Technical Program Coordinator, EquipYouth Jordan

BACKGROUND
The International Youth Foundation (IYF) invests in the extraordinary potential of young people. Founded in 1990, IYF builds and maintains a worldwide community of businesses, governments, and civil society organizations committed to empowering youth to be healthy, productive, and engaged citizens. IYF programs are catalysts for change that help young people obtain a quality education, gain employability skills, make healthy choices, and improve their communities. IYF is working in Jordan to design and implement youth development programs to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. To address the challenges facing youth seeking to enter the labor force, the International Youth Foundation (IYF) and the Caterpillar Foundation have joined forces to create EquipYouth, a program that will provide 8,000 young people in 11 countries with market-relevant life and skills training along with job placement support and services. In Jordan, the program will improve the economic livelihoods and social well being of 750 unemployed, disadvantaged young Jordanians, ages 18-27, living in the Zarqa, Russeifeh, Irbid and East Amman. The Caterpillar initiative will receive substantial leverage and will build on Youth:Work Jordan, another IYF program that seeks to improve the life and job prospects of highly vulnerable youth in partnership with the United States Agency for International Development (USAID), the Government of Jordan, and well respected national and local organizations. Through the Caterpillar initiative, IYF will provide youth with comprehensive technical training (in such fields as vehicle and machine operation and repair and electrical and mechanical maintenance) and life skills training, coupled with internship and job placement support, to respond to the high demand for qualified Jordanian nationals to work in semi-skilled and skilled technician level jobs in Jordan’s industrial sector. As a result of these activities, participants will be better prepared to join the job market, have successful careers, and become active citizens in their communities.

JOB RESPONSIBILITIES

  • Monitor the quality of work of Caterpillar partners and service providers in the designated communities; conduct regular site visits and provide technical support and feedback to ensure on-time delivery and quality of implementation.
  • Oversee and support coordination of youth recruitment and outreach activities, life skills training and career counseling being carried out by IYF Caterpillar partners.
  • Work closely with IYF’s implementing partners to ensure Caterpillar youth are receiving quality internship and job placement support services.
  • Through site visits, identify specific areas of technical support and capacity building for Caterpillar partners that are required from IYF.
  • Coordinate activities of Caterpillar training service providers in close coordination with IYF Grants and Contracts team and community based implementing partners; assist in the field assessment of service providers to ensure program quality and relevance of the training curricula, as well as to ensure the quality of the trainers and delivery methodologies.
  • Support the development of communication tools and materials for the program, coordinating with IYF Communications team on implementing local media, outreach and communications plans, capturing and documenting success stories, and developing other communications materials as needed.
  • Assist in the documentation of implementation progress, partner meeting minutes and prepare appropriate contributions to quarterly reports and generate other technical reports as required.
  • Work closely with IYF Monitoring and Evaluation team to coordinate and support the tracking of Caterpillar program youth.
  • Identify any problems and challenges that may arise and offer solutions accordingly.

QUALIFICATIONS

  • A Bachelor’s degree in a social science, international development or equivalent standard of education.
  • 3-5 years of experience in international development preferred, ideally in youth education, health or workforce development programming.
  • Strong interpersonal, communication and analytical skills.
  • Must be a self starter who takes initiative and is comfortable working with minimal supervision.
  • Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
  • Computer literate in Word, Excel and PowerPoint.
  • Fluency in English and Arabic, both written and oral.
  • Must be able to travel 30-50% of the time to Caterpillar target communities throughout Jordan as needed.

In September 2008, GIZ established the Alliance for Financial Inclusion (AFI) with funding from the Bill & Melinda Gates Foundation. AFI is the first global knowledge-sharing network designed by and for financial sector policymakers and regulators to identify and implement proven and successful policy solutions that have delivered tangible results. AFI supports its members in policy development and implementation by using a peer-to-peer learning approach, facilitating online and face-to-face exchanges, regionally and globally, supported by grants and policy research.

