INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as Police Training Officer in the NCB & Police Training Sub-Directorate, which is part of the Capacity Building and Training Directorate* (Executive Directorate for Global Complex for Innovation).
Job Title:Police Training Officer
Reporting To: Assistant Director, NCB and Police Training 
Location:  General Secretariat, Lyon, France**
Duration:Two-year secondment

Under the supervision of the AD/ NCB & Police Training, and in close relationship with CBT and the relevant IPSG management and personnel, the incumbent shall plan, develop, implement, and deliver police training programmes in general. I-24/7 experience is an asset. He/she shall also deal with  other training resources for NCB officers and RB staff, and coordinate and/or take part all other operationally oriented courses delivered by the different specialized police services in accordance with the INTERPOL Training Strategy and the INTERPOL Guide to Effective Training.
Primary Duties
To design and coordinate operationally oriented police programmes, especially with regard to I-24/7 and affiliated programmes, or other training resources, including participation in the INTERPOL Police Training Programmes:
• In collaboration with the management of the IPSG (including performance review materials), of NCBs and RBs, identify the training needs for development of requisite core and functional staff competencies. This includes I-24/7 training and effective usage of the systems and tools provided by the organization.
• Use questionnaires and surveys in consultation with all the Directorates within Executive Directorate Police Services and our partners outside the IPSG  to establish the objectives, goals and training needs to be achieved in training matters, especially in the field of I-24/7 training.
• Study, design, prepare, organize and draft all documentation, in order to establish an operationally oriented Police training programmes. 
• Prepare the I-24/7 and/or other training course curricula to achieve the objectives and goals identified.
• Undertake post training evaluations and where required incorporate findings in the training materials and sessions.
To build up, promote and conduct training courses in collaboration with other Specialized Police Officers. To evaluate the effectiveness of those training courses: 
• Advise on and build tailored training development activities as needed.
• Ensure that I-24/7 and other training programmes and sessions are designed and delivered in line with the objectives. 
• Promote information and competency sharing amongst staff (e.g. by organizing conferences…)
• Participate in the preparation and/or implementation of training programmes, including an induction programme for new INTERPOL officials. Participate in the evaluation of training actions and measure the benefits gained and transferred to actual work situations by trainees in conjunction with concerned managers. 
To coordinate external operationally oriented police training courses delivered by police officers in the different criminal areas:
• Serve as a training methodology support to other police services when they are in charge of specific training course in the field of criminal issues. 
• Undertake a quality assurance role to ensure that all training meets required standards. 
 
To analyse and propose refinements to the training policies and processes in consultation with his/her immediate supervisor (AD/CBT-NCB & Police Training):
• Assist in the assessment of training policy and practices, including organization of training, performance management, competencies, and career development.
• Undertake periodic training course reviews to ensure content is kept up to date. 
• Propose reforms to enhance the management of training and support the mandate and strategic objectives of INTERPOL.
• Assist managers in relevant training related issues and constantly promote best police practices in the police training field.
To undertake other ad hoc training related assignments as directed by the AD/CBT-NCB & Police Training:
• Training needs will evolve in tandem with the operating environments. Hence, new training projects may arise. Incumbent is expected to take on additional duties on a project basis as assigned by the Assistant Director CBT-NCB & Police Training.

Requirements
All candidates will be assessed on the under mentioned requirements.
Education 
• Police education mandatory.
Experience
• Professional experience in policing mandatory.
• At least 2 years professional experience in undertaking training needs analysis, curriculum design, delivery of training programmes and post-training evaluations, ideally in the police community.
• Very good knowledge of  police work,
• Familiarity with I-24/7 systems,
• Experience of work in international environment mandatory.
Languages
• Professional fluency in English.
Computer knowledge
• Advanced level in  office software skills.
Special aptitudes required
• Good knowledge of the latest developments in the use and exchange of criminal data.
• Interest in adapting and applying new training concepts so as to meet organizational needs and ensure continuous improvements.
• Ability to listen to and understand the needs of clients.
• Ability to establish and maintain effective collaborative working relations with clients, peers and senior management in a multicultural context.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• University degree in management or adult learning would be an asset.
• Working knowledge of Arabic, French and/or Spanish would be an additional asset. Any other additional language would be an asset.
• Experience in providing training in management skills development would be an asset.

Working Conditions
This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
**The Organization plans to establish a Global Complex in Singapore at the end of 2013.   Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
