I. ACTED
ACTED est une ONG créée en 1993 dont l’objet est la mise en œuvre de programmes d’urgence, de reconstruction et de développement dans les pays en crise et en voie de développement.. ACTED intervient dans 30 pays sur 5 zones (Asie, Afrique, Amérique, Europe et Moyen-Orient) et emploie environ 200 staff internationaux (expatriés) et près de 4000 staff nationaux (population locale). Suivant une approche de développement intégré répondant à la fois aux besoins économiques, sociaux, éducatifs et culturels depuis plusieurs années, ACTED a étendu son action au champ culturel, en se spécialisant notamment dans la sauvegarde du patrimoine et l’éducation.
Plus récemment, ACTED a mis en place un réseau comprenant notamment une branche micro finance, Oxus Development Network, et une branche culturelle, la Fondation Bactria, dans laquelle s’inscrivent les activités du Centre Culturel Bactria.
II. Profil pays
Le siège d’ACTED s’est installé à Paris en 2000 dans le but de coordonner les interventions de l’organisation à l’échelle mondiale. Aujourd’hui le siège est composé de 35 personnes dans les départements RH, Finance, Reporting, Audit, HUB logistique et Communication. Ces départements apportent leur soutien aux 27 Directions Pays ainsi qu’aux 3 Directions régionales, comprenant environ 200 expatriés et plus de 4000 salariés nationaux.
Le siège fait aussi office de point de convergence pour la Direction d’ACTED, à savoir la Déléguée Générale, le Directeur du Développement et les quinze membres du Conseil d’Administration.
III. Profil de poste
Le/la chargé(e) de développement de projets s’assure tout d’abord du suivi de l’activité reporting (préparation de propositions de projets, rapports aux bailleurs, relations bailleurs, suivi contractuel et communication interne) sur certaines zones spécifiques d’intervention d’ACTED, définies en préalable.
En lien avec les chargés de reporting terrain, il/elle se doit de maintenir une connaissance profonde des stratégies, activités et opportunités des bailleurs de fonds et des autres parties prenantes dans les pays, ainsi que du respect des procédures et mécanismes de reporting existants.
Ensuite, il/elle est chargé d’accompagner spécifiquement les pays dont il/elle a la charge, en attachant une attention toute particulière aux pays/projets rencontrant des difficultés particulières, en lien avec le/la responsable de développement de projets siège et la direction. Il/elle a en ce sens une obligation d’alerte et de remontées de problèmes.
Enfin, il/elle contribue au suivi contractuel (partenariats notamment) en lien avec le/la responsable de développement de projets siège et la direction des finances.
Le/la chargé(e) de développement de projets travaille sous la supervision directe de le/la responsable de développement de projets siège.

• Ecole de commerce, Sciences Po • Expérience d’un an sur des activités similaires ou de reporting, expérience humanitaire terrain appréciée. • Sens de l’organisation, rigueur, bonne écoute, bon relationnel • Qualités rédactionnelles • Très bon niveau oral et écrit d’anglais indispensable • Grande adaptabilité et réactivité • Motivation pour notre secteur d’activité

