Purpose
The
Lead Evaluator will lead the Evaluation Team to design a process to
address for the evaluation. This will include development of any
necessary tools and instruments. This process will take into account
primary data that has been collected by Plan Laos for the past two
years, and identify any gaps that need to be addressed. The Lead
Evaluator will ensure the team does not to gather any primary data that
has already been captured in existing research and evaluations by Plan
Laos and partners.
Key Responsibilities 1. Lead the team in the development of the detailed methodology for the evaluation. This methodology will align with Plan’s Child Centred Community Development (CCCD) Approach, which is underpinned by a child rights framework. The methods and tools used will ensure that the evaluation process is undertaken in the best interests of the child, and the voices of children, especially marginalized children and girls, are sought and respected. 2. Coordination of the team, to ensure deliverables are met. This will include leading the development of a workplan, and monitoring progress. The Lead Evaluator is responsible for ensuring the other team member(s) meet their obligations in the workplan, and reporting any problems arising to the Country Director. 3. Identification of any gaps or additional support required for the team to meet deliverables, and immediately raising these with the Country Director, or Plan Laos administration officer as necessary. 4. Ensure the quality of the process and deliverables, and early identification of any problems. This includes ensuring the evaluation addresses the questions in this TOR. The Plan guidelines for CCCD and programming, Promoting child rights to end child poverty. Achieving lasting change through CCCD (2010) will be used as a key guiding document. 5. Ensure cross-cutting issues are addressed by the team (inclusive development and disability, gender, disaster management and climate change)
Languages Excellent written and spoken English required
Location and Travel This position will be based in Laos with possibility local travel
