IDLO seeks with immediate
effect a highly experienced Budget and Costing Specialist to assist in
developing the budget for a new project proposal.
The consultant will work closely together with the IDLO teams based at
IDLO’s Headquarters in Rome, Italy, and in Kabul, Afghanistan, and
possibly with representatives from the donor. The consultant is not
required to be based in any of the above mentioned locations; however,
availability to travel to Kabul and/or Rome will be encouraged.
She/he will report to the Head of Governance and Peacebuilding Programs
and work in close collaboration with the Program Finance and
Administration Unit at IDLO’s Headquarters in Rome and the IDLO Team in
Kabul.
The main duties and responsibilities will include:
Collect all the relevant program and financial information from IDLO for the new project proposal in order to adequately reflect the costs in the budget;
Analyze current project expenses in order to forecast budget requirements for the new project proposal;
Develop the budget for the new project proposal in line with IDLO financial policies and donor requirements;
Develop the relevant budget notes in line with IDLO and donor requirements;
Develop an initial draft budget forecast for the entire duration of the project;
Develop an overall analysis of the budget developed, i.e. weigh the costs of the different budget categories, such as direct costs, security costs, personnel etc;
Assist in aligning the budget and the narrative of the new project proposal;
Be available for regular coordination meetings with all stakeholders involved, keeping in mind the time difference with the relevant locations, i.e. Rome and Kabul; and
If time allows, draft Terms of Reference for the Finance Team foreseen by the proposal. This is a full time consultancy for a four to six week period starting as soon as possible, until the end of October.
She/he will possess a degree in a relevant discipline (e.g. Finance or Business) preferably at an advanced level, and have a minimum of 10 years of relevant professional experience. Significant experience with financial procedures of international organizations including knowledge of U.S. State Department rules and regulations in terms of costing and budgeting projects is essential. Prior experience of costing activities and drafting budgets for large scale humanitarian and/or development projects in (post) conflict situations - in the range of USD 50 million - is essential. Knowledge of the Afghan context is highly preferred.