Under the supervision of the AD/ NCB & Police Training, and in close relationship with CBT and the relevant IPSG management and personnel, the incumbent shall plan, develop, implement, and deliver police training programmes in general. I-24/7 experience is an asset. He/she shall also deal with  other training resources for NCB officers and RB staff, and coordinate and/or take part all other operationally oriented courses delivered by the different specialized police services in accordance with the INTERPOL Training Strategy and the INTERPOL Guide to Effective Training.
Primary Duties
To design and coordinate operationally oriented police programmes, especially with regard to I-24/7 and affiliated programmes, or other training resources, including participation in the INTERPOL Police Training Programmes:
• In collaboration with the management of the IPSG (including performance review materials), of NCBs and RBs, identify the training needs for development of requisite core and functional staff competencies. This includes I-24/7 training and effective usage of the systems and tools provided by the organization.
• Use questionnaires and surveys in consultation with all the Directorates within Executive Directorate Police Services and our partners outside the IPSG  to establish the objectives, goals and training needs to be achieved in training matters, especially in the field of I-24/7 training.
• Study, design, prepare, organize and draft all documentation, in order to establish an operationally oriented Police training programmes. 
• Prepare the I-24/7 and/or other training course curricula to achieve the objectives and goals identified.
• Undertake post training evaluations and where required incorporate findings in the training materials and sessions.
To build up, promote and conduct training courses in collaboration with other Specialized Police Officers. To evaluate the effectiveness of those training courses: 
• Advise on and build tailored training development activities as needed.
• Ensure that I-24/7 and other training programmes and sessions are designed and delivered in line with the objectives. 
• Promote information and competency sharing amongst staff (e.g. by organizing conferences…)
• Participate in the preparation and/or implementation of training programmes, including an induction programme for new INTERPOL officials. Participate in the evaluation of training actions and measure the benefits gained and transferred to actual work situations by trainees in conjunction with concerned managers. 
To coordinate external operationally oriented police training courses delivered by police officers in the different criminal areas:
• Serve as a training methodology support to other police services when they are in charge of specific training course in the field of criminal issues. 
• Undertake a quality assurance role to ensure that all training meets required standards. 
 
To analyse and propose refinements to the training policies and processes in consultation with his/her immediate supervisor (AD/CBT-NCB & Police Training):
• Assist in the assessment of training policy and practices, including organization of training, performance management, competencies, and career development.
• Undertake periodic training course reviews to ensure content is kept up to date. 
• Propose reforms to enhance the management of training and support the mandate and strategic objectives of INTERPOL.
• Assist managers in relevant training related issues and constantly promote best police practices in the police training field.
To undertake other ad hoc training related assignments as directed by the AD/CBT-NCB & Police Training:
• Training needs will evolve in tandem with the operating environments. Hence, new training projects may arise. Incumbent is expected to take on additional duties on a project basis as assigned by the Assistant Director CBT-NCB & Police Training.

Requirements
All candidates will be assessed on the under mentioned requirements.
Education 
• Police education mandatory.
Experience
• Professional experience in policing mandatory.
• At least 2 years professional experience in undertaking training needs analysis, curriculum design, delivery of training programmes and post-training evaluations, ideally in the police community.
• Very good knowledge of  police work,
• Familiarity with I-24/7 systems,
• Experience of work in international environment mandatory.
Languages
• Professional fluency in English.
Computer knowledge
• Advanced level in  office software skills.
Special aptitudes required
• Good knowledge of the latest developments in the use and exchange of criminal data.
• Interest in adapting and applying new training concepts so as to meet organizational needs and ensure continuous improvements.
• Ability to listen to and understand the needs of clients.
• Ability to establish and maintain effective collaborative working relations with clients, peers and senior management in a multicultural context.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• University degree in management or adult learning would be an asset.
• Working knowledge of Arabic, French and/or Spanish would be an additional asset. Any other additional language would be an asset.
• Experience in providing training in management skills development would be an asset.

Working Conditions
This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

**The Organization plans to establish a Global Complex in Singapore at the end of 2013.   Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.

