UNODC PAKISTAN Research Consultant


  1. BACKGROUND The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. According to UNODC estimates, more than 100 tons of heroin is trafficked via Southern route (Afghanistan-Iran or Afghanistan – Pakistan) by sea and air transportation and mail cargo in 2010. In this study, the consultant will prepare an analytical report assessing the level and the extent of the opiate trade via Southern Route. The study will also include a related analysis of acetic anhydride trafficking (heroin precursor) to Afghanistan via Southern Route as well.
  2. MAIN OBJECTIVES AND DELIVERABLES OF THE PROPOSED ANALYTICAL WORK. Assignment objective: The consultant will be based in Islamabad with frequent travels in the region. S/he will work under the overall managerial supervision of the Afghan Opiate Trade Programme Manager in STAS and administrative supervision of UNODC Pakistan office Representative. Consultant will liaise with fellow UNODC research officers at HQ, Afghanistan, India , Pakistan , Africa, East / South Asia and South East Europe as well as with UNODC Country/Project Offices in regions covered. For the purpose of data/information collection, and under the guidance of the responsible UNODC staff, the consultant will establish and maintain contacts with relevant governments and government officials as well as relevant other international/national agencies and NGOs. The consultant is expected to produce an analytical report assessing the level of opiate trade on Southern route, with a specific focus on heroin trafficking routes and flows (including volume) and precursor trafficking. The report will also include information on the nature and the extent of the involvement of organized crime in the opiate trade. More specifically s/he will: • Assist the preparation of the Afghan Opiate Trade Programme 2013 report; • Collect and analyze data/information on heroin/opium trafficking routes via Southern Route ; • Collect information and analyze anhydride flows to Afghanistan via Southern route ; • Analyze the main beneficiaries of the heroin/opium trade on southern route; • Analyze the role and the modus operandi of organized crime located on southern route, • Collect and analyze data/information on opiate prices and purity on Southern Route, • Assisting the research capacity building activities in Pakistan • Other duties given by the Afghan Opiate Trade Programme management officer
Expected Deliverables The consultant is expected to provide a written report (some 35,000 words). The report will have to be prepared in close consultation with the Programme Manager of Afghan Opiate Trade Project and the Representative of UNODC office for Pakistan Due date for the draft report is 1 May 2013. The final report is due 1 June 2013. The outputs should be delivered by email in English in Word format on the specified dates. Further, the consultant will be expected to report on progress by email on a weekly basis (every Monday). The copyright of the all versions of the report remains with UNODC. The work of the consultant will be acknowledged in the study.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS • Statistician, Social Scientist, Economist or closely related field with sound knowledge of illicit drug related topics (trafficking, abuse, production, etc.) • Minimum 4 years work experience in areas of drugs and crime, at the national and the international level; • Experience in data/information collection and data analysis • Fluency in English, including excellent drafting skills.
Performance indicators for evaluation of result All the outputs should meet the satisfaction of UNODC (as assessed by Programme manager of Afghan Opiate Trade Programme and the representative of the UNODC regional office for Eastern Africa) according to the following indicators: • Quality of the documents produced • Technical competence • Timeliness of the delivery

The consultant will be issued an Individual Contract and paid in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates. 5. FINANCIAL PROPOSAL
• Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel; Travelling would not be required under this assignment or consultancy.
EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [To be determined] * Financial Criteria weight; [To be determined] Only candidates obtaining a minimum of 60 points would be considered for the Final Evaluation Criteria Weight Max.
