Senior Development Specialist -PFM Arlington, VA USA

Description:   Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Senior Development Specialist for a position in our Arlington, VA offices (located at Courthouse Metro on the Orange Line). This opening is in our Public Finance Management practice, focusing on providing financial, procurement and grant management services to various donors and foreign governments. Responsibilities for this position include the following:
Project Management: developing and monitoring multiple project budgets; liaising between project and headquarters office teams on all administrative matters; assisting in the project office set-up; mobilizing consultants; reviewing invoices and project office expenses; developing and sustaining strong relationships with clients and project teams; assisting in managing the performance of project teams; and helping project teams comply with contractual obligations;
Proposal Development: identifying new opportunities, tracking client requests for proposals; conducting research and gathering information; identifying appropriate staff for proposals; assisting in recruitment process; managing the proposal development process; and writing sections of proposals; and
Technical Assignments: providing technical assistance as necessary; assisting in review of deliverables; and conducting research.
Qualifications:   This ideal candidate will be a highly motivated, organized, and detail oriented individual who has a passion for improving peoples’ lives and an eagerness to learn all aspects of international development consulting.
·        MBA, CPA or similar degree in financial, procurement or relevant field required
·        5+ years of consulting experience in financial, procurement and/or contract management; prior operational experience in developing countries would be an advantage
·        Proficiency with MS Word, Excel, PowerPoint, Project and Outlook required. Knowledge of accounting, procurement or/and contract management would be a plus
·        Strong organizational, interpersonal and project management skills. Demonstrated ability to manage multiple projects and priorities in a dynamic, client focused environment
·        Able to undertake significant travel responsibilities outside the U.S., and perform day-to-day tasks of the project office team
·        Excellent verbal and written communication skills and ability to work with high level of government and donor officials
·        Proactive and quick learner, and demonstrated ability to work in a team of multi-cultural environment
·        US work authorization required