Acteur majeur de l’aide humanitaire internationale, Action Contre la Faim a développé une stratégie de collecte qui lui a permis, en cinq ans, de doubler le volume de ses fonds d’origine privée. Pilier de son indépendance financière, la collecte de fonds et les activités de communication qui y sont associées sont au service du mandat de l’association et de sa mission auprès des plus démunis. Sous la responsabilité du Directeur Général, vous avez pour mission de garantir le développement de la notoriété d’Action Contre la Faim et de superviser les actions de communication externe, de collecte de fonds et de développement des partenariats. Handicap International est constitué de 3 directions opérationnelles : - la Direction d’Action du Développement (DAD) - la Direction d’Action contre les Mines (DAM) - la Direction de l’Action d’Urgence (DAU)
PRESENTATION DE LA DIRECTION D’ACTION D’URGENCE
La Direction de l’Action d’Urgence (DAU) a pour objet de :  Fournir une réponse adéquate lors des catastrophes naturelles et des situations de conflit, partout dans le monde, et ce autant que possible dès les premières 72 heures suivant le déclenchement de la crise ;  Apporter une assistance aux populations déplacées, réfugiées et sinistrées en raison des conflits ou des catastrophes, et en leur sein aux personnes blessées et handicapées ;  Assurer une veille permanente des crises chroniques et/ou conflits pour garantir une réponse rapide aux éventuels besoins d’urgence qui pourraient survenir. Les domaines d’activité mise-en-œuvre par la DAU de Handicap International sont les suivants : • Gestion et distribution de l’aide humanitaire (transport, stockage, post-acheminement de matériels de première nécessité et/ou de vivres) ; • Assistance aux réfugiés et aux déplacés, mise en place d’abris temporaires et organisation du rapatriement volontaire de ces personnes ; • Aide et soutien aux personnes handicapées et aux groupes vulnérables ; • Assistance aux victimes (réadaptation physique, appareillage orthopédique, soutien psychosocial) ; • Santé préventive, soins et réadaptation à base communautaire dans les camps ; • Réhabilitation et construction d’habitats et d’infrastructures communautaires accessibles ; Elle met en œuvre actuellement des programmes en Côte d’Ivoire, en Haiti, au Liban, en Jordanie, en RDC, au Pakistan et au Sud Soudan sur lesquels travaillent environ 80 expatriés en lien étroit avec une équipe siège constituée d’une vingtaine de personnes.
CONTEXTE DE LA FONCTION
Afin d’opérer dans la plus grande réactivité, la Direction de l’Action d’Urgence héberge une équipe de voltigeurs. Cette équipe est composée d’un chef de mission, d’un administrateur, d’un chef de projets spécialisé dans la couverture des « besoins spécifiques » des personnes vulnérables et d’un chef de projet en charge des « besoins de base » de ces mêmes bénéficiaires. Nous recherchons pour cette équipe le Chef de projet voltigeur « Besoins Spécifiques ».
OBJECTIFS DU POSTE
 Identifier, au gré des interventions géographiques, les besoins dans le domaine du handicap et mettre en place, avec l’accord du chef de mission, des projets à destination des personnes en situation de handicap et des victimes de traumatismes, ainsi que d’appui aux acteurs locaux  Participer à la capitalisation basée sur les projets conduits  Identifier, sur les terrains, les pistes de mise en œuvre d’une approche de préparation aux désastres dans le secteur du handicap
PRINCIPALES RESPONSABILITES
Sous la responsabilité du Chef de mission voltigeur et en lien avec les référents techniques Besoins Spécifiques basés au siège, le Chef de projet voltigeur BS sera en charge de :
 Assurer, selon le « Cadre des interventions en urgence et post-urgence », dans les secteurs d’activités relevant de sa compétence, l’écriture des projets (concept note) et la conception d’opérations  Participer à la transmission des fonctions de chef de projet qu’il a exercées à travers une passation sur le terrain et/ou un rapport écrit  Contribuer à la qualité technique des ressources humaines nationales des programmes d’urgence, à travers les tâches suivantes : o participation à l’écriture et à la validation des descriptifs de postes à pourvoir qui seront invariablement contractés par le Chef de Mission ; o participation au processus de passation avec le chef de projet mis en place à l’issue de la période d’ouverture. o En relation avec les référents techniques, participer à la capitalisation sur les expériences en cours, et l’élaboration des outils pratiques utilisables par les équipes de terrain dans les secteurs d’activités concernés.  Etre un acteur de la cohérence des projets relevant du vis-à-vis chef de projet dont le chef de mission voltigeur sera le garant.  Procéder à l’ouverture de projets relevant de sa compétence sur des terrains d’urgence et assurer la transmission de ses fonctions au successeur pérenne.  Contribuer, en coordination avec le référent technique chargé de la formulation des recommandations et ajustements, à la chaîne qualité des actions menées (processus d’évaluation et respect des critères proposés aux bailleurs de fonds).  Utiliser les outils de suivi de projets et mettre en œuvre les supports développés par la DAU.  Garantir le respect des procédures internes relevant de son domaine d’exercice de compétences selon le briefing circonstanciel qui lui sera dispensé.  Rendre compte de manière consistante auprès du Chef de Mission de ses activités opérationnelles.
PROFIL SOUHAITE
Formation :  Formation initiale dans le domaine du Handicap et/ou vulnérabilité, idéalement dans la kinésithérapie, ou un métier de la réadaptation (ergothérapeute, orthoprothésiste, etc.) ;
Compétences requises et Expériences :  Maîtrise de l’élaboration et de la gestion d’un projet, de préférence dans le domaine de la solidarité internationale et/ou dans la santé publique ;  Forte expérience professionnelle dans l’aide d’urgence ou de post-urgence, avec exercice du rôle de chef de projet ou coordinateur de programme ;  Expérience conséquente dans plusieurs des champs d’intervention suivants : réadaptation physique, psychosocial, protection, inclusion ;  Grandes capacités de rédaction de projets en français et anglais ;  Expérience confirmée en management d’équipe ;  Capacité de conceptualisation et formalisation d’outils, méthodes et procédures ;
Langue et informatique :  Excellente maîtrise du Français et de l’Anglais (oral et écrit) ; l’arabe est un plus  Maîtrise des outils informatiques
Qualités personnelles :  Capacité à fournir une importante charge de travail sous constante pression ;  Excellente réactivité et flexibilité en toutes circonstances ;  Sens des priorités et grande capacité d’organisation ;  Capable de vivre en communauté et en accepter les contraintes ;  Bonne condition physique  Sens de l’humour

