Monitoring and Evaluation Consultant

The PNG Department of Environment and Conservation is mandated to ensure that PNG’s environment is managed in an environmentally sustainable manner, in particular to implement the Government’s Environmentally Sustainable Economic Growth Policy agenda. The ESEG initiative aims to strengthen the use of economic instruments and strategies assisting industry and people to manage their environment sustainably whilst maintaining economic growth.
DEC is the PNG agency responsible for leading the implementation of the Kokoda Initiative in partnership with the Australian Government as outlined in the Second Joint Understanding 2010 – 2015 signed by both governments. Through this initiative DEC is seeking to link protection of key areas of the Owen Stanley Ranges, Brown River Catchment and Kokoda Track region that have significant heritage or environmental values to long-term economic benefits for local communities. DEC works closely with a range of key delivery partners in both PNG and Australia including the Kokoda Track Authority, Kokoda Development Program, Tourism Promotion Authority, Provincial Governments and the Australian Government Department of Sustainability, Environment, Water, Population and Communities.
The DEC is seeking applications for the role of Monitoring and Evaluation Consultant for the Kokoda Initiative (KI).
The Monitoring and Evaluation Consultant will assist the KI partners to develop a Monitoring and Evaluation Framework (MEF) to measure the effectiveness of current and planned programs and activities across the Initiative.
As the Monitoring and Evaluation Consultant you will identify existing Monitoring and Evaluation frameworks and other reporting tools and obligations within the KI key delivery partners in PNG and Australia. Based on existing MEFs and reporting obligations, you will identify the opportunities for integration into the KI MEF and determine what additional information is required with an aim to developing a cohesive framework and evaluation plan as well as any additional monitoring tools required.
