University of Essex Santander Masters Scholarship for Computer Sciences 2013


Duration: 1 year full-time
Overview
Ten scholarships of £5,000 each, funded by Santander Group, are available for taught Masters study at Essex for 2013-14. The scholarships will be awarded on the basis of academic merit, to students who would not otherwise be able to take up a place at Essex. Applicants must reside in one of the following "Santander Universidades" countries:
Argentina, Brazil, Chile, China, Colombia, Germany, Mexico, Peru, Portugal, Puerto Rico, Russia, Singapore, Spain, United Kingdom, United States, Uruguay, Venezuela.

Applicants must hold an offer of admission to a one year full time Masters programme in any subject by the closing date of 31 May 2013; the offer can be unconditional or conditional. Application forms and further details are available on our website.  Applications will only be submitted to the selection panel if the applicant meets the eligibility criteria and holds an offer of study for a taught postgraduate place by the closing date of 31 May 2013. We will use the information you provided on your original course application and your scholarship application to select the successful scholars. The final selection is made by a panel of academic and administrative staff of the University of Essex. Successful candidates will be notified by 1 August 2013.

to join our multi-country team in the implementation of a regional EU funded project in the area of civil society development, network building, policy dialogue and awareness raising, disaster risk reduction and climate change adaptation. The project will be realized in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
objectives:
• support project manager of an EU funded regional project in project implementation, with strong focus on monitoring, reporting/documentation and finance administration
• management of set up of external communication structure (e.g. website, facebook, twitter, youtube)
tasks:
• finance administration of regional EU project
• coherent and comprehensive project documentation
• responsible for well-functioning of external communication via online media

Regional Mobility Assistant- Moscow, Russia

Background / General description:
IFC’s work force has grown by over 50 percent in the last 5 years. Today, 54 percent of our staff is in the field, up from 43 percent in FY 04. Following this strategy has enabled IFC to grow its business significantly. However, the rapid growth in the field has resulted in some challenges, including a clear need to further enhance the mobility policy, tools and support provided to staff relocating to different duty stations.

IFC is piloting a scheme to have Mobility Assistants in the various country offices, as part of an effort to strengthen the mobility support it provides to staff relocating to a different duty station.

Duties and Accountabilities:
The Mobility Assistant will assist newly recruited/current staff and their families to relocate into a new duty station, through the duration of the assignment and as they leave that duty station. The role will be for a limited duration of 1 year. The Mobility Assistants will report to Mobility and Recruitment Officer who oversees Mobility in the EMENA region from Istanbul.

• Be IFC's primary contact for relocating staff and their respective families in all aspects of their relocation.

• Manage the local vendor that provide relocation services, which include ensuring that staff and their families are in contact with a housing/school agent (as needed) and all contractual arrangements are in place.

• Survey the staff s experience post-settling-in.

• Connect staff with the right local resources in support of the move.

• Work closely with the regional HR team and DC mobility team to ensure a smooth relocation process for the staff member.

• Maintain regular contact with the other Mobility Assistants to share best practices, seek ways to improve the process and make recommendations to the right stakeholders (HR team, local admin team, DC mobility support team, Mobility and Recruitment Officer).

• Develop the necessary tools and procedures related to relocations, settling-in, living and moving out of the duty station

• Develop a strong understanding of the local real estate market and neighborhoods to better advise staff with housing.

• Establish and maintain relationships with pre-schools, childcare facilities and schools to advise staff on educational options available to employees and family members at post, and provide regular reports on staff satisfaction with schools.

• Provide information on international standard health care facilities, hospitals, pharmacies, as well as preventative care (primary care physicians, pediatricians, OBGYN, dentists, eye doctors, etc).

• Act as spouse/partner liaison for employment opportunities, spouse visas, language lessons and volunteerism.

• Assist departing staff as necessary and assess their overall Extended Assignment experience.

• Work with other international organizations to host social events, learning series and expatriate associations.

• Work closely with the diplomatic protocol Assistant.

• Develop a Welcome Guide and Welcome Package for the Duty Station that staff may reference prior to arrival that contains the information listed above and any relevant information around settling-in.

• Maintain a spouse e-mail distribution list and develop and supervise the spouse network events.

• Network and coordinate the relocation of IFC staff in all offices in CEU with local Relocation Focal Points.

Selection Criteria:
• The ideal candidate will have a Diploma with at least 5 years work experience in relevant position such as relocation assistant/consultant, administration assistance, Human Resources in a multi-national or international organization;

• Proven track record in coordinating client or relocation services and a good understanding of client management.

• Excellent organizational, administrative, and time management skills with proven ability to work promptly and efficiently under pressure and meet deadlines;

• Excellent skills and use of relevant computer software and IFC standard software applications (Word, Excel, PowerPoint, Lotus Notes);

• Excellent team player with outstanding interpersonal skills and the ability to work with people at all levels (inside and outside IFC) with demonstrated team spirit and responsiveness;

• Excellent attention to detail, including proof reading documents for accuracy and entering information accurately;

• Good judgment and tact when handling sensitive and confidential issues;

• Ability to work and think independently, analyze problems and identify appropriate solutions.