Minimum Requirements • Experience: minimum 5 years’ experience • Languages: fluency in English, French or Spanish • Excellent physical health • Capable of coping with the physical demands of carrying 5-10 kilograms of protective gear, 5-10 kilograms of camera equipment plus rations as required • Prepared to work in all weather conditions, including severe weather • Ability to cope with prolonged exposure to mental and physical stress that are typically found in modern battlefield simulation environments • Be prepared to eat, live and work in an Army field exercise environment, including sleeping in shared tents • High proficiency in English or French • University degree in journalism / languages / media / social sciences /philosophy
Positions & Qualifications
  1. Newsroom Manager/Editor Newsroom managers and editors’ co-ordinate work and assign duties, manage. Additionally they manage the operations of news crews, editors in the production of print, internet, radio and video news stories. Newsroom manager/ editors should have the following experience; • Experience assigning reporters to investigate and prepare news reports and provide necessary supervisory direction • Experience supervise journalists in reporting news events • Have a functional understanding of French • Experience overseeing reporting to ensure compliance with accepted journalistic ethics, standards, and practices
  2. Field Producer Field Producers physically accompany journalists on assignments and are responsible for guiding journalists in obtaining the video footage and personal interviews that generate news reporting. Field producers should have the following experience; • Experience guiding journalists in obtaining video footage and personal interviews to generate news reporting • Experience coordinating the creation of news videography & print newspaper • Experience advising journalists on rough editing and shot-listing news footage in preparation for assembling a final newscast • Experience advising journalists on interview techniques and on-camera reporting
  3. Multimedia-Technician Media Technicians plan, develop, produce, and edit video in cooperation with Newsroom Editors, Field Producers and Journalists. Media Technicians should have the following experience; • Experience duplicating tapes, DVDs and computer files for presentation purposes; • Experience capturing and processing digital still imagery; • Experience planning, designing and producing graphic arts material (drawings, illustrations and camera-ready artwork) for training and presentation purposes; • Experience organizing and maintaining an archive library of video and still images for present and future needs; • Experience performing maintenance on industry standard equipment including video and still cameras, digital recorders, video-editing and reproduction equipment.
  4. Journalists Journalists replicate the role of local, national and international journalists gathering information and reporting on incidents occurring in a country undergoing internal /external strife and conflict. Journalists should have the following experience; • Experience writing, filming, orating producing and delivering daily news under the guidance and direction of an editor or field director

