LOGISTICS COORDINATOR , SYRIA

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
ACF-Spain (ACF-E) is looking for a Logistics Coordinator for interventions in Syria.

OBJECTIVE

The Logistics Coordinator is responsible for the development, coordination and monitoring of all logistic components of the mission. His/her objective is to establish a strategy with the Country Director, the other members of the coordination team and the Heads of Base to guarantee the support and supply to mission projects.

RESPONSABILITIES

• Representation and Logistic Coordination o Have a global vision of the mission’s logistics operations o Support and supervision of the mission’s operational bases o Communication Management o Equipment Management: o Fleet Management Support o Cost and expenditure analysis o Preparation and anticipation of the mission’s crisis risks o Creation of Logistical Reports • Security Management o Management and application of the mission’s security rules • Management of the Logistics HR

PROFILE

• Ability to plan, organise and resolve. • Good communication skills • Experience in logistical coordination • Minimum 2 years experience in field logistics or logistical coordination in a Human Aid organisation • Intercultural awareness • Experience in the coordination of personnel, monitoring and Program evaluation • Spanish and English essential, French desirable

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:
• Work contract: 6 month forecast duration • Salary: from 1500€ to 2300€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal • Until 10% additional remuneration regarding the position’s context and responsibilities. • House and maintenance cover by the organization (including per diem): package estimated at a minimum of 50% of salary • Travel costs to and from the mission. • 25 working days of holidays per year. • Break: additional rest period, including travel cost to a reference area and economic help. • Travel and accident insurance and repatriation on account of the organization. • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain)

Financial Controller - Syria


General Description of the Role:
The main purpose of this position is to oversee all financial operations for GOAL Syria. GOAL's ultimate aim is to build the capacity of national staff, minimizing expatriate input where possible and promoting self-reliance in the communities in which it operates.
Key Duties:
1.Ensure timely submission of monthly reports to GOAL Dublin comprising the Sage data set, Donor Status Reports, supporting schedules and other reports as required. 2.Overall responsibility for management of cash flow. 3.Review and submit monthly funds requests to GOAL Dublin, ensuring that donor funds are tracked and that cash balances held in country are kept to a minimum. 4.Prepare year end financial statements, arrange and ensure timely completion of year-end audit. Liaise with auditors with respect to donor and GOAL Dublin audit requirements and facilitate audit work. 5.Full knowledge of GOAL’s internal control procedures through understanding of GOAL’s Field Finance Manual v2012. Monitor control internal controls procedures, ensuring they are fully implemented and effective. 6.Understand the GOAL Logistics procedures and processes through familiarisation of the GOAL Logistics Manual particularly in relation to procurement rules. 7.In coordination with the Logistics Coordinator, ensure that there are regular reviews of the procurement paperwork and stock control, particularly in relation to Field Offices, ensuring that it is in accordance with the GOAL procurement manual. 8.Support the Programme Coordinator and programme staff in the management of any Cash Transfer programme, in particular supporting the Programme Coordinator to ensure that distribution records comply with GOAL and Donor requirements. 9.Maintain and improve appropriate systems of internal control, both in Head Office and Field Office sites, and make use of IT where possible to improve financial systems. Give adequate support and training to all staff, local and international, on controls and systems in place to mitigate current and potential risks (operational, logistical, financial and compliance related) 10.Ensure that field staff (local and expatriate) including Project Managers and Programme Coordinators are trained in monthly financial reporting and ongoing financial procedures for field site operations.
Donor Reporting and Budgeting 1.Be familiar with and ensure that donor guidelines are followed at all times. 2.Ensure timely submission of donor reports, government reports and other reports to GOAL Dublin and/or the relevant authorities. 3.Ad hoc preparation of budgets for proposals to be sent to donors, in accordance with donor guidelines and deadlines, in liaison with GOAL Dublin’s Operations Accountant and Assistant Operations Manager 4.Set up and assume overall responsibility for comprehensive Donor/Project files, ensuring that all paperwork (including but not restricted to proposals, budgets, contracts, financial and operational correspondence, financial and operational reports) is present and correct. 5.Preparation and finalisation of annual budget and rolling budgets, in collaboration with the senior management team and department heads, for submission to GOAL Dublin. 6.Ensure all staff have up-to-date training on budget management and forecasting, and the Donor Status Report. 7.Monitor and control current expenditure to ensure that it stays within available funding and agreed budgets. Highlight, as appropriate, under / over spends and agree actions required.
8.For proper budget monitoring ensure that budgets are allocated accordingly to Head Office and to Project Managers in the relevant regions, with separate identifiable coding.
Other 1.Anticipate future financial staffing needs based on changes in the overall level of GOAL Syria activities in consultation with GOAL Syria’s Country Director. 2.Responsible for recruitment and training of finance staff, including in-house training as required/requested in order to build capacity. 3.Maintain job descriptions for all Finance staff and carry out bi-annual staff appraisals.
4.Ensure adequate support is given to field finance and admin staff as well as budget holders. 5.Oversee physical control of assets. 6.Produce relevant, useful and timely information to the Country Director with respect to the current financial position and financial consequences of any proposed decisions or activities. 7.To work at all times in a manner that promotes teamwork with in GOAL and assists in the achievement of GOAL’s programme aims. 8.Assist department heads in building the capacity of all of GOAL’s national staff. 9.Assist the Country Director wherever possible with donor liaison. 10.Undertake regular visits to programme sites. 11.Undertake any other duties that may be requested by the Country Director.
Requirements: •Qualified accountant with at least 3 years post graduation experience in country of origin, prior overseas experience in a similar role is desirable. •Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. •Demonstrated management skills to deal with a team and a myriad of tasks. •Ability to work in Arabic an advantage. •Ability to accept the potential of insecurity and willingness to adhere to security guidelines. •Outgoing personality with excellent communication and training skills. •Good team player, flexible and capable of working with an international country team. •Ability and willingness to travel to programme locations and live in sometimes-basic conditions. •Previous experience of Sage. •Proficient in Excel (intermediary to advanced) and Microsoft packages.

Relief Program Coordinator


People in Need seeks for Relief Program Coordinator for its Syrian program
People in Need’s programs for war-affected Syrian population focus mainly on emergency healthcare, food aid and preparedness for the up-coming winter. Activities are coordinated from neighbouring countries and performed in cooperation with local partners in Syria.
Relief Program Coordinator
Starting date: continuously starting December 2012/ January 2013
Duration : 3–6 months with possibility of prolongation
