The Manager’s responsibilities will include the following:

  • Assume principal responsibility for the day-to-day interface with government and regulatory institutions in South-East Europe, Middle East & Africa as part of the overall EMEA business strategy;

  • Provide regular detailed legal assessments of the commercial implications of proposed national regulation & legislation. Discuss these with the regional Director and devise and implement strategies to protect and advance the company’s interests;
  • In association with HLF Team colleagues, represent the company on the board and in working groups of professional and trade associations covering Direct Selling, food supplements, cosmetics, the American Chamber of Commerce and other business organizations, agreed as part of the business plan. Foster good industry relationships to align industry positions with those of the company. Build industry alliances to further promote the company’s business and to strengthen the effectiveness and advocacy work of targeted national trade associations, helping to create them where necessary;
  • Proactively collaborate with other functional departments to resolve legal, technical, scientific or policy queries surrounding external and distributor issues;
  • Provide regular weekly briefing reports to internal management at EMEA and country level, distilling complex regulatory and legislative issues into clear, concise business messages;
  • Take an active role in assuming projects on an individual and team basis in support of specific departmental and corporate objectives. Provide support for the Regulatory, Government & Industry Affairs Team operating regionally and globally;
  • Ensure effective communication with both internal and external stakeholders;
  • Manage the company’s contract lobbyists or other assets and take shared responsibility and accountability for identified sections of the annual departmental budget.

Essential education, experience and skills required include:

  • Excellent oral and written communication skills. Fluent English and Arabic are essential. A good knowledge of other languages highly advantageous, with a preference for French;
  • Sound analytical, conceptual and strategic thinking skills;
  • Demonstrated ability to consistently deliver against time-sensitive deadlines in the midst of conflicting demands;

Short Term Expert on Parliamentary Oversight of ISFs

UNDP Turkey will support the Ministry of Interior of Turkey for "Improvement of Civilian Oversight of Internal Security" through an EU funded technical assistance project. The overall objective of the project is to structurally embed expanded enjoyment of civil rights by Turkish citizens and democratic control of internal security in the regulatory system and public administration practice of Turkey.

The specific objective of the Project is to contribute to the progress towards the overall objective spelled out above, the project aims at establishment of institutional and regulatory framework conditions for an effective oversight by the MoI of Internal Security Forces at the central and local level. The Project aims at making transition from narrowly conceived, bureaucratically and legalistically managed oversight of policing to a system of security sector governance based on human centered understanding of security and public safety and transparency in partnership with the civil society.

The project is composed of 3 components:
  • Component A - Legislative Framework: This component aims at enabling the Ministry of Interior and the public administrators (governors and sub governors) to exercise civilian oversight over law enforcement bodies.
  • Component B - Capacity Building: This component aims at increasing the capacity at the MoI to realize its mission as regards the administrative management of security forces at the central and local level and establishment of institutional structures needed in order to meet the EU standards for HR protection and for a strengthened civilian oversight.
  • Component C - Civil Society and Media: This component aims at contributing to strengthen independent oversight on law enforcement bodies and increase citizens participation in oversight
The Terms of Reference at hand is for the Chief Technical Advisor, who will support UNDP, in terms of providing consultancy to the realization of overall Project activities .

Duties and Responsibilities

The objective of the assignment would be to produce a report of 40-50 pages (not including annexes) analyzing how to provide parliamentary oversight of the Internal Security Forces:
  • EU norms and recognized best practices in 2 EU countries;
  • The systems, mechanisms and processes used by the Grand National Assembly in Turkey and the obstacle to provide parliamentary oversight (with the support of the local expert); and
  • Making a comparison of Turkey to those selected EU Member States and/or EU norms (with the support of the local expert).

Strategic technical support and programme delivery

Quality assurance of technical support and capacity development
• Initiate, develop, strengthen and monitor substantive and intellectual regional partnerships in population and development, including partnerships for South-South cooperation and for the implementation of the regional programme;
• Advise RO / SRO and COs on the implementation and proper application of UNFPA policies, strategies, guidelines and tools on substantive matters in the region, ensuring consistency and coherence;
• Ensure that state-of-the-art thinking, data and research on population and development are integrated within the work of the RO/SRO and networks;
• Review products of technical support at key stages of national development planning exercises supported by UN/UNFPA, including advice to the Director on draft CPDs;
• Analyze technical, programmatic and substantive reports from the field and recommend follow-up actions;
• Support the development of national and regional institutional capacities for delivering high-quality technical support in areas related to UNFPA’s mandate;

• Lead the analysis and synthesis of substantive trends and research findings in the region in order to produce new, cutting edge technical knowledge;
• Prepare white papers, briefing and materials for evidence-based policy dialogues at regional level, provide similar support at the request of country offices;
• Disseminate and promote the use of state-of-the-art technical knowledge, evidence, lessons learned, and success stories to improve the effectiveness of UNFPA programmes and operations;
Policy Dialogue and Technical Representation
• Contribute to advocacy efforts to advance the agenda of the International Conference on Population and Development(ICPD) and the attainment of Millennium Development Goals (MDGs) and other development targets and indicators at the regional level.
• Participate in policy dialogues, and advocate for substantive issues in international, inter-governmental, U.N., and other policy and technical meetings and fora at the regional level;
• Collaborate on substantive issues with other UN agencies, academia, research and training institutions, think tanks, centers of excellence, professional societies in the region, and act as focal point for inter-agency working groups in the substantive area:

