Tajikistan Team Leader


Chemonics seeks a team leader for the anticipated five-year DFID-funded East and Southern Africa Staple Food Markets Programme. The programme aims to improve the functioning of national and regional staple food market systems and increase regional trade in staple foods. It will ultimately benefit more than 375,000 male and female farmers, primarily poor farmers in Kenya, Uganda, Tanzania, Rwanda, Burundi, Zimbabwe, Zambia, Mozambique, and Malawi. The programme is expected to start in February 2013 and the team leader will be based in Dar es Salaam, Tanzania. Responsibilities include:

Qualifications:
  • Advanced degree in business, agriculture, international development, or a related field required

  • Familiarity with Challenge or Development Funds in a development context preferred

GLOBAL PARTNERSHIP FOR AFGHANISTAN
Global Partnership for Afghanistan (GPFA) is a U.S. nonprofit organization and NGO registered in Afghanistan that has been working in Afghanistan since 2004 to build rural communities' capacities to develop their agriculture economies. Its agriculture development projects enable rural men and women to launch farm businesses, such as fruit and nut orchards, tree nurseries, vineyards, and timber woodlots that provide sustainable incomes. GPFA also builds and strengthens the support systems that sustain the agricultural sector through market development, producer associations, watershed rehabilitation, community natural resource management, irrigation restoration, and capacity building of Afghan staff and local institutions such as universities and district centers.
GPFA has implemented these activities principally in Kabul, Logar, Wardak, Paktya, Paktika, Khost, Wardak, Parwan, Kapisa and Panjshir Provinces. Its main office is in Kabul. POSITION SUMMARY
The Managing Director (MD) is GPFA’s chief executive officer and reports to the Board of Directors. The MD is responsible for implementing GPFA’s strategic plan through effective project design and implementation, and for obtaining the resources needed to execute GPFA's plans and programs. The MD is responsible for assuring the effective management of all aspects of GPFA’s operations, including financial controls, records and reporting; staff hiring, supervision and development; fund development; office administration; procurement; and contract and grant compliance; and represents GPFA to international agencies, governments, foundations and donors.

