Deputy Chief Executive Officer (CEO), DRC

FINCA International, one of the world's leading microfinance institutions, provides financial services to more than 950,000 clients through 21 wholly-owned and operated subsidiaries in Africa, Eurasia, Latin America and the Greater Middle East. FINCA International is currently looking for a Deputy Chief Executive Officer (CEO) for FINCA DRC, based in Kinshasa. The Deputy CEO is responsible to support the day-to-day management of the affiliate. This includes supporting the management of the economic and human resources of the affiliate, its operational and financial performance, as well as the development of its institutional capacity. In all his/her activities, s/he will be guided by the principle of good stewardship for FINCA and its mission, responsibility and accountability to FINCA and its authorized agents and bodies. In order to fulfill his/her tasks, s/he will provide best-practice leadership vis-à-vis the employees of the affiliate; s/he will manage and will adequately and efficiently employ human and other resources in the affiliate, as well as make adequate and efficient use of resources available within FINCA (FINCA International Headquarters, Regional office, other FINCA affiliates) and externally (outside FINCA). In addition, the Deputy CEO is responsible for attending to the CEO’s duties in situations when the CEO is prevented from doing this. He/she will:

  • Ensure high quality financial services to the clientele, and maximize outreach to the target group in a sustainable way,
  • Assist in the implementation of best-practice corporate governance, management, organizational structure and procedures, staff development, financial management, and risk management principles,
  • Ensure compliance with the Charter/bylaws of the affiliate; FINCA and affiliate policies, procedures, plans and agreements; decisions of affiliate governing bodies as well as headquarter and regional office; maintain good coordination with regional office, headquarters, and governing bodies,
  • Mobilize funding resources in form of debt and/or grant capital,
  • Promote FINCA International in the country,
  • Contribute to the development of the FINCA network.

Ideal profile:

  • Master’s degree (or equivalent) in related discipline required,
  • Experience in commercial/retail banking: 8 years minimum, experience in credit: 4 years minimum,
  • International experience in developing countries: 3 years minimum,
  • Experience working in microfinance an asset, experience in setting up microfinance programs preferred, branch management exposure preferred,
  • Risk Management experience required,
  • Proven people management skills (with minimum of 5 direct reports),
  • Exposure, and established interest, in working for poverty alleviation,
  • Strategic planning exposure a must,
  • Experience in cash flow projections,
  • Excellent entrepreneurial, leadership, communication skills,
  • Self-confidence, decisiveness and common sense,
  • High degree of computer literacy a must,
  • Fluency in English required, French strongly desirable.

Head Of Operations, FINCA DRC

FINCA International is looking for a Head of Operations for FINCA DRC (Democratic Republic of Congo), based in Kinshasa. The Head of Operations reports to the CEO and supervises Customer Support Center, Delivery Channels Management, Payments and Reconciliation and Banking Operations.

Role description:

  • A member of the Management Board accountable for key decisions made affecting the management of the company ensuring all effort is consistent with the strategic vision and directed in support of the business objectives.

  • Responsible for all operations functions that support the full range of client sales and service delivery activities through the branch and delivery channel networks.

  • Accountable for the management of the central operations budget.

  • Responsible for ensuring all operational processes are regulation compliant, up to date and optimized in terms of human effort and cost to FINCA.

Institutional Funding Officer - : Bukavu, Goma, or Kinshasa, Democratic Republic of Congo

Institutional Funding Officer
Duty station: Bukavu, Goma, or Kinshasa, Democratic Republic of Congo
Fulltime: 40 hours/week
Starting date: asap for 1 year with possibility for extension

Objective of the position
To identify and mobilise new sources of income in order to increase external funding for the DRC programme, by applying a strong entrepreneurial approach. This includes spotting funding opportunities, targeted donor relation building and engaging in joint fundraising initiatives with other Oxfam affiliates in DRC.

Main tasks

  • To identify opportunities for fundraising with institutional donors and private foundations. Acquisition with (potential) donors for specific themes;
  • To conduct donor mapping and develop further a country funding strategy in line with the identified Oxfam wide country strategy for DRC;
  • To work together with other relevant Oxfam staff on the formulation of and timely update of the country funding strategy;
  • To monitor the performance of the Bukavu field office on external funding in consultation with the External Funding Unit in The Hague;
  • To inform and advise the country team on new acquisition opportunities (donors, budget lines, Calls for Proposals), on the basis of information obtained from the network of donors and other relevant contacts and to advise on how to follow-up on these opportunities;
  • To maintain contacts with embassies and other donor institutions and make continuous investments to expand the network;
  • To analyse concept notes and proposals on consistency, completeness, presentation, relevance to the donor and on the correct compliance with the donor’s demands. Assist in drafting and editing project/programme proposals in coordination with the country team;
  • To advise and provide guidance, including (on-the-job) training to the DRC team on the process of developing high quality project proposals and report writing.

