Moldova Technical specialists

Chief of Party

Chemonics seeks a chief of party for USAID's ongoing, four-year Enhance Climate Resiliency and Water Security in the Maldives (Maldives GCC) project. This project helps the island communities of the Maldives build resilience to global climate change by assisting the government of the Maldives, island councils, national utility, private sector, and residents of two northern islands with water supply, sewerage, and solid waste services, and associated infrastructure. The project focuses on reducing climate-related risks in the development, use, and conservation of water resources. Maldives GCC is developing the knowledge and skills that island residents need to become stewards of their environment and to make rational, informed decisions on key climate change adaptation issues. The duration of this assignment is from November 1, 2012, to September 30, 2015. Responsibilities include:
  • Provide overall project leadership, management, and technical direction
  • Serve as the key liaison with USAID, government counterparts, and local partners; establish and cultivate strong relationships with local partners
  • Manage and supervise the work of project personnel, consultants, and subcontractors in technical implementation, finance, administration, training, and donor relations
  • Design and lead technical activities and deliverables
  • Ensure project assistance is appropriate and technically sound
  • Lead implementation of the project's long-term, strategic vision
  • Oversee project work planning, performance management, and strategic communications

Qualifications:
  • Bachelor's degree in engineering required; master's degree preferred
  • Professional engineer with construction management experience and expertise in water or sanitation
  • Minimum 10 years of senior-level management and technical experience designing, implementing, and managing donor-funded projects
  • Experience with USAID and in South Asia region preferred
  • Experience interacting with government agencies, host-county governments and counterparts, and international donor agencies
  • Experience managing and supervising staff
  • Experience in monitoring and evaluation, and knowledge sharing preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and oral communication skills essential
  • English proficiency required

Provincial manager Afghanistan

Chemonics seeks a provincial manager for a one- to two-year assignment on an ongoing USAID-funded project expanding agribusiness and agriculture finance activities in Southern Afghanistan. The provincial manager, based at an unaccompanied post in Zabul or Helmand, will work in consultation with Afghan business leaders; USAID; the United Nations; other regional platforms, related gender and agricultural programs; and the provincial and district Directorate of Agriculture, Irrigation and Livestock ministries. The anticipated start date for this position is September 2012. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:

  • Coordinate five to eight Afghan district coordinators, who will identify farmers and agribusinesses for receiving financial products and technical assistance in order to improve agricultural products for export
  • Develop provincial action plans and ensure the efficient implementation of activities
  • Oversee the implementation of monitoring and evaluation activities based on the expected results in the activity action plan
  • Develop periodic reports and success stories based on work accomplished
  • Identify finance and investment opportunities in the agricultural value chains in Southern Afghanistan

Qualifications:
  • Advanced degree, or a bachelor's degree with five years of relevant work experience required
  • Three years of relevant work experience with USAID required​
  • Experience in agriculture, agribusiness, or financial services preferred
  • Exceptional strength in management and coordination of diverse, geographically disparate teams to achieve measurable results
  • Ability to work successfully in a self-directed manner without daily oversight and supervision
  • Excellent interpersonal and communications skills

Responsibilities include:

  • Plan and develop program activities

Operations director Libya

Chemonics seeks an operations director to provide operational, contractual, and financial oversight for the Libya Transition Initiative, funded by the Office of Transition Initiatives (OTI). The objectives of the program are to promote inclusive and effective political transition processes, reinforce national reconciliation and identity, and address sources of insecurity. The operations director is one of three Tripoli-based expatriates. Specific activities will be based on the needs of the project and carried out in close collaboration with the chief of party. This position requires travel within Libya. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:
  • Supervise day-to-day operational field presence, including office space, equipment, vehicles, and facilities; and administration, logistics, personnel, procurement, budgeting, financial accounting, and property management
  • Manage the field office in Tripoli with the chief of party, and provide operational and compliance oversight of the Benghazi field office (managed by a regional program manager)
  • Provide procurement compliance oversight for operations and the grants management units
  • Supervise finance and administrative staff, handling human resource issues to ensure that program staff are properly vetted and screened before hiring, and are appropriately trained
  • Make financial projections
  • Monitor grant disbursements, cash flow for activities, and estimates for pipelines and forecasts
  • Ensure that procurement choices are reasonable, fair, expeditious, appropriate, and in accordance with USAID and internal regulations
  • Supervise daily financial operations, including cash flow management, time sheet recording, and reporting to USAID/OTI on financial aspects of the program
  • Monitor obligations, budgets, and expenditures
  • Oversee all local recruitment
  • Provide oversight and guidance to the local operations coordinator and fleet and facilities manager
  • Provide new staff with project orientation
Qualifications:
  • Bachelor's degree in a relevant field required
  • Minimum three years of relevant work experience, including experience managing an office or program for a contractor or international NGO managing an office or program
  • Compliance and grants experience highly preferred
  • Supervisory experience; experience managing and building local staff capacity a plus
  • Experience working rapidly in complex environments
  • Experience with USAID/OTI policies, procedures, and systems preferable
  • Ability and willingness to travel within Libya required
  • Experience working in the Middle East or North Africa is preferred
  • Experience in post-conflict/conflict/security environments preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluent English required; proficient Arabic preferred
