work plans and project teams to meet project goals and ensure compliance with policies. Provide guidance and training to managers and staff to achieve project goals. Set goals and budgets for projects and leads department in achieving strategic goals. Lead coordination of resources for ongoing projects across business units and address/resolve project issues. Participate in the strategic development of methods and techniques with executive management. Establish, serve and maintain partnerships with internal and external stakeholders on project matters. Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team-work. Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies. Oversee financial and technical reporting to USAID. Work with subcontractors to integrate contributions into Program activities Work with the FHI 360 home office to recruit and field short-term technical assistance as needed. Develop and implement monitoring and evaluation procedures for program indicators (Performance Monitoring Plan). Present program results, based on solid M&E procedures, to USAID and other professional colleagues, both regionally and internationally Ensure quality of all project deliverables Troubleshoot to prevent and resolve potential problems and review outputs for quality control Direct all aspects of the start-up and implementation of the program in the field. Provide overall project management and guidance to team members and consultants Supervise the work of field staff to ensure completion of contract deliverables, including scheduled reports. Serve as point person for FHI 360 with the local USAID representatives. Supervise all financial and administrative aspects of the Program, including commodity procurement. Communicate with technical and administrative personnel from the FHI 360 home office.
Minimum Requirements:
Bachelor’s degree or its international equivalent in Social Sciences or other field related to international /human development. 15+ years of project management experience within a relevant area. Articulate, professional and able to communicate in a clear, positive manner with clients and staff. Must be able to read, write and speak fluent English. Arabic familiarity a plus. Demonstrated experience leading USAID programs, preferably in critical priority countries required. Experience working in a non-governmental organization (NGO). Qualification in Humanitarian action, Project Cycle Management and/or Monitoring & Evaluation. Experience operating in insecure environments.
Preferred Qualifications:
Master’s degree or its international equivalent preferred.

Editorial Assistant Opportunities


Stability: International Journal of Security & Development(www.stabilityjournal.org) presents cutting-edge research with minimal delay and in a manner accessible to policymakers and practitioners. The journal features research into those interventions, including stabilisation, development assistance, governance, crime reduction and humanitarian aid, which aim to end conflicts, prevent conflict recurrence and foster peace. Stability welcomes articles from a range of disciplines, including political science, development studies, international relations, sociology, criminology, anthropology, psychology and the law, among others.
The Role of Editorial Assistants
Editorial Assistants support the journal’s operations by helping disseminate our call for papers, facilitating rapid peer-review processes, copy-editing accepted articles, communicating with particular contributors and disseminating content among researchers, policymakers and practitioners. They are not paid or compensated, though they do gain excellent experiencing related to publish and access to the most recent research on issues such as conflict, crime, violence and development or humanitarian assistance delivery in fragile settings -- in addition to professional references as they continue on their career paths.
Editorial Assistants should be willing to commit 10 hours per week to Stability. They will be based from their home locations and will primarily receive training and instructions via e-mail and Skype.
**Qualifications*
The typical Editorial Assistant will be a Master’s or doctoral student or an early-career practitioner who has an interest in Stability’s key themes and who supports its open-access approach to publishing. They should also be fluent in English and have very strong writing and editing skills. Fluency in English is crucial given that this role involves a significant amount of editing academic writing.

Consultancy Assignment with UNICEF Iraq


Duty station:Baghdad
Duration: 45-60 days
Fees: Corresponding to P4 level
UNICEF Baghdad requires the services of a qualified international consultant to take the UNICEF Education Sector Road Map, in lien with Phase II Iraq Public Sector Modernization (I-PSM) coordination structures, and to provide an Inception Report that essentially unpacks the Road Map into a set of forward planning activities, within the new I-PSM coordination and decision making framework. Key activities include;
  1. Setting Phase II Objectives
  2. Outline Phase II Management and Coordination Structures
  3. Identify the Key Stakeholders at National and Sub-National Levels
  4. Identify Year 1, 2 and 3 Output and Outcome Targets
  5. Establish a Results Framework Matrix
  6. Establish Costing for Phase II Support by Activity
  7. Outline Monitoring and Evaluation Measures
  8. Outline Potential Risks and Mitigation Measures
Deliverables:
A Phase II Inception Report will be provided, including all of the activities outlined in the activity section above, of not more than 40 pages. The task needs to be accomplished in 30 days and payment will be released on the basis of deliverable and the contract will be on lump sum basis.
Competencies:
A senior international education and public sector management expert, with at-least 8 (eight) years relevant experience in Iraq is required. Core skills must include primary and secondary education reforms, functional reviews, service delivery model development, public finance management and decentralization.