You have

  • An university degree in international relations, development studies, anthropology, geography, or related field and proven experience at this level;
  • At least 5 years of work experience in the field of development cooperation preferably with an NGO;
  • Experience with identifying fundraising opportunities preferably for NGO’s and a good track-record of successfully acquired funding and donor-compliant implementation of programs;
  • Experience with preparing project proposals for institutional donor agencies, including the European Commission, ECHO and private foundations as well as experience with other main donors’ rules and regulations;
  • Extensive knowledge of DRC;
  • Experience and knowledge of project cycle management, including monitoring, technical and financial reporting;
  • Good communication and coaching skills;
  • Good knowledge of the INGO sector; a natural networker with substantial experience of building relationships with (potential) donors; bringing a network of donor agencies is an asset;
  • Relevant thematic specialization (is an asset);
  • The willingness to travel regularly;
  • Skills in French and English (proficiency orally and in writing).

We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We will offer a gross salary in the range of € 2,896,- to € 4,456,- on the basis of a fulltime position. This is excl. 8% holiday fee, additional expat allowances will be offered. This position is either a family posting (when based in Kinshasa) or accompanied posting (no children, when based in Goma or Bukavu).

MANAGER OPERATIONS D.R. CONGO

“An experienced finance manager with knowledge of and experience in HR management and administration, logistic management and IT”

War Child programme in the D.R. Congo
War Child’s DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme focuses on increasing marginalized children’s attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. A particular attention is paid to the problem of gender based violence and economic exploitation. Target groups are ex child soldiers and other vulnerable children and youth. War Child DRC relies on local organizations for the implementation of its programme and runs a programme of strengthening of local capacities. We work in synergy with local and international organizations and governmental institutions.

War Child Programme Area (WPA) D.R. Congo will support options for collaboration and exchange with War Child offices in Uganda and Burundi.

The challenge

Ensures that the Operation is set up and running effectively and efficiently to enable programme staff and other stakeholders to carry out the War Child Programme. The Manager Operations (MO) sees to transparent and reliable processes and generates management information for the stakeholders. The MO directly manages 3 national staff members: the Logistic Coordinator, the Finance Officer and the Administrator. The MO reports to the Country Director (CD).

Main tasks and responsibilities

1. Financial Management & Administration
• Advises and supports the CD in maintaining efficient financial control (of cash flows, local payment, etc) accountability standards, procedures and records;
• Ensures financial management policy and guidelines are developed and adhered to;
• Preparation of budgets, financial management and financial management information for stakeholders (CD and HQ);
• Enhances the planning & control cycle within the operation in line with head offices guidelines;
• Ensures accurate, timely and correct bookkeeping;
• Reports the relevant developments on finance administration in the field to the support department at HQ;
• Is involved in proposal development for donors to ensure proper reporting;
• Manages money transfers and bank relations;
• Plays a crucial role in Risk management;
• Uses the software and formats as determined by HQ;

2. Human Resource Administration and Policy
• Analyses HR requirements based on organizational needs;
• Advises CD and other managers on organizational development and personnel related issues;
• Ensures that the National Staff HRM policies (HRM instruments and systems) are in place and adhered to;
• Ensures proper HR administration;
• Ensures that HR (administrative) policies and practises are in line with local legislation;

3. Logistics, security and Information & Communication Technology
• The MO oversees logistics, security and ICT;
• Establishes security measures and reports to the CD;

4. Capacity building staff & local partners
• Build capacity of the support staff in the country office through on-the-job training as well as trainings and workshops;
• Indicates training needs and advices managers on possible trainings for the support staff;
• Build capacity of local partners in finance/HR/admin/logistics processes;

5. Management of staff
• Manages the finance, logistics (including ICT) and HR support staff at the country office and provides technical supervision to support staff in the different field locations;
• Manages his/her staff by guiding, coaching, instructing and motivating;

6. Overall
• Advises the Country Director on the above subjects;
• Reports relevant developments on Finance, HR, Logistics and ICT in the field to the support departments at Head Office.

Profile

• Knowledge of financial administration (minimum BSc level), logistic management and procedures (including maintenance), IT (computer, network, communication means) and HR-administration;
• A minimum of 3 years of relevant experience in a management position within an international (NGO) environment, preferably within the field in a developing country and/or (post) conflict area;
• Experience in HR administration and the development of HR policies;
• Experience of working with automated accounting systems, SAGE experience is an added value;
• Experience living and working in complex security contexts;
• Proactive search for and utilize organizational resources;
• Planning and organizational capabilities;
• Capability to decide in tactical and operational issues;
• Team player and hands-on mentality;
• Result focused and cost-conscious;
• Required: fluency in French and English (verbal and written).
