Responsable de Programmes - Soutien Technique, Algérie

La Fondation Internationale pour la Jeunesse (International Youth Foundation – IYF) cherche à recruter un Responsable de Programmes, d’origine algérienne, pour soutenir la mise en œuvre d’un programme de renforcement des capacités locales et de formation de jeunes en Algérie. Le Responsable de Programmes travaillera en étroite collaboration avec un large nombre de parties prenantes en Algérie ainsi que le personnel d’IYF à Baltimore, Etats-Unis.

RÉSUMÉ DU PROGRAMME
Algerian Youth Opportunity Program » (AYOP) est un projet de trois ans, financé par l'USAID, visant à développer les compétences des jeunes Algériens dans le but de renforcer leur employabilité et les aider à devenir des membres plus engagés dans leur communauté. IYF envisage de travailler dans quatre régions en Algérie en partenariat avec des ONG locales afin de renforcer leurs capacités à mettre en œuvre des programmes de qualité dans les domaines de l'employabilité, l'entrepreneuriat, et l'engagement civique des jeunes.

RÉSUMÉ DU POSTE
Le Responsable de Programmes soutiendra le Conseiller national en Algérie dans la mise en œuvre du programme, notamment dans la supervision du budget; le soutien technique au renforcement des capacités des ONG locales et/ou les partenaires du gouvernement ; et le suivi global du programme, l'évaluation, et la rédaction des rapports. Le Responsable de Programmes sera basé à Alger et sera chargé de contribuer à la mise en œuvre du programme à temps plein.

RESPONSABILITÉS DU POSTE / FONCTIONS SPÉCIFIQUES

  • Travailler en étroite collaboration avec le Conseiller national en Algérie et le Directeur des programmes régionaux (basé à Baltimore) pour soutenir la mise en œuvre du programme dans le but d’atteindre les résultats en conformité avec les attentes des bailleurs, les accords de subvention, et les plans de travail.
  • Soutenir le Conseiller national dans la mise en œuvre d’interventions de qualité pour les jeunes en privilégiant un cadre de développement holistique.
  • Effectuer des visites sur place aux ONG partenaires afin d'évaluer l'exécution des projets et suivre les résultats.
  • Aider à la supervision des budgets octroyés aux partenaires locaux.
  • Fournir un appui technique au développement et à la gestion du programme de renforcement des capacités des ONG locales et/ou des partenaires institutionnels.
  • Fournir une expertise technique et travailler avec les partenaires locaux pour analyser les données dans le but d'identifier les tendances positives et les pratiques prometteuses pour informer la mise en œuvre globale du projet.
  • Faciliter les échanges inter-partenaires pour partager les meilleures pratiques.
  • Communiquer efficacement et en collaboration avec les partenaires, les autorités gouvernementales, les partenaires du secteur privé, et d'autres intervenants clés.
  • Réviser les rapports des partenaires, recueillir des anecdotes pertinentes, et contribuer à la préparation des rapports aux bailleurs du programme, aux partenaires, et aux autres intervenants clés.
  • Remplir d'autres tâches assignées par le Conseiller national et le personnel d’IYF basé à Baltimore.


COMPÉTENCES REQUISES ET QUALIFICATIONS

  • Minimum de 5 ans d'expérience dans la planification et la mise en œuvre de programmes en faveur des jeunes, dans des contextes formels ou non formels, en Algérie et/ou la région du Moyen-Orient et Afrique du Nord.
  • Un diplôme de maîtrise ou équivalent dans l'éducation, la formation professionnelle, ou un domaine étroitement lié.
  • Expérience de travail dans l'entrepreneuriat et/ou les programmes d’insertion professionnelle, y compris dans la mesure du rendement et la formation.
  • Compréhension et connaissance du secteur de la jeunesse et les questions touchant les jeunes et leur préparation à l'emploi.
  • Bonne maîtrise de l'arabe, et le français, oral et écrit; la maîtrise de l'anglais sera un atout.
  • Excellentes compétences dans la planification stratégique, la présentation orale et écrite, le team-building, et les relations interpersonnelles, ainsi que la capacité d'analyse afin d'identifier et d’établir les priorités à suivre de manière professionnelle.
  • La capacité de travailler avec succès dans une variété de contextes interculturels et de porter des jugements dans un environnement qui change rapidement.