MANAGING DIRECTOR’S MAIN RESPONSIBILITIES
Strategic Orientation and Coordination
• Propose and develop an operational strategy consistent with GPFA's strategies, mission and policies, and population needs.
• By continuously monitoring and analyzing the political, cultural, social and economic context, define and update plan of action for implementing strategy.
Program Planning, Development and Implementation
• Ensure the development, coordination, monitoring and evaluation of programs that are consistent with the mission, strategic plan and Afghanistan’s national development goals for agriculture and forestry sectors, including both production and market development.
• Ensure the relevance, quality and consistency of programs and that programs are implemented in accordance with the operational strategy and GPFA's and donors' technical and financial requirements.
• Identify and pursue new opportunities for program growth, funding and start-up.
• Develop funding strategies and participate in preparation of concept notes and grant proposals and contracts and agreements with donors and implementing partners.
Program and Grant and Contract Management
• Ensure all financial and program deliverables, including reports, and goals are met and submitted on time and on budget.
• Ensure compliance with all donor (government and private) regulations and requirements, GPFA policies, criteria and procedures, and applicable Afghanistan and U.S. laws and regulations.
• Ensure the design and implementation of appropriate systems for data collection, monitoring, evaluation and reporting to Board and donors, including the maintenance of databases of impact indicators relating to each project and its activities.
Internal and External Communication
• Ensure that deadlines are met and that documents produced are of good quality.
• Ensure compliance with required formats and procedures for internal and external reporting.
• Ensure regular and effective communication among Afghanistan staff and between the Kabul and NY offices.
• Maintain effective communications with Board of Directors and New York office regarding programs, finances and operations.
Resource Management
• Organize and ensure that the organization’s human, financial and logistical resources are managed effectively and projects are completed.
• Assure that all records, accounts and books and required files, reports, budgets, income and expenditure forecasts, and financial management systems are accurate and provided as scheduled.
• Ensure financial audit compliance and financial transparency.
• Ensure the development of and compliance with all necessary GPFA policies and procedures (communication, information, financial, administration, security, personnel, procurement, logistics, transport).
Human Resources Management
• Oversee the management of IT, communications, security, facilities, purchasing, office services, staff, insurance and other administrative services throughout the organization.
• Manage the recruitment and training process for in-country and New York staff, including selection, capacity-building, and performance reviews.
• Build and maintain team dynamics that enable GPFA's objectives to be carried out effectively. • Promote GPFA's ethics and values.
Representation
• Represent GPFA in Afghanistan with local/national political and administrative authorities, other NGOs, the civil society and the media, attending relevant forums and coordination meetings.
• Develop and sustain productive relationships and partnerships and serve as key liaison with key professionals, donors (e.g., USAID, World Bank, ADB, EU), Afghan government representatives, organizations, universities and collaborating NGOs and communities.
• Monitor government and donor interests and resources relevant to GPFA’s strategy.
• Assess other implementing organizations’ activities to identify gaps and overlapping areas as relevant to proposed projects.
Fundraising/Resource Development, Public Relations and Marketing
• Lead fund development to ensure the organization's financial stability, working with Development and Communications Officer.
• Ensure that GPFA implements a fundraising plan that represents diversified resource development, including from government agencies, foundations, corporations and individuals.
• Oversee communications and marketing initiatives with donors and public, including press releases, media briefs and materials as needed.
QUALIFICATIONS
Experience
• Minimum 5 years, ideally more than 8 years overseas experience working with an international humanitarian/development NGO, with strong program management, team management and financial management experience.
• Proven management ability, including ability to motivate and develop skills of others.
• Proficient in operational strategy design and project management, including proposal writing, donor reporting, programming and budget design.
• Proven interpersonal and communication skills.
• Must be able to make sound management decisions in difficult situations and to work in a participatory manner with colleagues.
• Demonstrated ability to work in a systematic and organized manner within set time frames.
• Work experience in and personal commitment to Afghanistan and knowledge of Afghan culture and customs preferred.
• Ability to develop and manage tolerant, multi-cultural setting with equitable gender representation.
Education
• Bachelor’s degree in economic development, agriculture, or other related discipline.
• Advanced degree or significant academic background in agronomy, agricultural economics, rural development or non-profit management desirable. Management training a plus.
• Excellent written and spoken English skills.
• Excellent written and spoken Dari and Pashto skills desirable.
Technical Skills
• Knowledge of donors' policies and guidelines, including bilateral and multilateral funders and international institutions, e.g. USAID, World Bank and the EC.
• Basic understanding of U.S. accounting practices and standards for non-profit organizations.
• Knowledge of/experience with US Government regulations and compliance, including OMB circulars.
• Success in project management, staff supervision and development.
• Very good knowledge of computer software applications, including MS Word, Excel and PowerPoint.
CONDITIONS OF EMPLOYMENT

Country Director and Supply Chain Expert-- Sanaa, Yemen


The USAID | DELIVER PROJECT is seeking a Country Director for its activities and new field office in Yemen. The Country Director has overall responsibility for planning and coordination of all project-related activities and personnel in country. He or she represents the USAID | DELIVER PROJECT to US Government agencies, Ministry of Health, and other donors and cooperating agencies. As resident supply chain expert, he or she promotes reproductive health commodity security through collaboration with other stakeholders and implementation of best practices in the forecasting, financing, procurement, storage, distribution, and information management for reproductive health and family planning commodities, as requested by the MOH and the USAID Mission in the country.

This position reports to the Director of Country Programs in Washington, DC.

The USAID | DELIVER PROJECT is a USAID-funded global technical assistance project managed by JSI and aimed at increasing the availability of essential health supplies through procurement services and strengthening supply chains in developing countries.
The project, having received significant field support from the USAID/Yemen mission, is opening a country office, expected to be in operation from February 2013 through September 2014. The office requires two international personnel and an ample complement of local professionals. One international position will be for a supply chain expert and the other for training advisor. Resources are sufficient for a substantial amount of STTA. All work carried out by the project will be within the context of the approved RHCS road map and in close cooperation with the Ministry of Public Health and Population (MOPHP) and Yemen’s development partners. Perspective candidates should bear in mind that living in Yemen poses significant security risks.

