Project Manager - Food Security Governance of Bedouin Pastoralist Groups in the Mashreq

DURATION: 12 months (renewable for a total period of 3.5 years)
SALARY: minimum 3,000.00 Euro - maximum 3,300.00 Euro, (gross per month), according to candidate’s previous experience
DESCRIPTION
Oxfam Italia is an independent NGO established in Italy (Arezzo) at the beginning of the ‘70s and now working in several countries. DESCRIPTION OF THE PROJECT
The Specific Objective of the Food Security Governance of Bedouin Pastoralist Groups in the Mashreq project is to improve participation of Bedouin pastoralist groups in OPT, Jordan and Egypt, as recognised stakeholders in policy decision processes that affect their livelihoods, food security and nutrition. Achieving such improved participation will contribute to sustainable livelihoods and food security of Bedouin pastoralist communities living in poverty and being marginalized from mainstream socio-economic life (the Overall objective for this Action). To attain the Overall and Specific Objectives mentioned above the Action aims at achieving three main Results: 1) Strengthened organizational and advocacy capacities of small ruminants Bedouin groups in OPT; 2) National small ruminants livestock practitioners’ platforms initiated for policy dialogue; 3) A regional Bedouin small ruminants livestock platform initiated.
WITHIN THE OXFAM CONFEDERATION
Within Oxfam’s Single Management Structure (SMS) process, Oxfam affiliates working in OPT/I developed a Joint Country Analysis and Strategy (JCAS), approved in October 2010, which guides Oxfam’s work. In this framework, OIT is an Implementing Affiliate and has proposed to lead the Active Citizenship Programme and two of the four clusters in Oxfam’s Economic Justice Programme. A SMS process is also applied in Egypt where OIT is in the process of becoming a Contributing Affiliate.
MAIN RESPONSIBILITIES
•Take charge of the overall management (technical, organizational, administrative) of the EC funded Food Security Governance of Bedouin Pastoralist Groups in the Mashreq project in OPT, Egypt and Jordan, ensuring correct and effective implementation and monitoring as well as reporting procedures to the donor, in collaboration with local partners;
•Build and maintain relevant relationships and develop networks with partners and relevant governmental institutions, local authorities and other actors that play a key-role within the project’s intervention areas in the three countries in coordination with the OIT Associate Country Director (ACD) for OPT and Israel and Oxfam Affiliates in Egypt and Jordan;
•Coordinate with the OIT ACD and other Oxfam affiliates and maintaining relations with relevant government authorities and members of the international (donor) community with regard to the above mentioned project and participate to relevant sector coordination meetings organized by international and local agencies;
•Support the ACD in giving leadership and coordination to Oxfam’s Active Citizenship programme in OPTI that will be further elaborated in the course of 2013 and comprises the Food Security Governance of Bedouin Pastoralist Groups in the Mashreq as well as other interventions implemented by OIT and other Oxfam Affiliates.
•Ensure local and expatriate staff management: training, terms of reference elaboration, supervision, evaluation, staff development in consultation with the ACD and the Headquarters Quality and Human Resources Department;
•Identify funding sources for the co-financing to the project and negotiate funding opportunities in coordination with the ACD for OIT and in line with the Country Funding Strategy.
QUALIFICATIONS AND BEHAVIOURAL COMPETENCIES
•At least seven years working experience, out of which five in project programming and management. Previous experience in managing regional projects will be considered as an asset;
•Sound knowledge of EU procedures substantiated by previous positions as project manager of EU funded initiatives;
•Substantial experience working in the Middle East and by preference in the Occupied Palestinian Territory, Jordan and Egypt and solid understanding of their history and of their key cultural, economic, institutional and political features;
•Previous substantial experiences (at least 5 years) in both rural development, land and natural resources management, livestock and pastoralist projects and in advocacy, policy development and facilitation of stakeholder processes that ensure empowerment of local communities, with specific reference to rural contexts;
•Substantial experience in management of multi-partner projects/programmes; proactive aptitude in building and managing partnerships with different bodies and institutions; strong experience in representing an organization with partners, government agencies, private sector organizations, and donors at senior level;
•Advanced university degree in subjects relevant to the content of the project;
•Fluency in English Language. Knowledge of Italian and Arabic is an asset;
•Strong administrative skills (financial and reporting as well as HR management) and advanced IT skills;
•Very good report writing skills and excellent written and verbal communication skills;
•Strong leadership skills and previous experience in team building, conflict resolution, ensuring participation, promoting mutual respect and active listening. Strong facilitation and negotiating skills. .Target oriented and problem solving aptitude. Diplomatic and confidentiality skills;
•Experience in leading and motivating multi disciplinary, geographically remote teams; a high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development
•An active commitment to promoting gender equity and the interests of marginalized people in all aspects of an organization’s work;
•Willing and able to travel frequently in the 3 involved countries (OPT, Jordan and Egypt).
