Team Leader/Senior Monitoring & Evaluation Specialist , Washington DC


Position Title: Team Leader / Senior Monitoring and Evaluation Specialist
Summary of Project The Global Security Contingency Fund (GSCF) is an unprecedented partnership between the Department of State (State) and Department of Defense (DoD) to pool their respective resources – both funding and expertise – to provide timely and integrated security sector assistance challenges in response to emergent challenges and opportunities. The GSCF is based on the concept of joint planning and execution towards shared responsibility.
The purpose of this task order is to set up a monitoring and evaluation unit in Washington, DC, State Department which will: 1) Develop a comprehensive results framework for projects funded under the Global Security Contingency Fund; 2) Develop a comprehensive performance monitoring framework for each project, comprising a system that is designed to track GSCF assistance and its results; 3) Develop and maintain an IT system/database for all data collected for the approved frameworks and associated program management-related data; 4) Conduct, on a continuing basis, collection and analysis of the data in support of the established frameworks; 5) Implement on-going evaluations of each project’s cost effectiveness and results; and 6) Collaborate with the monitoring and evaluation units of all security-related foreign assistance with the objective of providing a fiscal year-end comprehensive view of GSCF results as a whole.
Summary of Job The Team Leader will head the Monitoring and Evaluation Unit in Washington, DC, State Department HQ, working full-time (“full time” is defined as at least a 40-hour work week) for one (1) year, and potentially two (2) optional, follow-on years.
Roles and Responsibilities The individual will provide technical direction and overall guidance for all activities under this task order and supervise the work of all contractor staff (including consultants if used by the contractor). The Team Leader will also serve as the primary liaison to the State GSCF Director and DoD GSCF Deputy Director. The Deputy Team Leader reports to the Team Leader.
Qualifications and Education Requirement At least 15 years of experience in designing and conducting large-scale monitoring and evaluations, preferably for foreign or security assistance initiatives. A Master’s degree. Proven track record in leading, coordinating, and delivering comprehensive, large-scale monitoring and evaluation systems. Experience with financial management systems. Knowledge of monitoring and evaluation policies of the Department of Defense and the Department of State. o At least three (3) years of supervisory experience managing other staff. o Proven ability to deliver a quality written product. o Organizational/technical skills to manage the budget resources (dollars and staff) for this project and support the team with field logistics. o A Secret-level clearance or above.

Required Qualifications for the Position:
 Masters in Evaluation, Social Sciences, Political science, International Relations, International Development or related field;
 Minimum of 8 years of professional experience (preferably with about a year working in fragile countries)
 Minimum of 5 years of relevant M&E experience, preferably in counter terrorism, conducting e-surveys, designing and managing field based surveys, analyzing data and preparing high quality evaluation reports
 Experience working on USAID, US Department of State, or other donor M&E projects
 Strong analytical, writing and editing skills. Candidate must provide copies of reports primarily produced by the candidate
 Strong quantitative and qualitative evaluation skills
 Willing to travel overseas 2-3 times per year
 Experience with Microsoft Office Suite (Excel, Word, Access and Powerpoint), Data Spreadsheets and statistical packages like STATA or SPSS.
Desirable Qualifications for the Position:
 PhD in Evaluation, Political science, International Relations, Social Sciences or related field  Work and/or living experience in fragile countries in South or South East Asia or Central/Eastern Europe
 Knowledge of counter terrorism relevant indicators for performance management and evaluations
 Experience with packages and tools for qualitative analysis
 Experience in designing and leading evaluations across multiple sectors.

Director, Global Health Communication Department based in Washington DC

Position Description:
 
Responsible for leading a large department (140 staff), including PhD and master’s level technical and program staff, the Department Director provides overall leadership, both technical and managerial, to the Department’s diverse project portfolio in support of FHI 360’s strategic plan, goals, and objectives. The incumbent should possess a high level of scientific, program, and management expertise and substantial experience relevant to behavior change communication.  The job encompasses 3 main types of responsibilities: provision of technical assistance and oversight on selected projects; management of staff and project activities; and development of new Department business – all within a complex organizational framework.
 
Job Responsibilities:
 
  • Provide leadership in raising new funds and strategically managing growth and direction of the Department; take lead responsibility for preparing the Department’s annual business plan; lead major Department proposal efforts.
  • Provide overall leadership of high-profile Department projects.
  • Ensure client and funder satisfaction and close relationships by monitoring, managing, and addressing client problems with good judgment as they arise.
  • Ensure high quality project work in line with Department mission and objectives through periodic technical review.
  • Ensure sound financial management of the Department and its projects.  Ensure that project budgets are balanced with no losses; personnel and systems are in place for managing, monitoring, and reporting finances, including cost share; and the Department budget target for the year is met or exceeded.