RESPONSIBILITIES

Country Director
1. Represent USAID | DELIVER PROJECT in interactions with USAID, MOPHP, the RHCS program, and other partners in country.
2. Manage the operation of project office in country in adherence with policies and procedures established by JSI and USAID | DELIVER PROJECT management, including human resource management, procurement, finance, and administration, meeting USG regulations fully.
3. In collaboration with the USAID | DELIVER PROJECT HQ, ensures that USAID | DELIVER PROJECT contractual requirements are met.
4. Oversee work planning and coordinate the implementation of the technical assistance activities, through extensive delegation to team members.
5. Fulfill all reporting requirements, be they technical, administrative or financial.

Supply Chain Expert
1. Advise on supply chain optimization options for a network of national (1), regional (5), governorate (21), district (374) and 2-3,000 storage and service delivery points.
2. Advise on selection of LMIS and incorporate the results into the system design.
3. Manage the development of an operations manual embodying system design, including product selection, financing, procurement, storage, distribution and reporting and LMIS. Advise on training requirements and SOPs.
4. Work to rationalize the current approach to quantification and procurement of contraceptives on the international market.
5. Assure that all supply chain implementation activities are monitored and evaluated. Supervise other technical staff involved in supply chain-related work.
6. Participate in activities related to the project’s mandate in country and identify technical assistance gaps or needs where the project can add value. Be responsible for any supply chain-related activities as may prove relevant.

7. In some cases, implementation may require making contractual arrangements with local partners such as MOPHP, governorate health offices, NGOs or educational institutions. When this is called for, be responsible for identifying such groups when they are required and setting up well supervised and productive arrangements, and ensuring that USAID regulations are followed.

QUALIFICATIONS

• Advanced degree in public health, supply chain management, logistics or related field preferred.
• Proven success in managing and implementing USAID-funded public health programs or projects in a developing country context, with ten years or more management experience preferred.
• Proven experience in managing, motivating, and supervising teams. Experience leading virtual teams a plus.

• Strong representational and interpersonal skills.
• Excellent written and oral communications skills. Arabic language skills an asset.
• Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.

Angola Executive Administrator

In the capital city of Luanda in Angola, CHMS has signed a management contract to staff and oversee the VITAL Luanda Medical and Diagnostic Center. This multi-specialty clinic will provide primary services including primary care, high-end diagnostics and minor day surgeries. This facility will also provide opportunities to build needed health care infrastructure through the training of Angolan doctors. The LMDC will be staffed and equipped to serve 500-600+ patients per day after completion of the $16M equipment investment, tentatively scheduled in 2012 for Phase one. Phase two construction is planned to begin in 2013 to include a separate 155 bed general hospital facility with eight operating theaters.

Executive Administrator

POSITION SUMMARY

Plan, direct, and coordinate the operations of LMDC. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources to meet the objectives and mission of the hospital as set by the board of directors and implemented by the Executive Administrator (EA).

SKILLS & ABILITIES

Education : Bachelor’s degree in Business Administration, Healthcare Administration or related field. Master’s degree in healthcare management or business administration preferred.

Experience : Minimum of seven (7) years hospital or major health care facility administration experience; knowledge of developing economy settings and/or previous cross-cultural or international travel experience. Previous oversight of a for-profit organization of at least $10 million U.S. and 250 employees.

ESSENTIAL FUNCTIONS

  1. Guide the medical and operations staff to attain Joint Commission International accreditation, as well as maintaining the accreditation status over time.

  2. Oversee hospital budget, services, procurement, and policy activities directly related to providing services to achieve the objective stated by LMDC owners.

  3. Develop, propose, and implement approved business and revenue enhancement initiatives within legal and contractual compliance.

  4. Collaborate with hospital executive team to develop the hospital vision, strategy, service models, and marketing action plans.

  5. Manage contract proposal development, risk management, and supplier contract negotiations.

  6. Direct and coordinate activities of hospital departments concerned with customer service, revenue management, maintenance, and human resources.

