Background / General description:
The International Finance Corporation (IFC), a member of the World Bank Group (WBG), provides support to its member nations by financing and supporting the private sector: creating jobs, improving corporate governance and environmental performance, and contributing to local communities. IFC works with its clients through two primary means: 1. Investment Services, which provides capital to private companies in a variety of core industry sectors through a variety of structured debt and equity vehicles; and 2. Advisory Services, which provides advisory and consulting services to public and private organizations in developing and transitional economies. IFC’s Advisory Services is organized into four primary businesses: Access to Finance, Investment Climate, Sustainable Business, and Public-Private Partnerships.

The Partnerships and Advisory Services Operations Department (CPA) enhances IFC Advisory Services (AS) through streamlined operations, timely and accurate analysis and reporting, effective partnership development, and training. One of CPA’s roles, among others, is to monitor the global portfolio of AS projects and provide analysis and reporting on the portfolio for AS management. CPA is seeking to hire an Operations Officer / Sr. Operations Officer to lead a team of staff focused on portfolio management, taking responsibility for the following tasks and meeting the qualifications set out below.

Duties and Accountabilities:
• Monitor the global portfolio of AS projects through data available in the AS Operational Portal (ASOP), AS Information Delivery (ASID) reporting platform and other IFC systems;

• Provide regular (monthly, quarterly, semi-annual and annual) reports on the AS portfolio to the AS Leadership Team (ASLT) and the AS Vice President’s office;

• Contribute AS portfolio data to IFC management reports (IQMR, Board Papers, etc,) and to other stakeholders, as needed;

• Conduct regular analyses of the portfolio data to help the ASLT better understand the AS business, performance against targets, various trends and the potential implications and consequences of such trends;

• Coordinate the semi-annual portfolio and product review process for all AS business lines and regions;

• Manage the AS Portfolio Management Network (AS PMN), which includes representatives from all AS regions and business lines, through regular meetings and support;

• As the head of the AS PMN, understand the current capacity and develop a training and capacity-building program to build up the capabilities of the AS PMN, with the goal of making it a strong, professional function with clearly developed competencies and roles;

• Sit on the various AS business line committees to provide a critical cross-business line and cross-portfolio view and support CPA’s Advisor in this role;

• Monitor information quality and compliance with ASOP processes and report any discrepancies in a regular process and information quality (PIQ) report;

• Based on the analysis of AS portfolio data, collaborate with other units in CPA (ex. Business Systems team, Policies and Procedures team, Learning team) to suggest improvements to various AS procedures, systems and services provided by CPA;

• Prepare reports, communications materials, briefs, presentations on the AS portfolio, as requested;

• Supervise and manage a team of staff to deliver on the above, providing regular feedback, supporting staff development and resolving issues or conflicts as they arise;

• Maintain effective working relationships with all relevant stakeholders;

• Ensure all AS portfolio management files are maintained according to IFC’s AS Records Management Procedure;

• Provide support in any other tasks/ activities related to CPA’s role, as needed.

Selection Criteria:
Location to be determined. The Senior Operations Officer will be based either in Washington, DC or in one of the IFC Regional Offices.

• Master’s degree in Business/Economics/ International Relations/ Public Affairs or related field;

• Minimum of eight years experience in a related field / discipline;

• Proven analytical and problem-solving skills and ability to apply these in carrying out complex tasks, identifying issues and contributing to their resolution;

• Able to translate/interpret numerical data into business analytics (reports, analysis);

• High level of computer literacy, experience with various business intelligence and analytical tools (including Excel); prior use of Cognos would be of added benefit;

• Excellent written communication skills in English with the ability to craft complex strategic messages and develop materials to meet the needs of variety of audieencies

Ability to deal in a timely and accurate manner with shifting priorities and work pressures;

• Experience in working on cross-functional teams;

• High-level of energy and initiative, strong planning and organizational skills;

• Attention to detail and ability to prioritize and deliver assignments on schedule;

• Preference will be given to candidates with experience in /knowledge of IFC’s AS business.