Senior Advisor in Public Policy (Short Term), Administrative Reform Project

Project/Proposal Summary:
MSI is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the Government of Iraq’s public institutions in order to improve services delivery processes through better governance and resource management approaches. It is scheduled to run through 2015.
The National Policy Management (NPM) component is responsible for building policy design, implementation and analysis capacity in the highest national executive offices and in key ministries and in all provinces. A critical element is the establishment of an inclusive national policy development process that systematically consults with stakeholders representing business, academia, and civil society.
The NPM component works to strengthen and develop the administration and management of the new Office of Policy Development (OPD) of the Prime Minister. This includes training OPD staff in the policy making process as well as providing technical assistance on policy issues to OPD advisors who are working on social, political and economic problems. The project also provides technical training in policy development to advisors of the President, the ministries and provincial councils and works to educate the private sector, NGOs, universities, think tanks and media outlets about their role in the policy development process.
Position Summary:
MSI seeks to build a cadre of Senior Advisors in public policy who will deploy to Baghdad for short term assignments to provide technical expertise to the project and to the Government of Iraq (GoI). Individual advisors will be well versed in a particular policy sub field with considerable experience working in a governing entity designing and implementing public policy. Public policy subfields may include working with legislative bodies, federal government agencies, economic advisors, environmental regulators, or health and agricultural departments. The Senior Advisor will deliver workshops and trainings to Iraqi public policy practitioners in the Office of Policy Development as well as to public policy advisors to the offices of the President, the ministries and provincial councils. He/she or she will liaise with counterparts in GoI and will provide council and assistance in all stages of the public policy development process.
MSI anticipates that individual advisors might make multiple short trips (3+ weeks) over a span of months. The Senior Advisor will report to the Deputy Chief of Party of National Policy Management, her/his supervisor.
This is a short term consultancy based in Baghdad, Iraq.
Responsibilities:
•· Deliver workshops on all aspects of the public policy development process to selected advisors of the President, Prime Minister, ministries, Parliament, and provincial councils; •· Provide technical assistance on drafting policy papers on policy issues developed by the offices of the President, Prime Minister, ministries, and provincial councils; •· Assist in setting up new policy offices in provinces, and in the Parliament; •· Provide capacity building in policy development to the staff of the new policy offices in Parliament, provincial councils, and selected ministries; •· Assist in developing Strategic Plans for new policy offices in provinces, Parliament and in central ministries; •· Develop SOPs for new policy offices in provinces, Parliament and selected ministries; •· Review and update the SOPs and Strategic Plan of the offices of the President and Prime Minister; •· Liaise with the advisor of policy communication and outreach; •· Liaise with the advisor for policy implementation, monitoring and evaluation; •· Liaise with the advisors working on regulatory reform; •· Liaise with the other components of the Tarabot project; •· Provide guidance and assistance on the websites of the Prime Minister’s Office of Policy Development, the President’s Bureau of Public Policy, and the policy units in ministries; •· Deliver written reports, study guides, technical materials, etc on all work conducted while on assignment to the Tarabot project in accordance with project style guides; •· Any other tasks requested by the Deputy Chief of Party of National Policy Management.
Qualifications: •· Must hold a post-graduate degree; a doctoral degree in public policy, public administration, political science, social sciences, government affairs, economics or a law degree is preferred; •· Must have expertise in at least one area of public policy – economic, social, legislative, environmental, health, energy, agricultural, or other; •· Experience as a policy practitioner at the state or federal level is highly preferred; •· Prior experience consulting with policy makers is very helpful; •· Knowledge of Arabic language is helpful.

Human and institutional capacity development specialists

Chemonics seeks short-term experts in human and institutional capacity development, organizational assessment, team building, and performance monitoring systems to provide consulting services for anticipated USAID-funded human and institutional capacity development projects in Afghanistan, Iraq, Pakistan, and Sudan. We seek development professionals equipped with strong training experience to assist in improving the organizational effectiveness of USAID partner organizations, including host-country institutions. Qualifications:
  • Advanced degree in international development, organizational development, or other relevant field
  • Certified Performance Technologist (CPT) or Certified Professional in Learning and Performance (CPLP) preferred
  • Minimum five years of professional experience working on USAID capacity development programs in complex and dynamic work environments
  • Experience interacting with senior government officials in politically sensitive environments
  • Experience working with diverse organizations conducting performance assessments and monitoring based on the Performance Improvement model
  • Experience or familiarity working in USAID Countries of Particular Concern (CPC), including Afghanistan, Iraq, Pakistan, Sudan, or similar environments
  • Demonstrated leadership, versatility, and integrity
  • Fluent English required; relevant foreign language ability strongly preferred