Life Skills Trainer, Jordan

With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement Youth:Work Jordan (YWJ) - a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. YWJ will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1) Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training; 2) Provision of Youth Friendly Services; 3) Expanded Civic Engagement of Youth; and 4) Policy Coordination.

JOB RESPONSIBILITIES

  • Serve as a life skills trainer providing direct life skills training for youth in YWJ target communities as needed.
  • Coordinate the implementation of IYF’s life skills program, as well as other life skills activities by CBOs. This will include the writing of scopes of work for free-lance trainers, coordinating training schedules, and assigning trainers to various trainings sites. The trainer will also monitor the free-lance trainers through regular site visits to ensure on time delivery and program quality of curricula according to YWJ’s minimum standards.
  • Support Life Skills Specialist and Monitoring & Evaluation team in the organization and delivery of pre and post training assessments of youth, as well as in coordinating any evaluation surveys of trainers.
  • Assist in providing technical support to the community based organizations (CBOs) in support of life skills activities for program interventions under YWJ’S Community Action Plans.
  • Provide input for regular updates on implementation progress and assist in the preparation of appropriate contributions to quarterly reports and generate other technical reports as required.
  • Identify any problems and challenges that may arise and offer solutions accordingly.


REPORTING AND KEY RELATIONSHIPS
Supervised by the Youth:Work Jordan Life Skills Specialist

QUALIFICATIONS

  • At least a Bachelor’s Degree in business administration, a social sciences discipline, or similar field.
  • A minimum of 1 year of experience working in international development, ideally in youth education, health or workforce development programming.
  • Experience in conducting and evaluating training activities.
  • Must possess strong attention to detail, reliability, organizational and time management skills. Flexibility to respond to some periods of high pressure is required.
  • Must possess high level of confidence with MS Office Suite, especially Excel and Word.
  • Oral and written English & Arabic fluency is required.
  • Must be a self starter who takes initiative and is able to work with minimal supervision.
  • Must be able to travel up to 75% of the time within Jordan.

Public Sector Program Coordinator-Jordan

JOB RESPONSIBILITIES

  • Under the supervision of the Public Sector Capacity Building Manager, coordinate and implement YWJ’s capacity building activities with various partner governmental ministries.
  • Monitor capacity building plans for ministerial partners to ensure transfer of knowledge, through site visits to central ministries and field directorates.
  • Support the development of scope of work, procurement and management of service providers and consultants engaged in YWJ ministerial activities; assist in the assessment of service providers to ensure program quality and relevance of training curricula, as well as to ensure the quality of trainers and delivery methodology.
  • Assist in the documentation of implementation progress, prepare appropriate contributions to quarterly reports and generate other technical reports as required.
  • Organize meetings for staff from ministerial partners and IYF, and document partner meeting minutes, following up through regular email and telephone correspondence as needed.
  • Assist in the documentation and data collection of indicators related to public sector capacity building related to YWJ’s Monitoring and Evaluation framework.
  • Coordinate the integration, organization and implementation of YWJ components, activities and events with the relevant technical, communication and M&E units.

Supervised by Public Sector Capacity Building Manager.

QUALIFICATIONS

  • A Bachelor’s degree in a social science, Management, development or equivalent standard of education. Applicants with Civil Engineering degree are recommended to apply.
  • Academic training or specialized coursework in engineering or infrastructure management is preferred.
  • 1-5 years of experience in public sector development, infrastructure projects, and/or capacity building preferred.
  • Knowledge of/experience with programs that support youth employment and/or social services (e.g. education, health) preferred.
  • Experience in working with governmental bodies is preferred.
  • Experience in research, reporting and conducting surveys.
  • Experience with USAID programs and systems/regulations preferred.
  • Oral and written fluency in English and Arabic.
  • Strong interpersonal, communication and analytical skills.
  • Strong computer skills in MS Word, Excel and PowerPoint.

