- BACKGROUND The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.
- MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED CONSULTANCY. The objective of the consultancy is to research and prepare two brief analytical reports which compare the policing and civilian law enforcement structure/pattern/number and private security industry of Pakistan with other developing or middle income nations.
- Provide the UNODC Pakistan Criminal Justice Advisor with reports on policing and civilian law enforcement structure/pattern/number and private security structure/pattern/number, comparing Pakistan with other developing and middle income nations
- Collect and collate statistics and key informant information
• Annotated table of contents within one week of the start of the assignment; the annotated ToC can be developed in consultation with UNODC COPAK • Prepare a first draft of both reports for review by mid-late November; the reports should make use tables, graphs and maps to present information, and contain a narrative explanation/analysis • Final versions of both reports by early December; the reports should be in .doc and .pdf format • Final presentations of both reports by early December; the presentations should be in .ppt format • The reports and presentations should be well written and follow the official UNODC COPAK format (to be provided to the consultant)
- REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: • Master’s degree in International Relations, Political and /or Social Science, Law, Security, Development. II. Years of experience: • 5 years of relevant experience. • Experience within law enforcement or Private security related research and analysis is required • Familiarity with international law enforcement and private security agencies. • Ability to write and research on policing and security issue • Ability to formulate concise Reports and presentation/Ability to analyze and formulate draft recommendation. • Excellent verbal and written communication skills in English; • Previous experience of writing reports for UN an asset

- Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable)
- Financial proposal
- Personal CV including past experience in similar projects and at least 3 references
- P-11 Form duly completed.
- FINANCIAL PROPOSAL
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel;
Travel will be paid by UNODC as and when required subject to the prior approval Law Enforcement Advisor or the Country Representative.
EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [To be determined] * Financial Criteria weight; [To be determined] Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation
