Médical Coordinator , LEBANON


The Medical Coordinator is responsible of the success of the mission’s medical strategy and the quality of current and future medical programs at the definition, implementation and evaluation phases. He/She provides support to program managers (Head of base and Technical managers).
Strategy: Working alongside the Head of Mission and cooperating closely with the Headquarters’ Medical Department, he/she contributes to the development of new medical initiatives for the mission. He/She carries out epidemiological monitoring for the country and analyses strengths and weaknesses from the point of view of public health.
Programs: He/She ensures that medical program(s) are in line with PU-AMI’s health policy and monitors them for quality and efficiency.
Representation: He/She represents the organisation to partners, authorities and local stakeholders involved in implementing medical programs.
Human Resources / Training: He/She supervises the medical team (PU-AMI employees), provides support to program managers for recruiting technical staff and supervises technical training activities on the basis of identified needs.
Logistics and Administration: He/She ensures the activities for which he/she is responsible comply with logistics and administrative procedures.
Safety: He/She contributes to compliance with safety rules within the mission and communicates any safety-related information to the Head of Mission. He/She ensures healthcare is provided for expatriate staff involved in the mission.

Grant Manager - Lebanon


DRC is an International non-governmental organisation, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world. In Lebanon specifically, DRC started operations in 2004 with a focus on protection of Palestinian refugees that was then extended to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years with the objective to build the capacity of local NGOs.
BACKGROUND
Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as the main implementing partner of UNHCR, WFP, ECHO and DANIDA, implying a rapid expansion of its programme and structure.
To cope with the increasing refugee caseload (300,000 refugees expected by mid-2013) and its multi-sector intervention, DRC is constantly expanding its capacity. In particular, DRC needs to reinforce its reporting and proposal writing capacity.
Therefore, DRC Lebanon is looking for a Grant Manager whose responsibilities are outlined below:
DUTIES AND RESPONSIBILITIES
The GM has the overall responsibility for the management of grants composing the DRC programme in Lebanon.
A. INTERNAL RELATIONS
The GM supervises a team of reporting officers located in the different areas of operations and works in close coordination with data base team, the field managers and sector coordinators.
B. EXTERNAL RELATIONS
The GM has frequent contacts with representatives of donors involved in information management (specifically UNHCR, BPRM, ECHO).
C. INFORMATION MANAGEMENT AND COMMUNICATION
• Develop tools/formats for collecting the information required for the internal and external reports,
• Coordinate with the data management team ; analyse information collected and draft reports in cooperation with the field managers and/or sector coordinators,
• Participate to the drafting / editing of the assessment / survey / monitoring reports,
• Develop the Lebanon weekly and monthly internal reporting system, including national achievements and challenges,
• Provide the material of the DRC Lebanon communication and visibility tools, including monthly fact-sheet, annual report, flyers…
• Provide updated inputs for the DRC MENA communication tools (like the regional 2-pager…),
• Liaise with the DRC HQ PI Department and provide it with communication material (stories, pictures, internal reports…),
• Oversee Lebanon-related articles submitted by medias at national, regional or HQ level and coordinate their editing with the Copenhagen-based journalists and the country director
D. GRANT MANAGEMENT
• Prepare and update the DRC Lebanon Reporting Plan,
• Guarantee DRC compliance with donors’ reporting guidelines,
• Manage all external reporting requirements of the organization on weekly, monthly, quarterly or semester basis,
• Ensure high-quality, well-written and timely reports meeting donor requirements, with support from the program advisors, area managers/ project managers and database personnel,
• Ensure that draft reports are disseminated for review and feedback by senior management team, relevant technical advisers, and HQ staff prior to submitting the report to donor,
• Ensure quality information management from the source with data controlling by the field reporting officers,
• Act as focal point for the DRC Grant Management System (GMS),
• Write/coordinate/edit concept notes and proposals, as needed
E. ACCOUNTABILITY
• Ensure that the Grant Management is compliant with DRC accountability principles.
Any other duties as agreed with the DRC Head of Emergency Programme / Country Director.
QUALIFICATIONS
• Bachelor’s degree in international relations or other relevant field, masters preferred,
• 3 to 5 years of INGO field experience in a similar position: grants management, proposal development (program narratives and budgets) and donor reporting,
• Knowledge of UN (UNHCR/ UNICEF/WFP), US (USAID/BPRM), and ECHO donor regulations, procedures and requirements,
• Proven ability to develop winning proposals to public and private-sector donors,
• Excellent written and spoken English essential,
• Excellent organizational skills, ability to determine priorities and attention to detail a must,
• Ability to work in a multicultural context as a flexible and respectful team player,
• Willingness to travel to the field as and when needed,
• High-level of knowledge and practice with Word, Excel, Outlook, etc. required,
• Work in a multi-sectoral / multicultural team- patience, cultural sensitivity and application of contextual understanding in daily work,
• Ability to work with tight deadlines for proposal development/ information needs.