  • Engage and motivate Department staff to meet project and Department objectives; hire and retain capable staff; provide staff development opportunities; support FHI 360 diversity objectives and initiatives; and facilitate rewarding work opportunities for staff.
  • Promote and nurture fruitful collaboration with other FHI 360 Departments; participate in other cross-cutting and multidisciplinary activities in support of FHI 360 initiatives.

Minimum Requirements: 
 
  • PhD or Master’s level in social science, public health, or related field with a minimum of 15 years’ relevant experience in social and behavioral change communication which includes at least 7 years of relevant supervisory experience; understanding and knowledge of current trends in health communication and behavior change.
  • Excellent leadership and management skills.
  • Excellent organizational, oral and written communication and problem-solving skills.

Organizational Setting:
The Humanitarian and Fragile Contexts Branch (HFCB) guide the development of UNFPA policy and strategy on emergency preparedness, humanitarian response and recovery, and ensures that the programming, monitoring and reporting processes are consistent with the policy. The Branch is responsible for placing the ICPD agenda into the emergency preparedness, crisis response and recovery agendas of partners working in humanitarian, transition and development frameworks. HFCB advocates among humanitarian agencies to include the ICPD agenda and to integrate the humanitarian concerns of population into the development agenda. HFCB ensures that humanitarian concerns are addressed in UNFPA’s strategic direction and integrated into the Fund’s technical support network and programme interventions, including the setting of policies, standards and norms and operating procedures. The HFCB facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the fund is well equipped to deal with fragile contexts
The responsibility of this post is to plan, direct and monitor the work of the branch including administering UNFPA’s emergency response fund and a variety of initiatives/project at the field level and at the global level in support of UNFPA’s work in conflict, post-conflict and natural disaster situations. This requires leading a team of professional and general service staff (HQ, Geneva, and a range of people in the operational aspects of emergency preparedness and response) to carry out the organizational objectives for emergency preparedness, crisis response and recovery programming, including supervision and technical, policy and administrative guidance.
Major Activities/Expected Results:
Under the supervision of the Director, Programme Division, the Chief, HFCB is responsible for the following tasks:
• Work with colleagues and partners to adapt UNFPA policies, procedures and programme strategies related to reproductive health, population and development, and gender, including development of guidelines, guidance notes, and new operational tools, for use in humanitarian and recovery situations, as well as prompting use of these tools by UNFPA and partners; • Managing and coordinating guidance and technical support to Country Offices, Sub-Regional Offices and Regional Offices, utilizing innovative approaches to programming; • Facilitating initiation of rapid response during emergency situations and operational support to field offices involved; • Planning and managing advocacy strategies for addressing reproductive health, gender and PDS issues during all phases of humanitarian response and recovery. • Determining and overseeing reproductive health and gender-related capacity building strategies and initiatives for the humanitarian community and UNFPA at large, including training activities; • Conceptualizing, drafting, negotiating and managing emergency and post-conflict related inter-country projects and setting standards for Country Offices and Regional Offices on development of country-level projects; • Representing UNFPA in selected interagency bodies, and with donors and partners, including negotiation of programmes ; • Developing strategies and providing leadership for resource mobilization for emergency and transition needs and monitoring donor support to UNFPA and reporting to inter-agency partnerships and mechanisms; • Managing the documentation, monitoring and evaluation of activities undertaken by UNFPA in response to emergencies, humanitarian crises, and recovery/transition periods; • Supporting UNFPA engagement with IASC; • Advising the Director, Programme Division on new partnerships and initiatives which would further UNFPA’s goals and objectives in this area.

Under the general supervision and direction of the Director of Development, manages affiliate-wide fundraising programs in patient giving, employee giving, and work place giving, while also developing and implementing cultivation and solicitation plans for major individual donors and prospects in Idaho.
Essential Functions:
Provides leadership in the development and implementation of patient, employee, and work place giving campaigns; cultivates and solicits donors in a personal portfolio; strategically grows that portfolio; plans and implements fundraising events in Idaho and sometimes supports events out of state; contributes to the team effort of the agency, thereby ensuring quality care and services for clients.
Major Responsibilities:

• Develops and manages PPGNW employee giving campaign: prepares campaign strategy; develops staff educational and communication information (to include new staff orientation component);

