HR Advisor for National Societies Full time

Purpose of the position
The holder of the post is the focal point for all Human Resources (HR) issues with National Societies (NS) in order to ensure - and further develop – efficient HR partnerships for the mutual benefit of the ICRC and the respective NS.
The ICRC is currently working with about 20 NS, which provide some 120 staff for its humanitarian operations in 80 countries worldwide. As part of its strategic objectives, the ICRC has the ambition to deepen its relationship with existing NS partners, explore further areas for HR cooperation with them, and improve the longer-term visibility for ICRC & NS on workforce planning, while also preparing other NS to second staff for its field operations.
The HR Advisor for NS will work within the Sourcing Division, which comprises the two units of recruitment and global planning.
Main responsibilities
HR Partnership and Vision with NS
• Develop an HR strategy to strengthen and further develop our cooperation with NS, notably in the area of staff on loan, but also with a view to a better exchange of HR practices.
• Participate in the establishment of new working relationships and arrangements with NS in order to ensure a coherent HR approach to cooperation with NS.
• Advise, guide and update the ICRC HR leadership team and Directorate, as well as any other internal stakeholders, on NS HR issues.
• Represent the HR department in all internal and external meetings and fora related to National Societies when relevant for the HR department.
• Act as the HR focal point both during the set-up of NS Emergency response (RDU) framework agreements, and in the event of their activation.
Recruitment and Assignment
• Interact closely with the recruitment unit, the international assignment unit and the relevant NS HR units in order to ensure an efficient management of NS HR personnel working for the ICRC.
• Prepare regular ICRC HR recruitment needs forecast summaries for NS in conjunction with relevant ICRC HR units.
• Prepare NS to recruit staff for frequently recruited profiles with minimal ICRC input.
• Maintain an overview of the NS recruitment files, i.e., receive and ensure the management of the NS recruitment files (distribution to the relevant recruiter) and follow up any particular cases with Head of Recruitment Unit.
• Assist with the HR Promotion in countries where NS is actively working with ICRC, be available to make visits to such countries.
Experience and training required
At least 5 years of field experience with the ICRC, the Federation or with a NS.
Encompassing knowledge of the International Red Cross and Red Crescent Movement.
Generalist HR experience.
Strong command of English and French.
Bachelor degree in a related field.