Technical Program Coordinator, EquipYouth Jordan

IYF is working in Jordan to design and implement youth development programs to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. To address the challenges facing youth seeking to enter the labor force, the International Youth Foundation (IYF) and the Caterpillar Foundation have joined forces to create EquipYouth, a program that will provide 8,000 young people in 11 countries with market-relevant life and skills training along with job placement support and services. In Jordan, the program will improve the economic livelihoods and social well being of 750 unemployed, disadvantaged young Jordanians, ages 18-27, living in the Zarqa, Russeifeh, Irbid and East Amman. The Caterpillar initiative will receive substantial leverage and will build on Youth:Work Jordan, another IYF program that seeks to improve the life and job prospects of highly vulnerable youth in partnership with the United States Agency for International Development (USAID), the Government of Jordan, and well respected national and local organizations. Through the Caterpillar initiative, IYF will provide youth with comprehensive technical training (in such fields as vehicle and machine operation and repair and electrical and mechanical maintenance) and life skills training, coupled with internship and job placement support, to respond to the high demand for qualified Jordanian nationals to work in semi-skilled and skilled technician level jobs in Jordan’s industrial sector. As a result of these activities, participants will be better prepared to join the job market, have successful careers, and become active citizens in their communities.

JOB RESPONSIBILITIES

  • Monitor the quality of work of Caterpillar partners and service providers in the designated communities; conduct regular site visits and provide technical support and feedback to ensure on-time delivery and quality of implementation.
  • Oversee and support coordination of youth recruitment and outreach activities, life skills training and career counseling being carried out by IYF Caterpillar partners.
  • Work closely with IYF’s implementing partners to ensure Caterpillar youth are receiving quality internship and job placement support services.
  • Through site visits, identify specific areas of technical support and capacity building for Caterpillar partners that are required from IYF.
  • Coordinate activities of Caterpillar training service providers in close coordination with IYF Grants and Contracts team and community based implementing partners; assist in the field assessment of service providers to ensure program quality and relevance of the training curricula, as well as to ensure the quality of the trainers and delivery methodologies.
  • Support the development of communication tools and materials for the program, coordinating with IYF Communications team on implementing local media, outreach and communications plans, capturing and documenting success stories, and developing other communications materials as needed.
  • Assist in the documentation of implementation progress, partner meeting minutes and prepare appropriate contributions to quarterly reports and generate other technical reports as required.
  • Work closely with IYF Monitoring and Evaluation team to coordinate and support the tracking of Caterpillar program youth.

Chief of Party, Morocco

JOB SUMMARY
The Chief of Party (COP) will provide strategic guidance and leadership for International Youth Foundation’s (IYF’s) prospective programming to address the needs of at-risk youth in Morocco. The COP will be based in Morocco and be responsible for overseeing overall program implementation on a full-time basis. Important program responsibilities include coordinating technical, legal and professional capacity building assistance to Youth Serving Institutions (YSIs) and beneficiaries; ensuring proper oversight of IYF personnel, financial management and administration; and coordinating with other stakeholders in the region to ensure that IYF leverages effective resources in implementing project initiatives. The COP will serve as the daily liaison with USAID and other key stake holders. The Chief of Party will also be responsible for establishing strong local and international partnerships and ongoing communication with the appropriate donor representatives. S/he will directly supervise the Financial and Administration Manger, Grants Manager, Program Manager and other staff. Hiring for this position is contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the final candidate for this position.

JOB RESPONSIBILITIES/SPECIFIC DUTIES

  • Provide overall management of the program, and oversight of staff and partners responsible for design, implementation, and monitoring and evaluation.
  • Develop program’s strategic vision, in collaboration with USAID, IYF/Baltimore staff, and key Moroccan stakeholders, including young people.
  • Ensure fiscal integrity, quality and timing of deliverables, and coordination with partners.
  • Oversee the development of capacity building plans and the strengthening and overall management of local partners.
  • Identify opportunities for scaling up projects and oversees project design.
  • Successfully engage private sector partners to commit to provide resources and volunteers to support projects funded by IYF.
  • Act as the primary point of contact with program funders, including USAID Morocco; maintains good relationships and is responsive to their priorities and needs.
  • Act as the primary liaison to Moroccan government partners.
  • Oversee continuous program learning and ensures integration of M&E system data into management decision-making and policy advocacy.
  • Produce effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables.
  • Represent IYF and overall program interests at local, national and regional meetings, workshops and conferences.
  • Supervise staff as assigned.