• Organizes and manages PPGNW work place giving program: serves as principle representative and agency liaison at PPGNW; tracks all work place giving campaigns and ensures timely submission of applications for the region; collaborates with the Development team as needed and necessary to assure staff delegation at tabling or presentation opportunities
• Researches new work place giving opportunities for PPGNW within Idaho, Alaska, and Washington
• Conducts regular cost/benefit analysis and balances streamlining of costs of programs with meeting goals
• Helps identify potential supporters and cultivates relationships with current key supporters in the region, starting first with a designated portfolio of existing major donors and working to grow that portfolio through networking and research
• Serves as primary staff liaison of Idaho Board of Advocates: helps each member develop and implement their individual plan for fundraising and advocating for PPGNW; organizes occasional in-person meetings of the Idaho B of A; staffs quarterly webinars; helps identify and recruit new B of A members
• Identifies and assists in the cultivation of private and family foundations in Idaho, and works to establish networks to support the outreach and fundraising efforts of PPGNW
• Coordinates and organizes special stewardship lunches and events: develops and distributes announcements and invitations; coordinates logistics; provides day-of staff support

Senior Technical Advisor, Maternal, Newborn & Child Health


Concern Worldwide is a non-governmental international humanitarian organization dedicated to the reduction of suffering and working toward the ultimate elimination of extreme poverty in the world’s poorest countries. Concern’s Innovations Project for Maternal, Newborn & Child Health is an initiative that field tests new ways to work closely with communities to overcome barriers to and improve access and delivery of health services for women and children in India, Kenya, Malawi, Nigeria and Sierra Leone. Concern Worldwide US, which manages this project, seeks a Senior Technical Advisor, MNCH to help shape and implement a rigorous research and evaluation agenda for each of nine field projects and to work with us to develop and communicate broad lessons for researchers and policy-makers. If you are a strong researcher with a deep knowledge of the MNCH field, this position offers you an unique opportunity to test the impact of multiple new ideas across several countries, working with a broad range of unusual partners and pioneering different approaches to project design, implementation, evaluation, documentation, research and reporting.
Job Purpose
The Senior Technical Advisor, MNCH will have the vital role of ensuring that Innovations’ activities and field projects are technically sound and state-of-the-art from an MNCH perspective, as part of action research aimed at testing innovative solutions to long-standing MNCH implementation challenges. As the five new pilot projects move through their different stages (design, implementation, advocacy and post-pilot transition) and the four existing pilot projects continue with implementation and move to evaluation, the Senior Technical Advisor will ensure that all the Innovations projects on the ground incorporate robust research design and data gathering, in close collaboration with our contracted global research partners, John Snow Inc. S/he will also be a crucial part of helping to analyze and communicate policy, practice, and research findings and lessons from each individual project and from the Innovations process overall, with the expectation that s/he will contribute significantly to technical publications, conference papers and presentations, policy briefs, and other public materials.
The Senior Technical Advisor, MNCH will play an important advisory role in the Innovations team and will report to the Innovations Director. S/he will work closely with members of the New York HQ and field staff, as well as with contracted global and local implementing and research agencies, and liaise with other Concern Worldwide MNCH and public health staff in the US, Ireland, and in country offices. This position is ideally based in New York with some travel to field sites, but because of the advisory nature of the role where significant work can be done off-site, we will consider applicants who can only be present in the NY office part-time. RESPONSIBILITIES
The Senior Technical Advisor, MNCH’s key tasks will be:
• Provide technical support to Innovations staff and implementing and research agencies on project design and implementation of pilot tests in the field • Review and contribute to MNCH technical standards for all pilot projects, feeding into the initiative’s monitoring and evaluation as well as research efforts • Provide and/or broker quality technical assistance to Innovations field staff and implementation agencies based on identified needs and capacity gaps • Represent Innovations internal and externally at conferences and meetings • Draft and/or contribute to drafting of project documentation, evaluation, analysis and key lessons, for a variety of internal and external research, policy and technical audiences.
REQUIREMENTS
• At least 10 years of specialist work in the area of maternal, newborn and child health, preferably with experience in both clinical and community-based initiatives in Africa • In depth knowledge of current MNCH standards and literature • At least a Masters level degree (PhD or Dr.PH preferred) in Public Health or a relevant discipline • Very strong interpersonal, communications, and technical writing skills • Strong professional networks within the global MNCH community • Strong understanding of action research related to MNCH issues in less-developed country settings • Commitment to the core values and vision of Concern Worldwide

RESOURCE TENURE SPECIALIST – STRENGTHENING TENURE AND RESOURCE RIGHTS

Essential Qualifications *Master’s degree in natural resources management, natural resources, forest or fisheries policy, sociology, or economics with emphases on tenure concepts and practices; *Minimum 10 years of demonstrable experience engaged in natural resource management programming and practices, with particular focus in policy and tenure aspects; * Experience addressing the tenure constraints between disciplines is particularly desirable (i.e. land tenure as it relates to forest issues, trade-offs in managing water rights as it relates to agriculture and fisheries objectives, etc.); *Demonstrable experience and understanding of quantitative research and data analysis is preferred; *Demonstrated experience addressing gender equality in resource tenure; *Strong interpersonal, analytical, and writing skills; *Ability to work under pressure and meet deadlines; and *Foreign language skills preferred.

