Program Associate - Freedom of Expression Freedom House

Position Summary
The Program Associate will assist with coordinating activities related to the global freedom of expression campaign and with the administration and logistics of program implementation. Through the campaign, Freedom House is working with local advocates to expand efforts to counter restrictions on freedom of expression around the world. This position is based on Washington, DC and reports to the Senior Program Manager.
Minimum Qualifications
  • Bachelor’s degree in political science, international relations, or related field
  • Minimum six months related experience or combination of education, training and experience
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Knowledge of human rights principles and mechanisms, freedom of expression issues, and understanding of democracy promotion
  • Proficiency with MS Office Suite and ability to conduct internet research
  • Ability to prepare budgets, track expenses and maintain Excel databases
  • Excellent writing, proofreading, documentation and editing skills
  • Ability to apply superb attention to detail and consistently produce timely and error-free work

Some Duties and Responsibilities
  • Schedule and arrange meetings and events, and liaise with internal and external contacts appropriately and under supervision
  • Assist with travel plans including flight and hotel research and booking, travel authorization, visa application, etc.
  • Monitor key events and issues related to freedom of expression in priority countries, maintain background files and social media coverage
  • Assist with financial management, including preparation of draft budgets and requests for funds
  • Maintain program files and databases for easy access and retrieval
  • Assist with the preparation of proposals and draft correspondence and press releases
  • Assist in drafting standard reporting requirements for funders
  • Contribute to the development of promotional materials
  • Conduct pre-departure briefings for Freedom House staff members and consultants as needed
  • Support Freedom House’s ongoing advocacy efforts, including via social media

Monitoring & Evaluation Specialist Freedom House

Position Summary
The Monitoring & Evaluation (M&E) Specialist will assist with program design, the development of monitoring and evaluation plans and tools, data management and analysis, and program reporting. She/he will support programs across the organization, with a focus on supporting the work of a Freedom House-led consortium. This position is based in Washington, DC and reports to the Vice President for Regional Programs. This position is contingent upon funding.
Minimum Qualifications
  • Bachelor’s degree in social sciences, or related field; Master’s degree strongly preferred
  • Minimum 4-6 years of experience in designing, overseeing and implementing impact evaluations or combination of education, training and experience
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Proficiency with SPSS, SAS, or similar; MS Office Suite, and project management software
  • Experience conducting impact evaluations for federal funding agencies such as USAID
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations
  • Proposal development experience with design, monitoring and evaluation, including applied research, indicator development, and qualitative behavior measures

  • Design and operationalize monitoring and evaluation plans for projects undertaken by the consortium and Freedom House program teams
  • Contribute to the consortium’s overall aim to create a toolkit and supportive, data-driven case studies
  • Train and advise staff in the use and implementation of M&E tools and processes, including indicators, data collection, methodologies, measurement tools and analysis, and reporting protocols
  • Oversee responsible and effective data collection activities
  • Develop strategic and safe data storage solutions for program teams
  • Oversee staff conducting in-depth assessments for reporting on program activities
  • Provide analytical, data-driven contributions to toolkit and case studies
  • Ensure adherence to USAID and other funders’ M&E requirements and regulations

Senior Program Officer - Dignity for All

Position Summary The Senior Program Officer will assist in developing and managing all program aspects for sub-regional, regional or thematic portfolios with a focus on LGBT rights to include strategic design, program design, oversight of program activities, monitoring and evaluation, financial management, fundraising, advocacy, outreach, staff supervision, and administration. This position is based in Washington, DC and reports to the Program Director.
Minimum Qualifications

Finance Officer - Cote d'Ivoire Freedom House

Position Summary
The Finance Officer will be responsible for financial, administrative and payroll functions according to the regulations, policies and procedures of donors, the host government and the organization in support of Freedom House’s programs in Cote d’Ivoire. This position is based in Abidjan, Cote d’Ivoire and will report to the Project Director.

Minimum Qualifications

  • Bachelor’s degree in business, finance, economics, accounting, or related field
  • Minimum 6 - 8 years of experience with grants compliance monitoring
  • Prior experience working in a finance or accounting department of an international NGO
  • Strong ability to communicate effectively in English and French, both verbally and in writing
    Knowledge of Cote d’Ivoire accounting and financial laws
  • Knowledge of USAID financial and reporting requirements
  • Knowledge of all accounting principles, GAAP and automated accounting systems
  • Knowledge of OMB Circulars A-110, A-122 and A-133
  • Mastery of MS Office Suite, specifically Excel