Within three years, AFI attracted a diverse membership base that is now 85 institutions strong. AFI has also cultivated relationships with external partners and developed a voice on the global stage, evidenced most notably by its G20 relationship and input to global standard setting bodies. In 2012 and 2013, AFI will further enhance its services to the members, deepen the network activities, explore ways to further promote innovative policy solutions for financial inclusion, and strengthen its positioning in the global financial inclusion policy arena.

Your tasks

Reporting directly to the AFI Senior Communication Officer, the Production Officer will be responsible for the following:

  • Coordinating editorial, prepress and production processes for all AFI print and online publications, reprints and translations; prepare schedules, monitor budgets, assess time, costs and resources needed for publication projects
  • Copyediting and proofreading other AFI public (non-technical) publications; draft or edit English communications material and other occasional news items, cover and promotional copy, reports, concept papers, proposals, letters, etc. as required
  • Coordinate and assist external contractors in developing layouts and templates for regular AFI publications
  • Coordination of external editors for specialized AFI publications
  • Assisting in the selection and management of external contractors (editorial, translation, design and prepress, printing/CD?production); prepare contracts; assist in guiding, developing and evaluating performance of consultants
  • Coordinating with the AFI communication office to determine and communicate new media production requirements
  • Ensure compliance with AFI publications guidelines and related administrative procedures, prepare, collate and archive publications?related contracts, copyright permission forms; keep updated information records of all AFI publications
  • Monitor reproduction of publications and use of visual identity and logos; ensure design cohesiveness of publications, documents and promotional material; maintain graphics and photograph archives for print and Web reproduction
  • Create and maintain an ongoing AFI publications schedule (Print and Video)
  • Maintain and update the AFI publications style guide

Your profile

The candidate will have a degree in journalism, public information or public affairs, ideally with a concentration on print publications. The candidate will have a minimum of 6 years’ professional experience working in the information production field, with at least 3 years working in an international setting. Professional skills required for this position include the following:

  • Highly developed English editing skills and experience editing finance?related publications, including editing charts, tables and figures. Experience in financial and policy development editing at the international level would be a strong asset
  • Digital and hard copy publishing experience with a well?developed understanding of editorial and prepress processes and print production
  • Demonstrated project management skills, experience scheduling, managing workflows, supervising publishing functions and coordinating workloads of graphic designers, translators and video editors
  • Strong IT skills; knowledge of Microsoft Office, Word, Excel, PowerPoint; experience with prepress software, databases, content management, enterprise software and design applications
  • Exceptional English written and interpersonal communication skills and demonstrated ability to work in a multicultural environment
  • Good contacts and experience working with local publishers, photographers and video editors in Thailand is a definite advantage
  • Native fluency in English is required. A working knowledge of French or Spanish is an advantage

The Government of Timor-Leste Senior Regulatory Adviser

The Government of Timor-Leste seeks a Senior Regulatory Adviser to support and mentor the new telecommunications regulator, the Autoridade Nacional de Communicações (ANC)

With a new Decree-law on telecommunications and two new operators, the Government of Timor-Leste, supported by AusAID and the World Bank, seeks a lead adviser to develop and support the new regulator, the ANC, in its statutory functions. This ‘hands on’ role will help establish the organisation and credibility of the regulator; address wide ranging regulatory issues related to the newly liberalised environment; mentor the new ANC Board and develop skills of ANC staff.

The Senior Regulatory Adviser will support the ANC in all its statutory functions, including the making of regulatory measures, and with other advisers develop its human resource capacity. Other envisaged advisers (who may be recruited in consultation with the Senior Regulatory Adviser) are a Cell Site Sharing Adviser, a Technology Adviser and a Corporate Services Adviser.

