Norwegian Refugee Council ProCap - Senior Protection Officers


Are you an experienced humanitarian professional seeking an opportunity to work within different UN organizations?

The inter-agency Protection Standby Capacity Project (ProCap) was established to enhance the UN protection response and contribute to global protection capacity. ProCap reinforces the strategic and operational protection response for Internally Displaced Persons (IDPs), and other vulnerable groups in emergencies and protracted complex crises, through predictable and effective deployment of personnel with proven protection expertise to UN Agencies. It is a critical part of the inter-agency global capacity building effort central to the Humanitarian Reform Agenda and supports the goals of the Global Protection Cluster. 

ProCap is looking for roster members. Roster members will be contracted and deployed by NRC when selected for an assignment. The length of each assignment is typically 6 months, with the possibility for extension. 

ProCap’s key priority areas for expertise include:
  • Support, guidance and leadership for protection coordination
  • Disaster preparedness and response
  • Support to development of IDP policies and other national protection response strategies
  • Protection mainstreaming
As a ProCap Senior Protection Officer you will be asked to provide senior-level expertise and leadership in protection, primarily on deployment in support of UNHCR, UNICEF or OCHA.

Although not regarded as official UN staff members, ProCap Senior Protection Officers perform their duties under the authority and in full compliance with the UN agency/agencies to which they are seconded. During deployment the SPOs will officially be regarded as Experts on Mission, or “Type II Gratis personnel”.