SUPERVISOR
Reports to the Director, North Africa Programs based in Baltimore.

REQUIRED SKILLS & QUALIFICATIONS

  • A Master’s degree or equivalent in Workforce Development, Education or a closely related field is strongly preferred.
  • Minimum of 10 years of experience designing, implementing, and managing complex youth development programs, especially those focused on developing models for the inclusion of disaffected youth and creating viable deterrents to anti-social behavior and extremist ideologies.
  • Experience as a COP, Deputy COP or similar senior level experience on a large donor-funded program preferred.
  • Experience working with USAID and other donors in Morocco and/or the MENA region.
  • Experience in Morocco and the MENA region with a broad network of contacts in the public and private sector.
  • Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner.
  • Experience in successfully working with the public sector, the private sector, civil society, community based organizations, local communities, local government and donors and in developing effective capacity building methods.
  • Strong leadership skills and demonstrated ability to manage and motivate teams.
  • Solid “troubleshooting” skills and sound judgment in dealing with partners experiencing implementation challenges.
  • Excellent oral and written communication skills in French, English and Arabic.
  • Experience reporting clearly and comprehensively on a complex portfolio of activities.

Finance & Administration Manager, Rabat

JOB SUMMARY
The primary responsibility of this position will be accounting/financial management and office administration of the IYF Morocco office under the technical supervision of the Director, Field Office Finance and Administration at IYF-Baltimore. The Finance and Administration Manager shall be responsible for overseeing the administrative and financial management, accountability requirements and human resources management of the office in Morocco. This position must assure the contractual integrity of all agreements entered into by the office, managing the procurement process and looking out for the interests of the organization. The Manager will provide technical assistance to staff in implementing and complying with financial and administrative procedures to ensure compliance with regulations and serve as the financial liaison to IYF-Baltimore, local NGOs, other implementing partners and implementing units. Hiring for this position is contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.

JOB RESPONSIBILITIES/SPECIFIC DUTIES

Accounting/Finance

  • Ensure compliance and consistency with IYF policies and procedures, as well as compliance with the terms and conditions of any donor agreements.
  • Record and accounts for daily transactions, ensuring accuracy and completeness of required files and supporting documentation serving as evidence of transactions.
  • Ensure sound cash management of local bank accounts and maintains petty cash fund.
  • Process cash disbursements in accordance with financial management policies and established approval levels.
  • Process payroll, remits tax and other government contributions and reports to local agencies.
  • Responsible for full accounts payable function from procurement through payment of invoices.
  • Process employee expense reimbursements.
  • Ensure timely payment to all IYF payees and maintains sufficient and complete payee files.
  • Prepare monthly financial reports for IYF Baltimore and internal management reports for the Country Director containing budget to actual expenditure information.
  • Perform month-end closing and year-end duties such as reconciliations, VAT reimbursements, inventory lists, etc.
  • Responsible for procurement activities in accordance with IYF procurement policy.
  • Prepare and submits reports and filings in compliance with local government laws.
  • Provide assistance to program staff and project budget preparation.

Office Operations/Administration

  • Responsible for all matters related to the operations and administration.
  • Ensure registration requirements are kept current at all times and files statutory returns and renewals.
  • Manage leases to make sure they are current and amendments are processed as required.
  • Oversee administration of human resources, including but not limited to, maintaining personnel files, assisting with recruitments and orientation procedures, purchasing and maintaining adequate health and other insurance policies, etc.
  • Manage local information technology contract ensuring infrastructure needs are met, including properly functioning IT equipment, routine maintenance, security over IT (anti-virus software and regular backups).

SUPERVISOR
Technical supervision and oversight of finance, accounting and administration duties will be provided by the Director, Field Office Finance and Administration at IYF-Baltimore.

