NRC has been present in Côte d’Ivoire since 2006 and has provided assistance to IDPs, returnees and host communities within the following sectors: Education, Information, Counselling and Legal Assistance (ICLA), Shelter, Food Security (FS), WASH, and Protection Monitoring. The 2010-2011 post-electoral crisis led to massive displacement across Côte d’Ivoire, and to neighbouring countries. Although the majority of IDPs/refugees have returned, there are still about 85,000 IDPs of which the majority is displaced in the West, and more than 67,000 Ivoirian refugees in Liberia, according to OCHA. The security situation in the West remains volatile in certain zones. Those who return face enormous challenges in covering their basic needs and restarting their livelihoods (primarily agriculture). The strong presence of NRC in Liberia also gives a unique opportunity for NRC to engage in cross-border programming.
In June 2012, NRC CI began the second phase of an ECHO-funded food security and livelihoods project. This project is providing innovative cash transfers, seeds and tools, and technical assistance to vulnerable families, while strengthening social cohesion. NRC will develop a third phase of the project in the coming months.
NRC CI has five international staff and approximately 100 national staff. The country office is in Abidjan, with field offices in Duékoué and Blolequin in the West. The Food Security team is composed of 23 staff. The Food Security and Livelihoods Project Manager will report directly to the Country Director.
Job description Administrative ■Overall budget and technical responsibility for the FS projects ■Develop steps and procedures in the planning and implementation of the FS projects ■Provide budgets and activity plans ■Monitor, evaluate and suggest changes and improvements ■Prepare applications and budgets to relevant donors
Information/ Reporting ■Ensure reporting for the program and all the projects reporting for FS ■Communicate, exchange information and co-operate with relevant external actors ■Contribute to the development of NRC’s country strategy, action plan and activities plan and priorities for the FS core competency ■Prepare donor reports
Personnel ■Technical and personnel management of the staff in the FS program ■Assess needs and ensure delivery of capacity building activities for the FS staff Act as a conduit of knowledge of good practice from the global level to all levels of staff at NRC Côte d’Ivoire
Program ■Development of all components of the FS program, including training, monitoring, and evaluation ■Contribute to transitional programs and policies while ensuring that humanitarian gaps in FS are addressed ■Explore and develop with other innovative ways to implement cash transfer programming (CTP) within other core competencies ■Advocacy/protection work on key IDP, refugee and returnee issues, and on issues related to displacement and return ■Contribute substantially to fund raising initiatives ■Work through the Cluster system to assist in development of national and inter-organisational strategies for FS ■Ensure that FS programming respects the principle of Do No Harm and promotes social cohesion ■Participate and assist the CD in relevant meetings with the UN, authorities, and other actors both centrally and in all provinces of activity ■Represent NRC/ FS in relevant networks

Qualifications ■Masters degree or further in a relevant subject relating to food security and livelihoods ■3 or more years experience working in crisis/post-conflict situations ■3 or more years experience working on food security programming ■2 or more years experience with Cash Transfer Programming and market assessments ■Experience with IDP or refugee programming ■Experience in running workshops and training ■Experience with dispute resolution is an asset ■Significant understanding of complex emergencies and crisis contexts ■Political and cultural awareness and experience of working where insecurity is a major issue ■Significant understanding of protection and social cohesion issues in post-conflict environments ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Flexibility and resourcefulness ■Fluency in the French and English language, written and verbally ■Computer skills ■Proven skills and experience in proposal and report writing ■Holder of a valid international driver’s licence ■Strong organisational and logistic skills – ability to work with little infrastructure and difficult conditions