  7. Review and manage financial statements, care activity reports, and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and improvement.

  8. Direct and coordinate hospital’s financial and budget activities to fund operations, maximize investments, pay down debts, and increase efficiency.

  9. Establish and implement departmental policies, goals, objectives, and procedures, conferring with board members, organization officials, and staff members as necessary to achieve the stated objectives of the LMDC owners

  10. Establish all aspects of personnel recruitment, training, structure and oversight as well as developing and implementing competitive salary, benefit and incentive programs to stabilize staff morale and retention through and with the Human Resource management team.

  11. Determine goods and services to be sold, and set prices and credit terms, based on forecasts of customer demand.

  12. Locate, select, and procure merchandise for resale, representing management in purchase negotiations.

  13. Monitor businesses and agencies to ensure that they efficiently and effectively provide needed services while staying within budgetary limits.

  14. Assist in the development and implementation of marketing strategies including advertising campaigns that promotes hospital services to the targeted market segment.

  15. Recommend locations for new facilities or oversee the remodeling of current facilities.

  16. Support activities as directed related to the LMDC initiative.

  17. Manage the overall facility and physical plant from a maintenance and maximum utilization perspective. Ensure proper safety, environmental and community standards are being maintained.

Chief of Party (Project Director) in Addis Ababa, Ethiopia

Position Description:

CSPD is currently seeking a Chief of Party for an anticipated USAID-funded program in Ethiopia to provide tools of peace building and accountable governance to increase the peace building ability and resiliency of households, communities, and governing institutions.

The Chief of Party will be the project’s senior supervisor in Ethiopia and will oversee all aspects of program performance, both technical and managerial. Under the supervision of the Country Director, the COP will serve as the project’s principal contact point for USAID, and will also be the project’s main contact for political stakeholders, civil society, and program implementing partners. The COP will supervise all local staff and consultants. S/he will have overall responsibility for ensuring that procedures are established and adhered to for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. S/he will provide overall supervision of implementing partners, ensuring timely progress against schedules, achievement of deliverables, and quality of results.

Minimum Requirements:

  • Master's degree in international affairs, political science, conflict resolution, international development, or a related field;
  • Demonstrated experience in multi-sector project management and implementation, leadership, and decision-making skills;
  • 8+ years of senior level experience designing, managing, and implementing large, complex development projects preferably in Ethiopia, East Africa, or similar contexts;
  • Experience managing USAID projects with sub-grants components highly preferred;
  • At least 5 years senior level experience in coordinating development efforts in peacebuilding, collaborative governance, organizational capacity building, and/or mitigating conflict and increasing resilience related to land/natural resource management, livelihoods, and climate change ;

Chief of Party | Yangon, Myanmar

The Chief of Party (COP) is responsible for the overall coordination and management of a large donor-based project or multiple smaller projects. The COP is responsible for meeting the project’s technical objectives, managing financial resources, managing program staff, managing partnering agreements, maintaining good working relationships with host government officials and local partners, managing donor reporting and ensuring a high-quality delivery of services.

The COP reports to the Country Director in Myanmar

Specific Duties:

• Overall planning, management and leadership of project activities

• Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements

• Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners

• Oversee financial management, budget monitoring, and procurement plans.

• Manage all project planning responsibilities, including the production of annual workplans; guide and oversee the alignment of the budget to expected results, monitoring and implementation and review and approve annual budgets and quarterly reports

• Establish and maintain solid relationships with implementing partners, and stakeholder groups.

• Provide strong strategic leadership to achieve program key results, leading, mentoring, and coaching key staff in programming planning g and execution. Provide guidance and support to staff and project partners.

• Define the project’s capacity development strategy. Oversee design and implementation of capacity-building activities with partners, beneficiary groups and other stakeholders; Design and supervise the execution of training plans for project staff and partners.

• Recruit and directly supervise local project staff in line with Pact HR policies; Oversee the management and development of project office human resources to ensure a diverse, skilled and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced

Minimum Qualifications:

BA and at least 8 years of relevant experience (or equivalent)

Willingness and ability to be posted abroad, likely in a developing country