JOB REQUIREMENTS:
• Advanced university degree (preferably Ph. D.) in demography, population studies, sociology, economics or other fields directly related to the substantive areas identified in the title of the post.
• 10 years of relevant increasingly responsible experience in the substantive areas identified in the title of the post, including relevant experience at the international level.
• Experience in the collection and analysis of survey and administrative data is essential.
• Understanding of population related policies, including the human rights dimensions of Population and Development is essential.
• Demonstrated ability to network within the academic and development community.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility for rapid response to emergencies. International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND The influx of refugees into southern Turkey due to conflict in Syria has increased drastically since mid-2012. At present, there are over 107,000 refugees registered and residing in a series of 14 camps operated by the Government of Turkey and the Turkish Red Crescent. In addition, the National Disaster Management Presidency reports that over 70,000 Syrians are residing in communities around the camps throughout Hatay, Gaziantep, Kilis, and Sanliurfa Provinces.
The majority of refugees arriving from Syria are in poor physical condition after traveling long distances with limited access to food or water. Access to basic health care and social services has grown increasingly limited over the past year in conflict zones inside Syria, and are unavailable during displacement as Syrians travel to Turkish border areas. Many refugees have experienced traumatic events, including witnessing or subjection to acts of violence and loss of family members. The health needs of the refugee population require specialized programmatic focus, which will be the primary responsibility of the Emergency Medical Officer - Refugees.
ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Assessment • Provide water, sanitation and hygiene sectoral leadership and expertise in relevant needs assessments and analysis. • Conduct updated assessment of current situation in collaboration with health workers and affected population; determine priorities and immediate activities and resources. • Represent International Medical Corps to stakeholders and Governmental and non-Governmental agencies • Assess in-country resources and capacities (human, material and financial) for response with relevant staff and agencies.
  1. Programme Design • Define aims and objectives of the overall WASH response programme. • Design an appropriate overall response to the current emergency, taking into account the needs of the community; the current levels of capacity and cooperation within the Health structures; and eventual expanding of current programs. • Select and design water systems including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems. • Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking full account of local conditions, resources, customs and cultural norms. • Select and design, in collaboration with other actors a suitable hygiene promotion strategy • Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance and sustainability are factored into the programme design. • Ensure Sphere standards both qualitative and quantitative are considered and any departures documented. • Develop letters of intent, concept papers, budgets and proposals in respect of the above.
  2. Response Management and Implementation • Plan and manage WASH programme in a phased and prioritised manner with full consultation and co-ordination with International Medical Corps’ staff and other agencies both governmental and non-governmental. • Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision- making around WASH issues. • Organize with the logistics and finance departments materials and support needed for all activities. • Build a team that has the capacity to respond to the emergency, and assist in hiring as needed. • Contribute to ensuring that the response is fully funded by external donors, and manage (HR, financial, implementation) all aspects of emergency WASH interventions. • Design and develop appropriate supervisory, monitoring and evaluation systems for WASH interventions.
  3. Information and Co-ordination • Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing. • Represent International Medical Corps to governmental and non-governmental groups as needed and agreed with the supervisor • Represent International Medical Corps in WASH and relevant emergency related Cluster activities.
QUALIFICATIONS • Bachelor’s degree or higher diploma in water engineering, civil engineering, water resources management or related field. • 5+ years of relevant work experience (minimum of 3 years in humanitarian situations; camp settings a plus) • Experience in emergency response, including rapid assessments and needs analysis • Experience in hygiene promotion in humanitarian contexts • Demonstrated analytical, project conceptual and planning skills projects, clear and realistic activity timetable development, agreement, and overseeing implementation. • Good organizational and project management skills with the ability to anticipate project needs, changes and priorities. • Able to prepare plans and reports, planning, negotiation and leadership skills. • Ability to work in extreme weather conditions • Profound cross-cultural awareness and sound knowledge of public health issues • Ability to exercise sound judgment and make decisions independently • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Ability to relate to and motivate local staff effectively • Creativity and the ability to work with limited resources • Sense of humor • Fluency in English (both oral and written skills)

Program Planning & Implementation; • Lead the delivery or curative care at the clinics and inpatient services with a team of national health staff and operational support staff • Work closely with the Team Leader and Medical Coordinator to undertake ongoing assessments of population needs and adapt the program interventions accordingly • Train national staff on the job for compliance with disease treatment protocols, guidelines and national policies as relevant to the context • Monitor and analyze data to flag possible outbreaks during the emergency phase • Work with the Primary Healthcare teams including WASH/EPI to identify possible outbreak risks and plan risk mitigation • Work with Medical Director/Coordinator to develop response to outbreaks of communicable diseases during the emergency phase • Contribute to design and writing of proposals and reports • Coordinate with all relevant actors and actively participate in relevant working groups or sub-health cluster (where active) • Work with partners and community members to develop appropriate prevention, surveillance and response activities.

Training/Capacity Building • Organize and lead trainings for delivery of curative care for both PHC and inpatient care • Organize and co-facilitate trainings for medical practitioners on data collection/analysis and planning an outbreak response • Support the Community Health team to identify and train community-based volunteers for prevention activities
QUALIFICATIONS • Certified clinical practitioner (e.g. Medical Doctor or Nurse Practitioner) with advanced degree in Public Health or other relevant field of study preferred • At least three years of field experience in developing country context, including experience in emergency response; • Experience in emergencies and conflict areas strongly preferred • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs • Ability to exercise sound judgment and make decisions independently • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Team player and strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

The person’s primary sectors of focus will be power (generation, distribution, transmission), transport (roads, airports, ports) and utilities (water, gas distribution, waste). The person in this position will have a primary reporting line to the Infrastructure and Natural Resources New Business Manager based in Istanbul

Duties and Accountabilities:
The primary responsibility of the Investment Officer will be to source, identify and execute viable investment transactions across the EMENA region, which maximize development impact as well as profitability. He/she will also actively manage a small number of assigned portfolio projects. The person will work in concert with colleagues in the region and in Washington DC. This work will include, but will not be limited to:
