Jhpiego Pricing Administrator


Overview:
Pricing Administrator supports Jhpiego’s Resource Development Operations and works closely with the Resource Development Office, Global Human Resources and Program Technical Staff to prepare compliant, complex cost proposals to ensure successful completion and responsiveness of Jhpiego’s proposals for new business. S/he participates in the development of service center and general funds budgets and budget narratives in support of Jhpiego’s annual budgeting process.
Responsibilities:
•Prepares of compliant cost and pricing volume, establishing and coordinating schedules, developing cost/price model, and writing cost narrative •Works with Proposal Manager to develop price strategy and provides real-time pricing support •Interfaces with subject matter experts to accurately estimate costs •Ensures the timely generation of pricing submissions and compliance with solicitation requirements and established review/approval processes •Analyzes, evaluates, and makes recommendations regarding proposal cost reapplication, proposal requirements and reasonableness to program staff •Prepares Federal financial schedules/forms as required •Assists negotiating team in preparing offers and counter-offers and makes recommendations on the financial impact of terms and conditions trade-offs (e.g., calculates the “loss” by reducing the Service Center or F&A rates) •Maintains a negotiation audit trail of changes/adjustments from initial proposal through final price agreement •Post award, works closely with Program Finance Team to ensure timely set up of accounts in the various financial systems •Assists in responding to sponsor’s request for clarification and further information as it relates to applications and proposals •Ensures compliance with all relevant JHU and/or agency regulations and restrictions •Serves as a “consultant” and “spokesperson” regarding proposal/pricing matters of major significance or importance •Provides guidance to staff in order to comply with Federal contracting, pricing, and procurement laws •Provides guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under OMB (including A-21, A-133, A-110), 22CFR226, 22CFR228, and Federal Acquisition Regulations (FAR) •Utilizes overall knowledge of company pricing structure to complete assignments within extremely tight and strict proposal schedules
Required Qualifications:
•BA in Finance, Accounting, related field or equivalent experience •5+ years experience of financial or cost management, preferably in support of international development program •Knowledge of USAID, CDC and other international donor agencies •Understanding of service center, fringe, and indirect rate application and allocation methodologies •Intermediate knowledge of US government cost principles, GAAP accounting rules, and grant/contract management •Familiar with differences between contracts and cooperative agreements and their relevant terms and conditions •Ability to create proposal budgets for diverse donors/sponsors •Demonstrated ability to effectively manage several major activities simultaneously •Excellent oral and written communication skills •Ability to work independently in an unstructured environment •Proficient in MS Office and university-specific accounting and reporting packages •Familiar with QuickBooks

Jhpiego ICT Director


Overview:
ICT Director will provide organizational leadership and guidance for the strategic integration of Information and Communication Technology within Jhpiego’s health systems strengthening programs, primarily in the areas of provider education, training and performance support.
Responsibilities:
•In coordination with the CIO, define the strategy for and manage the development and implementation of health system strengthening ICT interventions in limited-resource environments •Oversee the design, development and implementation, and collaborate on the monitoring and evaluation, of Jhpiego’s activities that support and complement health system strengthening work via the creative application of ICT •Collaborate with the New Program Development team and provide technical input into and review of proposals, concept notes, expressions of interest and other business development-related materials •Represent the ICT4D interests of Information Services and Technology Support (ISTS) internally and work closely with all members of Jhpiego to ensure ICT4D alignment with the organization’s strategies and planned initiatives •Keep all staff appropriately informed of all ICT initiatives, including attending team meetings, updating staff as needed, and collaborating with program and support staff to integrate ICT into all Jhpiego operations as appropriate •Cultivate Jhpiego’s relationships with external organizations and coordinate across technical, programmatic and business development requirements •Work closely with clients, partners and the Jhpiego Technical Leadership Office (TLO) and Global Programs Office (GPO) to identify opportunities to improve health systems and meet other programmatic challenges through the appropriate application of ICT •Interact effectively with TLO and GPO to tailor technological development to ensure appropriate and relevant design, implementation and evaluation •Represent Jhpiego and its ICT initiatives at public forums including conferences, meetings, and media and award events •Provide assistance and guidance to support Jhpiego’s internal information technology infrastructure
Required Qualifications:
•Passion for the mission of Jhpiego and to broader global issues of public health and international development •MPH or degree in ICT related field •5+ years’ experience in ICT4D •3+ years’ experience managing ICT technical assistance for international health systems strengthening and capacity building programs •Experience managing software development or implementation teams, familiarity with software development methodologies and understanding of hardware and network architecture •Ability to identify and incorporate or adapt best and promising evidence-based practices •Excellent communication and cross-cultural skills for working with international staff, management and Leadership Team members and for establishing and sustaining professional relationships with donors and partner organizations •Superb writing skills and the ability to assemble, distill, and analyze information for decision-making •Ability to present technical information coherently to lay audiences •Sound judgment and the ability to prioritize, multitask and work under pressure independently, without supervision •Availability to travel domestically and internationally