REQUIRED EXPERIENCE

The Senior Regulatory Adviser will be expected to have:

  • 15 years of substantial regulatory experience, including in emerging markets, and in interconnection and infrastructure access, licensing, dispute resolution, competition, universal service, spectrum management, tariffs, consumer protection & technical and service standards;
  • prior senior management experience in a regulator with demonstrated management experience in preparation of budgets, work plans and human capacity development;
  • mentoring skills to develop ANC regulatory skills to regulate the market; and
  • excellent writing and speaking skills in English and, ideally, Portuguese.

He or she should also:

  • be familiar with telecommunications issues of developing countries;
  • possess wide knowledge of modern telecommunications regulation in the context of developing countries; and
  • ideally have knowledge and experience of telecommunications sector issues in the South Pacific region and/or other small island economies.

Timor Leste – Vocational Training Specialist

BACKGROUND

On 18 January 2012, the Timor Leste Council of Ministers passed a resolution on a new mechanism to accelerate development in all sucos across the country. This mechanism will empower village communities to be directly involved in their own development through planning, construction and management of their own infrastructure. This mechanism will accelerate the development of infrastructure facilities at the village level as well as providing additional jobs and opportunities to rural communities. The mechanism will be known as the National Program for Suco Development or Programa Nasional Dezenvolvimentu ba Sucos (PNDS).

The Government of Timor-Leste (GoTL) has established an Inter-Ministerial Steering Committee jointly led by the Minister of State Administration and Territorial Management (MAEOT) and the Minister of Finance to coordinate, monitor and evaluate the implementation of the PNDS, and a Technical Working Group (TWG) consisting of relevant line ministries. A Secretariat has been established in MAEOT to develop a detailed design for the program and undertake initial preparatory work for program implementation, such training and recruitment of program staff, comprising field engineers, community facilitators and book keepers.

The Technical Working Group with assistance from a range of technical specialists is currently developing a Program Operations Manual for PNDS and developing a training system to prepare PNDS field staff for program implementation in early 2013. Small teams of technical experts in the fields of civil engineering, financial management and community mobilization have been engaged to begin work on curriculum development for the three categories of PNDS facilitators to be trained. Some have experience in training, but their core expertise is in their respective technical fields. In order to ensure that the training packages developed are competency based, and sufficiently practically-oriented to produce graduates ready to mobilize to field positions, the teams will require systematic inputs and advice on pedagogy from a vocational training specialist.

Key Responsibilities:

The Key responsibilities for this position are:

  • Liaise with the Government of Timor Leste’s vocational education authority (INDIMO) to understand its requirements and standards for certification, in order to ensure alignment of all PNDS training packages;
  • Work with the three curriculum development teams (engineering, financial management and community mobilization facilitation) to ensure that all training packages are “competency-based”, i.e. that they emphasize workplace application of knowledge and skills rather than simply transmitting knowledge. This may include:
    • Ensuring the materials are geared towards engaging learners; are highly interactive and practically-oriented;
    • Support in developing trainer guides;
    • Providing advice on assessment guidelines and assessment tools;
    • Devising and implementing ‘pilot tests’ of key modules, time permitting; and
    • Assistance developing and delivering a “training of trainers” module following the completion of the technical training modules.
  • Monitoring the delivery of the training, providing ongoing advice and support to the teams of trainers on teaching methods in particular, and providing inputs on more interactive, participatory methods, suitable for adult training, through:
  • Providing ongoing coaching to the technical training teams during implementation, including by seeking feedback from students and joint preparation of lesson plans;
  • Helping to make any necessary adjustments to the training materials;
  • Leading the development and delivery of modules on community training, to prepare the field facilitators to deliver training to village implementation teams, as well as teaching appropriate training methods to the students, for their subsequent training of community teams.

Selection Criteria

  • An advanced degree in a relevant field, preferably with a specialization in vocational training or adult education;
  • 10 years’ relevant experience in the field of vocational training or adult education, ideally in low-capacity environments in developing countries;
  • Experience developing and delivering training to field staff of rural development programs highly desirable;
  • Tetun and/or Indonesian language skills preferred.