Director of the Clinical Research Department , France


Epicentre is an association created by Médecins Sans Frontières (MSF) whose mission consists of conducting studies intended to enhance the medical treatment provided in the MSF intervention programmes. For a complete description of the structure see: www.epicentre.msf.org.
Mission
The postholder will manage the operations and development of the Epicentre Clinical Research Department. The postholder will answer to the Managing Director. The main objective of the Clinical Research Department is to analyse new diagnostic and therapeutic approaches, in particular in the field of infectious diseases. As well as running the work of his/her own department, the postholder may also be involved in initiating research projects laterally with the other Epicentre departments. The postholder will establish on-going working relations with the Operations Department, the Medical Department as well as with Managers of programmes in the MSF operational centres.
Main responsibilities
• To ensure the implementation and scientific quality of the work carried out. • To administer and run the department and to define annual work objectives that are cohesive with the general objectives of Epicentre and of sections of MSF. • To draw up, review and justify the department’s budget. • To take part in scientific and medical exchanges in the internal and external networks of MSF. • As a member of the Epicentre Management Committee, to take part in the strategic decisions concerning the development of Epicentre and, in this context, to take part in the general development of the MSF movement.
Required expertise
  • International training in epidemiology
  • Experience in research and running projects in developing countries
  • Experience in the running and publication of scientific work and in fields similar to those of Epicentre
  • Experience in team management
  • If possible a knowledge of Médecins Sans Frontières
  • A good knowledge of the landscape of those involved in scientific work at international level
  • Maturity and acceptance of the responsibilities involved in this post, and the ability effectively to represent the Epicentre organisation
  • The ability to manage and lead a team and to encourage new ideas
  • The capacity to communicate orally and in writing, and to supervise this kind of communication
  • Fluent French and English
  • The willingness to be committed to the life of an organisation in a position of responsibility for the Management of Epicentre
Conditions
Post based in Paris, with frequent travel. Permanent contract, full-time from January 2013 (probationary period of 4 months). For candidates originating from a public administration role there may be the possibility of secondment. Remuneration: 65503.75 euros per annum for a 13 month year, gross.

Mission
Le (la) titulaire du poste sera le (la) responsable du fonctionnement et du développement du Département de Recherche Clinique d’Epicentre. Il (elle) sera placé(e) sous l’autorité du Directeur Général. Le département de Recherche Clinique a pour objectif principal d’étudier de nouvelles approches diagnostiques et thérapeutiques notamment dans le domaine des maladies infectieuses. A côté de la conduite des travaux dans son propre département, le (la) titulaire pourra être amené(e) à initier des projets de recherche en transversalité avec les autres départements d’Epicentre. Le (la) titulaire établira des relations de travail suivies avec la Direction des Opérations, la Direction Médicale et les Responsables de Programmes des centres opérationnels de MSF.
Principales responsabilités
• Garantir la réalisation et la qualité scientifique des travaux produits. • Animer le département et en définir des objectifs annuels de travail en cohérence avec les objectifs généraux d’Epicentre et des sections de MSF. • Constituer, réviser et défendre le budget du département. • Participer aux échanges scientifiques et médicaux dans les réseaux internes et externes de MSF. • En tant que membre du Comité de Direction d’Epicentre, participer aux décisions d’orientation sur l’évolution d’Epicentre et, à ce titre, participer à l’évolution générale du mouvement MSF.
Compétences requises
  • Formation internationale en épidémiologie
  • Expérience de la recherche et de la conduite de projets dans les pays en voie de développement
  • Expérience de conduite et publication de travaux scientifiques dans des champs proches de ceux d’Epicentre
  • Expérience dans la direction d’équipes
  • Connaissance si possible de Médecins Sans Frontières
  • Forte connaissance du paysage et des acteurs scientifiques internationaux
  • Maturité par rapport aux responsabilités qui incombent à ce poste et capacité à bien représenter l’organisation Epicentre

Conditions
