VACANCY NOTICE The Office of the United Nations Children’s Fund (UNICEF) in Uzbekistan announces the vacancy for the post of:
Team Leader for the EU funded project
“Improvement of Mother and Child Health Services in Uzbekistan- II Phase” (IMCHS)

I. Purpose of the Position
The Team Leader will be responsible for day-to-day management, coordination, partnership and donor reporting of the Improvement of Mother and Child Health Services in Uzbekistan- Phase II funded by European Commission and UNICEF. The Team Leader will be fully dedicated to the project (100% time).
II. Basic roles and responsibilities
• Overall management and coordination of daily project implementation from the Ministry of Health (beneficiary) premises; • Overall responsibility, including guidance to the project team, of preparation and implementation of the annual work plans and logical/results frameworks of the project, Ensuring planning and reporting documents both in Russian and English; • Ensuring the highest international standards in the provision of technical and advisory inputs, including the organization of workshops, seminars, training, delivery of outputs and field visits; • Ensuring the accurate and timely reporting on project implementation to main stakeholders: EU, MOH, UNICEF and WHO; • Ensuring effective coordination of activities, as well as promoting synergies with other projects; • Ensuring daily coordination with MOH Officials responsible for project reviews, and follows up on implementation of recommendations and agreements.
III. Qualifications of successful candidate
• Advanced university degree, preferably in Public Health, Health Management & Administration or other relevant field; • At least 10 years of relevant international work experience in MCH, Health Administration/Management and Health System Strengthening; • Demonstrated experience in Team Management positions in projects of similar nature/size is required; • Fluency in English and Russian languages. Previous experience in Central Asian or CIS countries context is a valuable asset.
IV. Competencies of successful candidate
• Communicates effectively to varied audiences, including at high-level meetings ; • Sets high standards for quality of work and consistently achieves project goals; • Able to work effectively in a multi-cultural environment; • Full understanding of Project Cycle Management (PCM) and Logical Frame Approach (LFA); • Translates strategic direction into plans and objectives; • Contributes and tries out innovative approaches and insights.
V. Conditions of the contract:
This post is fully funded by the EU. The post of Team Leader is qualified as the mid-level managerial position in accordance with the United Nations common system equivalent of the level of the assignment.