Senior Program Officer


Overview:
The Senior Program Officer (SPO) will mange day-to-day operation of program activities for country programs in South Africa, Swaziland and other select countries/tasks as designated by the Team Leader for East and Southern Africa (ESA). Working closely with the Regional Team Leader and Country Directors, SPO will provide strategic, technical and programmatic oversight for the design, development, and implementation of regional and/or country-level programs in HIV/AIDS, reproductive health, maternal health, and/or malaria. SPO will also ensure strong collaboration between Jhpiego and local governments, donors and sponsors, represent Jhpiego with external donors/sponsors and contribute to business and resource development efforts.
Responsibilities:
•Work collaboratively with other program staff to ensure necessary program planning, development and management activities function smoothly and efficiently •Assist field staff with development of work plans, reporting and monitoring and evaluation •Work collaboratively with field staff to ensure that resources for effective and timely program implementation are available •Participate in and lead, monitoring and evaluation of activities for countries and regions assigned as needed •Work collaboratively with finance staff to prepare and track the progress of project and activity budgets •Oversee technical assistance needed to execute project work plans, which may include external consultants •Ensure timely, accurate and appropriate reporting of program activities and results to the donor, including country operational plans (COPs) under PEPFAR •Ensure compliance with Jhpiego and JHU operational policies and regulations •Identify and promote opportunities for new business and sources of funding in East and Southern Africa •Contribute to proposal management, design, writing, and editing •Participate in the review of technical and programmatic portions of business development proposals •Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites •Contribute to the development of novel knowledge management and sharing tools and processes •Provide leadership and mentoring to Program Coordinators •Mentor field staff to assume responsibilities for developing and managing the program at the field level •Support the RTL in internal reporting and management of the ESA region
Required Qualifications:
•Advanced degree in public health or related field •7+ years experience managing international health programs •Strong programming, management and technical skills, specifically with HIV in developing countries •Knowledge of international and USG donor agencies and private sector foundations •Demonstrated skills in the technical side of program implementation •Experience in the development of strategic and tactical plans in cooperation with others who represent a wide range of interests and needs •Ability to interact with established networks of senior level international health professionals, donors, universities and other partners •Field oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously •Demonstrated collaborative relationship with field-based international donor agencies •Strong change management, results oriented and decision making skills •Excellent presentation skills and verbal and written communications skills •Excellent skills in facilitation, team building and coordination •Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment •Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings •Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform •Ability to lead or contribute significantly to new program development and proposal writing. •Independent programmer, capable of running program without Jhpiego’s field presence •Ability to travel up to 30% of the time to select countries in Africa
Preferred Qualifications: •Fluency in one or more language spoken in the East and Southern Africa region •Worked or lived in Africa