Lebanon Head of Base Saïda


Première Urgence – Aide Médicale Internationale is a French Non-Governmental Organization, non-profit, apolitical and non-religious. Its entire staff is mobilized daily to cover the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PU-AMI is based in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI results of the merger of two NGO, Première Urgence and Aide Médicale Internationale, thus combining experienced teams, with strong complementary technical expertise in the humanitarian field. Their common goal is to provide a comprehensive response to population’s in emergency situations and support their return to independence following a crisis.
As part of our activities in Lebanon, we are looking for an Head of Base
The Head of Base is responsible for the proper functioning of the project site, and proper implementation of programs developed on that site.
Tasks and responsabilities: - Safety: He/She is responsible for the safety of the site. - Programs: He/She coordinates the teams, and ensures proper implementation of programs on the site, under the supervision of his/her immediate supervisor. - Human Resources: He/She supervises all of the teams at the site, as well as national and international staff. - Logistical, administrative and financial support: He/She oversees the logistical, administrative and financial components at the site for the purpose of program implementation, and ensures compliance with the relevant procedures, with substantive support from the Logistics Coordinator (LOGC), and the Administrative and Financial Coordinator (AFC) of the mission. - Representation: He/She represents the association before the partners, authorities, and various local actors operating in the area where his/her base is located. - Coordination: He/She centralizes and disseminates information from/to the site, and consolidates the internal and external reporting activities implemented in his/her field of operations before submitting them to the immediate supervisor. - Assessment/ Strategy: He/She participates in strategy development and proposes new interventions in function of needs identified in his/her field of operations.

Relief International Program Manager - Lebanon


The Program Manager is responsible for overall program management, supervision, administration and implementation of an emergency response project in response to the Syrian crisis to be implemented from Lebanon.
ESSENTIAL RESPONSIBILITIES AND DUTIES: • Serve as the primary point of contact with RI’s head quarters with regard to day-to-day implementation and management matters relating to the program agreement; • Report on a minimum of a weekly basis on progress of program implementation to the donor; • Ensure quality control of overall program implementation; • Oversee and manage all staff working for the program, including short or long-term consultants; • Oversee and ensure quality implementation of teaming partner and other actors involved in the program; • Ensure monitoring, evaluating and documenting progress of program implementation against indicators; • Ensure that activities are on track, including developing and implementing solutions as necessary; • Providing overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives; • Establish and maintain systems for program operations in accordance with RI policies and procedures; • Provide guidance to staff on all issues related to program implementation; • Oversee that key program activities are achieved per program budget, timeline and donor requirements; • Oversee the preparation and submission of technical and financial reports to RI head quarters as per the grant agreement; • Maintain effective communication with donors and other organizations operating in Syria and Lebanon, for coordination and partnership opportunities; • Participate in NGO sector coordination groups and identify areas for coordination and collaboration; • Maintain effective communication with RI’s HQ regarding program implementation; • Perform other duties as needed.
QUALIFICATIONS &REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. • Master’s degree in a relevant field or Bachelors degree with commensurate work experience; • Minimum of five years professional experience in lead management implementing emergency response programs in a conflict setting; • Ability and willingness to travel to Damascus from Beirut on short trips as security allows and as needed; • Solid background and knowledge of USAID Rules and Regulations; • Excellent interpersonal, communication, public speaking, and strategic planning skills required; • English and Arabic are required; • Strong English writing skills required; • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently; • Excellent time management skills and resourcefulness with strong attention to detail;
Salary: Commensurate with experience and qualifications.

Relief International Monitoring and Evaluation Officer - Lebanon


The Monitoring and Evaluation Officer is responsible for designing and implementing the Performance Management Plan (PMP) for the various emergency response projects in response to the Syrian crisis to be implemented in Lebanon. This currently includes two projects, but the portfolio is anticipated to expand in the coming months.
ESSENTIAL RESPONSIBILITIES AND DUTIES: • Design the PMPs for each project. • Manage the implementation for the project’s approved PMP. • Schedule and manage internal evaluations with the purpose of gauging impact of projects. • Provide information based on ongoing implementation of the PMP on a quarterly basis to program management team, HQ, and relevant donors. • Ensure integrity and sound design for the collection of data feeding into the PMPs. • Ensure staff at all levels of program implementation are trained and prepared to fulfill their roles in reporting. • Maintain effective communication with RI’s HQ and management team regarding monitoring and evaluation of RI’s projects in Lebanon. • Perform other duties as needed.
QUALIFICATIONS &REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. • Master’s degree in a relevant field or Bachelors degree with commensurate work experience; • Minimum of five years professional experience in monitoring and evaluation of USAID, EU and/or U.N.-funded projects. • Solid background and knowledge of reporting regulations for various donors; • Proven data collection and data management experience; • Excellent interpersonal, communication, public speaking, and strategic planning skills required; • English and Arabic fluency required; • Strong English writing skills required; • Experience in leading trainings on monitoring and evaluation implementation for staff a plus; • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently; • Experience working in post-conflict environment a plus; • Experience working with refugee populations in emergency response context a plus; • Excellent time management skills and resourcefulness with strong attention to detail.