Some Duties and Responsibilities

  • Act as liaison with Freedom House DC finance and program staff on finance and grant compliance issues and with Cote d’Ivoire banks regarding local office fund account/s in consultation with Project Director
  • Maintain the integrity and ensure accuracy of all financial data including reviewing and posting entries to General Ledger, Accounts Payable and Accounts Receivable
  • Conduct financial analysis and prepare detailed monthly, quarterly and annual financial reports and statements
  • Facilitate preparation of annual audit required by Ivorian authorities
  • Assist with monitoring cash flow and overseeing organization’s financial status
  • Ensure all accounting records and systems are in compliance with funder requirements as well as requirements of Cote d’Ivoire government
  • Oversee financial and grant compliance component of sub-grant programs including assessment of sub-grant applications, assisting in creation of sub-grant documentation and monitoring of financial reporting
  • Maintain and account for petty-cash, including handling, reconciliation and reporting
  • Ensure compliance with programmatic objectives, financial obligations and reporting requirements according to grant agreements
  • Manage the smooth functioning of the Freedom House Cote d’Ivoire office support systems including negotiations with the landlord, vendors and other service providers in the most cost effective manner
  • Establish and maintain internal controls to ensure compliance with financial policies and procedures
  • Manage the maintenance of financial and payroll information systems

Program Officer - Tunisia Freedom House

The Program Officer will work on transitional justice and rule of law in Tunisia. Reporting directly to the Grants Manager, the successful Intern will have the opportunity to learn and support a non-governmental organization’s Finance Department in its daily operations. This unpaid position offers the opportunity for earning college or university credit.

Desired Qualifications

  • Bachelor’s degree in finance, business administration, or related field or current college or graduate student
  • Strong ability to communicate effectively in English both verbally and in writing
  • Proficiency with MS Office Suite, specifically Word, Excel, PowerPoint and Outlook
  • Must demonstrate attention to detail, specifically when working with numbers
  • Knowledge of basic accounting principles preferred
  • Strong ability to independently research and organize information from various sources

Freedom House Program Manager - Latin America

Position Summary
The Program Manager will develop and manage all program aspects for the Latin America regional portfolio to include strategic design, program design, oversight of program activities, backstopping field offices, monitoring and evaluation, financial management, fundraising, advocacy, outreach, staff supervision, and administration. This position will report to the Director for Latin America programs.

Minimum Qualifications

  • Master’s degree in political science, international relations, or related field
  • Minimum 8 -10 years of directly related experience with 2 years of field experience in a Latin American country preferred
  • Strong ability to communicate effectively in English and Spanish, both verbally and in writing
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion, with proven expertise in one or more specific thematic or regional areas, as needed
  • Proven ability to write effective proposals, reports, procedures, complete required forms, and maintain complete and accurate documentation
  • Proven knowledge of USG funding regulations, and familiarity with US Congressional processes
  • Strong program management skills from design through implementation, evaluation, and close-out
  • Strong knowledge of financial management, and grants-related compliance requirements
  • Excellent judgment in problem solving and decision-making on a consistent basis
  • Strong ability to initiate, foster, interact, and maintain relationships with contacts and stakeholders in a diverse and multicultural environment, with sensitivity and a high degree of courtesy, discretion, tact, and professionalism
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
  • Ability to successfully recruit, develop, supervise and motivate staff, and provide effective leadership

Some Duties and Responsibilities

  • Develop program strategy, and assist with managing overall strategy and regional, or thematic programs
  • Design, manage, and supervise all programmatic aspects of multiple grants including work plan development, identifying consultants and sub-grantees, organizing trainings and other activities, monitoring and evaluation, budget management, reporting, and backstopping field offices
  • Collaborate with country representative (where applicable), and manage all activities to ensure that programmatic objectives are met, and are in compliance with both FH and funder requirements
  • Monitor key developments in assigned region and/or thematic portfolio including elections, status of relevant legislation, and human rights abuses, report and present findings
  • Manage program finances including analysis, budget monitoring and projections in full compliance with Freedom House and funder requirements
  • Negotiate and write contracts, MOUs, letters of agreement, and other contractual documents for partners and vendors, and manage to ensure that the objectives and terms of agreements are met
  • Manage proposal submission process and ensure complete, accurate, and timely proposal submission
  • Contribute to and participate in complex negotiations with bilateral and/or multilateral government agencies, donors or relevant audiences as authorized
  • Develop effective professional relationships with partner organizations, and assist them in increasing their capacity to meet objectives, and more effectively implement their own programs as assigned
  • Develop and maintain relationships with the donor and diplomatic community, congressional staff, partners and grantees, policy community, and other NGOs and think tanks
  • Other related duties as assigned.
