Monitoring and Evaluation (M&E), Jordan Health Communication Program in Jordan.
Position Description:
Provide leadership and oversight of research and monitoring and evaluation (M&E) activities for a USAID-funded, 5-year, multi-million dollar health communication program in Jordan. Availability of the position is contingent upon issuance of a USAID Request for Applications (RFA)/Request for proposals (RFP), and selection of final applicant is subject to USAID approval.
The Senior Technical Officer for Research and M&E will coordinate research and M&E activities of the program, focusing specifically on the development of research protocols, survey instruments, and IRB packages, as well as systems for data collection (for research and M&E), quality assurance, documentation, and reporting. The position oversees the implementation of research and M&E activities in accordance with guidelines stipulated by USAID and relevant IRBs and regularly updates project staff on progress towards implementation of the work plan and designing methods for formative and evaluation research and demonstrating program outcome and impact.
This position will be based in Amman.
Key Responsibilities:
- Provides technical oversight for designing, developing, planning, and implementation of the M&E component of the health communication program;
- Supports the design, and operationalization of the project’s performance monitoring plan (PMP): including data collection, verification, and preparation of regular project performance reports.
- Ensures appropriate data collection tools and systems are in place and collects required data, including management of information systems (MIS) and any other systems necessary to meet requirements for FHI 360, USAID and other stakeholders.
- Participates in the development of quality assurance systems for the program.
- Provides technical oversight for designing, developing, planning, and implementation of evaluation, formative, and other research related to the project, health communication, and family planning.
- Oversees local IRB processes and requirements and coordinates research activities with appropriate stakeholders and partners.
- Provides technical oversight and support to local research agencies and teams in carrying out research and evaluation activities.
- Works with senior behavior change communication team members to pre-test health communication materials and media.
- Identifies research and M&E technical assistance needs for subprojects/grantees and provides technical assistance via training, mentorship, etc. or coordinates its provision.
- Offers technical support in the use of tools for purposes of collecting, analysis and synthesis of monitoring data.
- Assists in the compilation and writing of quarterly, annual and ad hoc program data and reports.
- Reviews sub-agreements for monitoring and evaluation.
- Participates in developing strategic and implementation plans.
Minimum Requirements:
- Bachelor’s degree or its international equivalent in public health or related field. PhD, MD preferred
- Minimum 8+ years relevant experience in formative and evaluation research and M&E with international development programs;
- Demonstrated knowledge of formative research and evaluation designs for communication programs, with experience in family planning preferred.
- Working knowledge of USAID operations, finance and administrative services practices.
- Research and M&E management and implementation experience in Jordan;
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office). Proficiency in SPSS, NVivo, or other equivalent software packages desired.
- Strong written and verbal English communication skills;
- Demonstrated ability in managing research firms/teams and staff supervision;
- Strong intercultural supervisory and team building skills and experience;
- Ability to work independently with initiative to manage high volume work flow;
- Experience working with an international organization will be an added advantage.
