Head of Unit – ICT Infrastructure and IT Security

1. THE JOB

The Head of Unit ICT Infrastructure and IT Security will work mainly in the Directorate of Information Systems of the Agency in Helsinki. 

The Information Systems Directorate 

The purpose of the Directorate is to contribute to the achievement of the goals and operational objectives of the Agency, by ensuring that all Directorates have the ICT infrastructure, the information systems and the support services which are appropriate to carry out their function. The Directorate operates to implement and develop the IT Strategy of the Agency, endorsed by its Management Board. 

The Directorate of Information Systems is responsible for:
  • The management of the Agency’s ICT infrastructure;
  • The planning, development and deployment of Business and Management Information Systems and their related services;
  • IT information security;
  • IT support to Business Continuity and Disaster Recovery management.

Tasks and Responsibilities

An opportunity has arisen for an innovative Head of Unit with a solid background in ICT infrastructure. His main task will be to work on the consolidation and furthering of the transformation that the Unit is undergoing, by translating the IT Strategy into processes and procedures which deliver to customers’ needs and at the same time guaranteeing short and medium-term cost efficiency.
The Head of Unit will be responsible for:

Planning and Steering the Work of the Unit

  • Defining, implementing and elaborating plans and actions to implement the IT Strategy in the scope of the Unit, in the context of the annual and multi-annual planning cycle of the Agency;
  • Contributing – at Directorate level - to the evolution of a business-aligned IT Strategy, in line with the organisation’s overall strategy.

Operational Management

  • Ensuring the adequate provision of ICT infrastructure technical services and end user services, in alignment with the Service Management Framework adopted by the Information System Directorate;
  • Harmonising the approach of the Unit in ICT services delivery and actively contributing to integrating service delivery processes in the Agency’s Quality Management System;
  • Ensuring adequate IT Security risk management with respect to the Information Security policies set at corporate level;
  • Using the most appropriate and cost-effective resources for the provision of ICT services within the organisation.

People and Financial Management

  • Managing a Unit comprising 18 staff members and approximately 10 on-site consultants;
  • Participating actively in the staff planning and recruitment for the Unit;
  • Leading the professional and career development of the staff, in the context of the corporate HR processes;
  • Identifying budgetary resources required to execute the Unit annual plans, ensuring the monitoring of expenses and correctness of processes and execution of the assigned budget;
  • Contract management.
The Head of Unit reports to the Director of the Information Systems Directorate.

2. QUALIFICATIONS

a) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is four (4) years or more. 

Or 

b) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is three (3) years and at least one (1) year of relevant professional experience. 

Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognized as equivalent by the relevant EU or EEA Member State authorities will be accepted.

3. PROFESSIONAL EXPERIENCE

To qualify for this profile, you must have at the closing date for applications a total professional experience of at least twelve (12) years acquired after achieving the minimum requirements stated out in 2 a) and b)

Of your total professional experience, you must have at least five (5) years of relevant professional experience in the field of ICT, and at least one (1) year in a management role (Head of Unit, Head of Sector, Team/Programme Leader).

4. SELECTION CRITERIA

If you meet the eligibility criteria, you will be assessed on the basis 
of the following selection criteria. The candidates who are judged to be the most suitable 
on the basis of the selection criteria will be invited to an interview.
  • Your academic and professional qualifications and their relevance to the main areas of work listed in section 1;
Your academic qualifications preferably have been obtained in the following fields:
  • Computer Science;
  • Engineering (provided that the candidate can demonstrate that informatics has been a meaningful area of study);
  • Mathematics, Physics, or Statistics (provided that the candidate can demonstrate that informatics has been a meaningful area of study);
  • Your professional experience: the range of fields covered; the type and level of work done and its relevance to the areas of work listed in section 1;
  • Your management experience.
The followings will be considered as assets:
  • Proven experience in a consultancy and/or outsourcing role;
  • Proven track record in leading change and transformation projects in the area of service management;
  • Proven experience in implementation of ICT infrastructure for Business Continuity and Disaster Recovery;
  • Postgraduate qualification in management.
The academic and professional qualifications, professional experience and knowledge and experience considered as an asset must be described as precisely as possible in the ECHA CV.