REQUIRED SKILLS & QUALIFICATIONS

  • Minimum of a bachelor’s degree in Accounting and 10 years of relevant work experience.
  • Minimum of 7 years experience working in the Country Finance Officer role on accounting/financial management of development programs with international, non-profit organizations (larger than $5 million), as well as multi-office, multi-national environment. Experience in region. Other overseas office experience preferable.
  • Three to five years experience providing administrative support to an international organization, including dealing with good procurement, contracts management, and HR related matters.
  • Substantial financial management experience on USAID contracts/cooperative agreements, including USAID policy, procedural and reporting requirements.
  • Experience in financially managing USAID-funded grant programs.
  • Knowledge of QuickBooks multi-currency accounting software (field based accounting).
  • Experience with computerized accounting and strong organizational and leadership skills.
  • Excellent oral and written English, French and Arabic fluency required. Proficiency in local/other language a plus.

Desired Skills & Qualifications

  • Master’s degree or recognized professional degree, such as CPA.

This position will provide oversight to capacity building support of Youth Serving Institutions (YSIs) to improve operating infrastructure with a focus of enhancing the management and financial systems of these organizations. This position must assure the full cycle grants process compliance with IYF policies and USAID rules and regulations, from procurement and solicitation through reporting and monitoring requirements. The Grants Manager will serve as the main IYF point of contact for local grantee organizations on financial and operational matters related to grant management. Hiring for this position is contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.

JOB RESPONSIBILITIES/SPECIFIC DUTIES

  • Responsible for management and administration of IYF grant activities in Morocco.
  • Ensure grant activities comply with IYF Policies and USAID Rules and Regulations.
  • Provide capacity building support to grantees, including training to enhance financial management systems, budgets, and reporting requirements under both IYF grant agreements and USAID rules and regulations.
  • Develop and implement grant procurement, solicitation and selection activities that are coordinated with and amongst IYF staff in Morocco and Baltimore, and consistent with IYF and USAID policies.
  • Coordinate and monitor the financial management of grants through regular site visits, periodic reviews and tests of transactions, and analysis of financial and administrative reports.
  • Review grantee financial and administrative reports and works with grantee to correct and finalize reports as necessary.
  • Interface with IYF/Baltimore staff to ensure appropriate and timely grant disbursements.
  • Provide regular updates to IYF on grantee compliance, risks and challenges that may arise and offers solutions accordingly.
  • Maintain and manages records of grant agreements including paper and electronic files, an inventory of all agreements, and a schedule of dates and deadlines relevant to those agreements.
  • Assist Chief of Party and other staff in preparing reports, capacity building plans, etc.
  • Coordinate as necessary on overall implementation of grants activities in Morocco.

SUPERVISOR
This position will report directly to a Chief of Party based in Morocco.

REQUIRED EXPERIENCE & QUALIFICATIONS

  • University degree and at least 5 years of experience managing sub-grant programs in Morocco or the MENA region.
  • Minimum of 7 years experience working on sub-grant management and administration for development programs with international, non-profit organizations (larger than $5 million), as well as multi-office, multi-national environment. Experience in Morocco/the MENA region preferred.
  • Substantial experience on USAID-funded contracts/cooperative agreements, including USAID policy, procedural and reporting requirements. Good understanding of USAID Rules and Regulations, specifically procurement, is required.
  • Thorough and working knowledge of complete grant making cycle is required, from procurement through monitoring and close out.
  • Demonstrated project and budget management experience. Experience in grant program design, including design and oversight of RFAs, capacity building with local organizations, and grants administration and monitoring required.
  • Demonstrated analytical abilities. Accuracy with numbers, extreme attention to detail and thoroughness are critical.
  • Excellent time management, organizational, multi-tasking and leadership skills. Ability to identify and establish priorities and meet tight deadlines. Flexibility to work effectively in periods of high pressure is required.
  • Strong computer skills using MS Office Suite, particularly Word and Excel.
  • Ability to make judgments, assume responsibility for follow through, and learn and work independently as well as in a collegial manner with minimal direction.
  • Ability to establish effective working relationships with employees, grantees and stakeholders. Communication must be effective and courteous, requiring high integrity when dealing with restricted and/or highly confidential information. Sensitivity to cross-cultural dynamics in the workplace.
  • General familiarity with political, economic and social issues in Morocco. Ability to adjust to shifting political circumstances and facilitate operating parameters accordingly.
  • Excellent oral and written English, French, and Arabic fluency required.
