SUMMARY:
Counterpart International is seeking technical specialists to provide on-site consultations and support the remaining year of the USAID-funded Initiative to Promote Afghan Civil Society Phase II (I-PACS II). I-PACS II provides a supported network of Afghan civil society organizations (CSOs) with an integrated package of small grants, technical assistance, trainings and organizational development support to improve their financial and programmatic viability. The NGO Sustainability Technical Specialist will work to ensure partners have the ability to actively prepare for their financial future by understanding their own needs before setting targets for financial sustainability. Further, the NGO Sustainability Technical Specialist will make sure the partners have access to tools and strategies to generate revenue from a variety of sources and develop a solid funding base to leverage grant money for highest returns. By the end of the program, the NGO Sustainability Technical Specialist should be able to verity the financial sustainability capacity aspects of the larger organizational certification audit. The NGO Sustainability Technical Specialist will work at the direction of the CSS Manager to provide direct assistance to Kabul-based partners, build up CSS team members to provide direct services to partners outside of Kabul; and develop training or TA support materials with CSS team members. This position is based in Kabul, Afghanistan and will report to the CSS Manager.
DUTIES AND RESPONSIBILITIES: • Train, mentor and supervise the CSS department in the application of sustainability methodologies (i.e. fee for service, membership development, direct funding appeals, grant writing, and public / private partnerships). • Build the capacity of CSS and other I-PACS staff as identified to provide ongoing support to the partner organizations in financial diversification and sustainability strategies as noted above. • Develop an action plan to build capacity of the partners in financial planning and sustainability skills. • Develop trainings for partner staff in all aspects of financial diversification/sustainability, and consulting with them regarding their long- and short-term planning. • Develop trainings consistent with financial sustainability options available according to Afghan legislation. • Integrate sustainability efforts with larger capacity building initiatives. • Monitor partners to assess progress and determine needs for further assistance. • Develop advanced strategies for providing support and skills transfer to I-PACS staff and CSO partners. • Review current Counterpart diversification approaches and toolkit, identify gaps, develop and execute strategies for improved integration and impact. • Support the development of a knowledge system to promote the understanding, dissemination, and use of capacity building best practice, both broadly within the I-PACS network and with relevant Counterpart HQ staff.
QUALIFICATIONS: • Technical proficiency and demonstrated experience with diversification and sustainability best practices (financial expenditures diagnostic tools, business planning, fee-for-service strategies, market analysis and surveys, strategic fundraising, cultivating members) and building capacity in such skills. • Minimum of five years of international development experience or an equivalent combination of applied research/advanced academic work in a relevant subject matter with several years of field work in a technical capacity. • A Master’s Degree in International Development, Public Administration, Non-profit Management or a similar field. • Experience working in Afghanistan, Central Asia or South Asia with an understanding of the current capacity of CSOs in the region strongly preferred. • Excellent communication skills: speaking, writing and listening. • Language skills in Dari and/or Pashto preferred but not required. • Advanced computer skills, especially advanced use of MS Office. • Ability to set priorities, manage time effectively and meet deadlines. • Accuracy and attention to detail. • Analytical and problem-solving ability. • Ability to work both independently and as an effective team member.