• Ability to work effectively in a team-oriented, multi-cultural environment;

• Energetic and proactive.

The IFC’s Armenia Investment Climate Reform Project (Project), started in 2011, aims at improving the investment climate in Armenia, with a particular focus on SMEs, through the reduction of the administrative burden and regulatory barriers in 4 areas: (i) Business Inspections, (ii) Food Safety, (iii) Trade Logistics and (iv) Tax simplification. It includes several components: survey, policy work, consulting and outreach. The Project introduces best international practices in business regulations and works with the Government of Armenia and other stakeholders to adapt such best practices to local reality. The Project’s approach is to combine local knowledge of its national staff with global expertise of its international and regional ones to deliver high quality services to the government.

Major direction of the Project is assisting the Government of Armenia in implementation of business regulatory and simplification reforms. The reforms are coordinated by the Ministry of Economy (IC Reform Unit- hereinafter ICRU) with technical assistance from the IFC.

Duties and Accountabilities:
Business Regulatory Reform Specialist will be part of the ECA IC team. S/he will contribute to Business regulatory analysis and policy recommendations in Armenia.

In support of the ongoing IFC Armenia Investment Climate Reform Project, the Business Regulatory Reform Specialist will perform the following tasks and duties:

• Update and refine the project’s legal analysis of the regulatory process in Armenia, describing the existing or potential constraints for the private sector that result from either the legal basis for a procedure or its application at the local level. Identify the legal or administrative source of constraints;

• Develop concrete recommendations to improve the enabling environment for SMEs in Armenia; present findings/recommendations on policy issues, procedures, and questions from the Project Manager or outside counterparts; prepare background papers, written records of proceedings, memoranda summarizing documents, legislation and other legal source material, or equivalent;

• Under the supervision from the Project Manager, work with government officials to enact and implement business environment regulations changes recommended by the project;

• Keep abreast of activities conducted by donor agencies working on SME issues and facilitate collaboration with them;

• Conduct and maintain full stakeholder analysis and mapping of key public and private sector stakeholders involved in the design and implementation of the sector-specific policy and regulatory recommendations of the IFC Armenia IC Reform project;

• Proactively cultivate industry/ association links on a continuous basis to check back on implementation of reforms and/or new constraints.

• Proactively engage with the GoA (Ministry of Economy and relevant government agencies) on the development of an IC Regulatory Reform Action Plan and on the strengthening, as well as establishment as needed, of permanent public-private working groups to identify and address sector-specific investment climate regulatory and policy constraints.

• Engage in legislative drafting in areas of Tax, Trade and Inspections;

• Assist the Project Manager with firm procurement (drafting TORs, getting contracts through procurement system, overseeing consultants, etc.).

• Spend 10- 20% of the staff time as cross support to other projects in the region;

• Perform any other tasks, as necessary, of the IFC Armenia Investment Climate Reform project.

Selection Criteria:
1. Advanced degree in business, economics, law, public administration or related field.

2. 5+ years of proven practical experience in working with complex projects, delivering technical advisory services to governments and/or private sector, some comparative international experience would be an advantage.

3. Experience in field of regulatory governance.

4. Strong legal analytical skills and knowledge of Armenian legal and institutional system.

5. Excellent interpersonal skills; ability to relate easily and openly with high-level government officials, private sector and academic stakeholders in the field of regulatory reform.

6. Fluent in Armenian and Russian– written and oral - for an audience that includes public officials and a wider public audience; and a very good command of English language (writing/reading/speaking).

7. Computer literate.

- Ensure compliance with the Charter/bylaws of the affiliate; FINCA and affiliate policies, procedures, plans and agreements; decisions of affiliate governing bodies as well as headquarter and regional office; maintain good coordination with regional office, headquarters, and governing bodies,
- Mobilize funding resources in form of debt and/or grant capital,
- Promote FINCA International in the country,
- Contribute to the development of the FINCA network.
Ideal profile:
- Master’s degree (or equivalent) in related discipline required,
- Experience in commercial/retail banking: 8 years minimum, experience in credit: 4 years minimum,
- International experience in developing countries: 3 years minimum,
- Experience working in microfinance an asset, experience in setting up microfinance programs preferred, branch management exposure preferred,
- Risk Management experience required,
- Proven people management skills (with minimum of 5 direct reports),
- Exposure, and established interest, in working for poverty alleviation,
- Strategic planning exposure a must,
- Experience in cash flow projections,
- Excellent entrepreneurial, leadership, communication skills,
- Self-confidence, decisiveness and common sense,
- High degree of computer literacy a must,
- Fluency in English and Russian required.