The individual selected for this position will be administratively assigned to the Rural Development and Natural Resources Branch (RDNR) of the Development Resources and Disaster Assistance Division (DRDA), Office of Capacity Building and Development (OCBD), Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/RDNR).  The incumbent will be located in and work directly with the U.S. Agency for International Development (USAID), at their headquarters offices located in Washington, D.C.  Job posting can also be found here: http://www.fas.usda.gov/icd/drd/icdjobs.html
 
This position will be based in USAID’s Water Office within the Economic Growth, Education and Environment Bureau (E3).  The incumbent will work closely with other offices within E3, other pillar bureaus, the regional bureaus, and the Missions.  E3’s mission is, in part, to stimulate economic growth and trade; promote good governance; address global climate change; and promote sustainable natural resource use, including the protection of biodiversity, land, and water resources. 
 
The incumbent serves as Program Analyst and Budget Specialist for the Water Office and is a member of the office’s Senior Management Team.  At the Water Office s/he has a critical leadership role in strategy development, monitoring and evaluation, budgeting of resources, as well as communications and outreach.  S/he coordinates Water Office activities and all results monitoring and reporting actions, including the identification and tracking of performance results indicators.  S/he coordinates and supports new activity design, procurements, and ongoing implementation actions of the Water Office, including facilitating cross-team collaboration within E3 and with other Bureaus.  S/he leads all office work in the analysis and presentation of budget plans and programs.  S/he leads drafting of all program-cycle budget documentation including, but not limited to, the annual report, the Bureau program budget submission, the annual operating plan, portfolio reviews, program performance reports, Congressional Notifications and Congressionally mandated reports, and all funding obligations.  S/he coordinates all necessary actions for the office related to audits and administrative controls.  S/he evaluates policy, instructions, and legislative directives affecting operations and specific budgetary submissions to assure adherence to USAID policy and directives, as found in the Automated Directives System (ADS).
 
The incumbent Water Office Program Analyst duties will include but are not limited to:
 
·         Providing advice to senior-level USAID officials, including the Water Office Director and other E3 Office Directors as necessary, on program strategy development, implementation, and monitoring;
·         Coordinating Water Office input on Country Development Cooperation Strategies (CDCS) being developed by USAID missions;
·         Coordinating Water Office completion of the Performance Management Matrix, required data quality assessments, and both current and future evaluation studies.
·         Coordinating the annual program performance report preparation, review and approval process for the Water Office;
·         Coordinating Water Office work on Bureau portfolio reviews and portfolio database completion;
·         Serving as Contract Officer’s Representative (COR) for Water Office contracts and agreements as assigned;
·         Coordinating the Water Office Operating Year Budget development for program and operating expense (OE) account resources;
·         Managing Water Office preparation of the Bureau Program Budget Submission/Operational Plan;
·         Drafting and obtaining clearances for the Water Office’s Congressional Notifications and coordinating the preparation of congressionally mandated reports;
·         Coordinating all Water Office funds obligations and accruals, including tracking program spending under the water earmark;
·         Coordinating preparation of briefing memoranda and position papers for the E3 Bureau and the Water Office as requested;
·         Coordinating cross-office collaboration on Bureau priorities, strategies, and directives;
·         Liaising with Water Office partners, including multi-lateral banks, bilateral donors, NGOs, foundations, associations, think tanks, the private sector, and others working in the area;
·         Coordinating Water Office work on Mission strategy reviews, E3 Field Support tracking and monitoring, Regional Bureau coordination, staff meeting agenda topics, and intra-office communication.
·         Managing internal processes such as records management, conference hosting and attendance approvals, as well as COR/AOR certification;
 
Basic Qualification Requirements:
 
Must have 1 year of specialized experience equivalent to the GS-13 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.
 
Required Qualifications and Skills:
 
·         Extensive experience in the area of development studies or related field, with firm grasp of strategy and program development, and of budget planning and management processes.
·         Experience in international development program design, monitoring, and evaluation, and preferably within the water and/or natural resources management sector.
·         The ability to deal effectively with a wide diversity of people at technical, senior management, political and other levels of government on a broad range of complex, often conflictive, multidisciplinary issues.
·         A strong ability to communicate about natural resources management and environmental technical and policy issues both in writing and orally to both technical experts and development generalists.
·         A demonstrated ability to work effectively, both independently and as a member of a team, with a wide variety of individuals, groups, institutions, and technical organizations.  S/he must be able to work effectively under pressure to carry out specific, results-orientated tasks given constraints in time, information, and logistical support.
·         Knowledge preferred of USDA and USAID legislation, program and administrative procedures, processes and policies.
The position is located in Washington, DC, but will require the ability to conduct occasional travel, including to developing countries, sometimes under strenuous conditions in remote locations.