Senior M&E Advisor


Overview:
Support the monitoring and evaluation of Jhpiego projects and the conduct of operations research studies in health service delivery on family planning/reproductive health (FP/RH) (including cervical cancer prevention), maternal, newborn and child health (MNCH), and HIV/AIDS in Africa, Latin America, Asia and the near East. The Senior
Monitoring and Evaluation Advisor provides leadership and technical support on monitoring, research and evaluation, working in collaboration with Jhpiego Monitoring and Evaluation (M&E) advisors in Baltimore headquarters and monitoring and evaluation, technical and program staff worldwide.
Responsibilities:
•Assist Jhpiego staff in the development, implementation, and quality assurance for monitoring and evaluation systems and activities •Provide technical leadership and guidance to Jhpiego leaders and senior staff in planning and implementing appropriate M&E systems, activities and technical assistance •Provide technical assistance to country program offices on development and implementation of monitoring and evaluation systems •Conduct evaluation studies for Jhpiego programs including development and implementation of study protocols, submission of study documents to institutional review boards, guidance and oversight to ongoing study activities, timely data analysis, synthesis and dissemination of findings and dentification and training of appropriate personnel as evaluation team members •Report research and evaluation results and provide guidance to the organization on the programmatic implications and application of the findings •Write and review technical components of materials, publications, journal articles (in collaboration with program staff) and reports, including research and program reports interpreting M&E data for various audiences appropriately, including donors, the scientific community, and the general public (press releases) •Lead, coordinate and mentor M&E advisors and other staff in activities such as pertinent literature review, data analysis, and report writing •Support the implementation of Jhpiego’s IRB policy, including designing and providing training in this area to staff at headquarters and in the field •Monitor ongoing operations research monitoring activities to ensure compliance with Jhpiego’s IRB policy •Keep abreast of emerging operations research in the field and help identify operations research opportunities •For program evaluation and operations research studies submitted for Institutional Review Board (IRB) approval, manage ethical review and application process and serve as principal investigator as appropriate •Provide guidance on translating operations research findings into practice/programming strategies and activities •In collaboration with program and field staff, ensure successful implementation of program M&E strategies and frameworks •Contribute to devolving and building M&E capacity and presence at the field level •Represent Jhpiego at select regional and international conferences, meetings, working groups, seminars and another events that require Jhpiego participation •Provide technical and programmatic inputs to new proposals as needed •Write and review M&E sections of submitted proposals to ensure technical quality and inclusion of appropriate activities, budgets, and staff LOE •Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide •Identify and communicate potential opportunities for new business and new or leveraged funding sources •Maintain knowledge management/knowledge sharing practices for M&E, including timely and relevant knowledge-sharing through available mechanisms. •Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization •Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (e.g., team sites, JPortal, J Library) and external sites and partners (e.g., CDIE, RH Gateway, World Bank’s Development Gateway, etc.) •Contribute to Jhpiego staff orientation and updates in areas of technical expertise
Required Qualifications:
•Masters degree in public health (international health, epidemiology, biostatistics, population) or related social science •8+ years relevant experience or PhD plus 3 years of experience •Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata, MS Access •Experience working and living in a developing country for an extended period of time •Experience in M&E of international family planning, maternal and child health, or HIV/AIDS programs •Experience working with international and U.S. donor agencies and private sector foundations
Preferred Qualifications: •French, Spanish or Portuguese language skills

Jhpiego Development Manager


Overview:
Development Manager will provide direction, planning, and execution of fundraising and individual donor development related activities for Jhpiego. This will include major gift fundraising and serving as a liaison for multidisciplinary development efforts.
Responsibilities:
  • Oversee current individual donor reporting system
  • Develop and implement strategic plans to grow individual donor campaign
  • Plan, develop and execute strategies for attracting private donations
  • Work with the Advisory Council on a regular basis for fundraising purposes such as unrestricted dollars, advocacy work, social events, speaking engagements, etc.
  • Identify, cultivate and solicit major gift prospects
  • Lead the strategic planning for activities that support relationships between the university and its * external constituents, such as trustees, alumni, donors, and friends which support private giving to Jhpiego
  • Manage annual and special campaigns and major giving
  • Coordinate several fund raising activities throughout the year
  • Work with corporations to develop social marketing campaigns to benefit Jhpiego
Required Qualifications:
  • BA with 5 years fundraising experience
  • Familiarity with donor database applications
  • Demonstrated knowledge of planned giving
  • Proven track record of growing individual donor program for non-profit
  • Proven track record of developing social marketing campaign with corporations to benefit non-profit
  • Demonstrated success in activities to coordinate, attract, and close major gift funding support for a large non-profit organization, including face-to-face solicitation of gifts
