FAS/OCBD/FAD has a vacancy for a Program Analyst. The position is located in the Director’s Office of the Food Assistance Division, Office of Capacity Building and Development, Foreign Agricultural Service (FAS/OCBD/FAD). The office delivers international food assistance and is responsible for the formulation, development and monitoring of worldwide programs under USDA food aid authorities. Funding for FAD’s programs comes from USDA, and the Commodity Credit Corporation. The incumbent will serve as a Program Analyst in the Director’s Office. Specifically, the incumbent will assist with: (1) receiving, tracking and reviewing Private Voluntary Organization (PVO) financial reports; (2) receiving, tracking and reviewing A-133 audit reports; (3) tracking the return of interest from food aid agreements; (4) participating in compliance audits of food aid agreements, (5) notifying organizations that are delinquent in submitting semi-annual financial reports and A-133 audit reports, and (6) coordinating with PVOs and contractors to ensure that new Negotiated Indirect Cost Recovery Agreements (NICRAs) are negotiated and that existing agreements are updated in a timely manner and are filed electronically in FAD. This is the full performance of the position. This position is exempt under the Fair Labor Standards Act. The position is located in Washington, D.C., in the Department of Agriculture South Building.
Required Skills:

- Ability to effectively represent the Foreign Agricultural Service in meetings with various stakeholders, including staff from PVOs, international organizations, cooperatives, foreign governments, agribusinesses, and other U.S. Government agencies.
